Dear Peter,
Enclosed are annexation/rezoning and preliminary plat applications for "Paramount North, " a
seventy-seven (77) lot expansion of the Paramount development. All lots are for single-family
detached residential dwellings. There are, in addition, five common lots plus amenities.
Project Summary
• Most of the area subject to these applications (16.49 acres, specifically) was annexed at
approval of the original project in 2003. An additional 9.58 acres were subsequently
acquired and are included in the 26.07 -acre preliminary plat. Proposed zoning for this
additional area is R-8, consistent with the previously annexed and zoned property.
• Access to "Paramount North" will be from two residential collector streets: Fox Run
Way on the north and Producer Drive on the east. There will be no direct lot access to
the existing exterior street system, i.e., Fox Run, Gable (Paramount 18), or Producer.
• Open space consists principally of a buffer strip along the northeasterly side of Gable
Street which connects Fox Run and Producer, and two enlarged areas—one adjacent to
Gable (Lot 17, Block 48), the other located on an interior street (Lot 5, Block SS).
• The open space depicted on the preliminary plat, at 2.45 acres, is 0.15 -acre short of
the UDC -required 10%. That deficiency is noted and is easily resolved. It will be
addressed at final platting by expanding common lots 17 and 38, block 48, and by
including qualifying residential street planter strips in accordance with UDC Section
11 -3A -17E.
• Two project amenities are proposed:
• The first is a ten foot -wide regional pathway within the 30 -foot buffer along the
northeasterly side of Gable Street and the north side of Producer Drive to connect the
existing pathway along Fox Run to Meridian Road, thence, to an existing pathway
east of Meridian Road.
That facility accomplishes the objective of "Meridian Pathways Plan" to provide
a system of community interconnectivity for pedestrians and bikers. It is noted,

however, that the referenced plan's "Network Map" also depicts a Paramount
pathway along already -constructed residential streets. Thus, with front -on homes
along those streets, this second facility is infeasible and will not be constructed.
• The second amenity is tot lot with benches to be located in Lot 5, Block 55.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.

RE. Soil evaluation and R- Value sampling on Paramount North project
Six soil test holes were excavated, soils described, and monitoring wells installed on the Paramount North
property. The soil descriptions and a GPS test hole location map are attached to this report.
No groundwater was found in the six test holes at the time of excavation; however, test hole #2-08 was very
mottled below a depth of 42" and had soil color indications of fluctuating groundwater levels. The test holes
will be monitored, as requested, starting in April and at two week intervals throughout the irrigation season.
The soil is underlain by extremely gravelly medium sand at depths ranging from about 50 to 100 inches. This
soil material would be a very good filter for storm drainage, providing ground water does not rise into or above
it during the irrigation season.
Soil samples were taken for R -Value testing from test holes 1-08, 5-08 and 6-08. These samples were
delivered to Materials Testing and Inspection on 3/13/08. The testing results should be available within ten
days. I will include MTI's findings with my report.

RE. Final Repor[ for 2008 Groundwater Monitoring — Paramount North Subdivision
Six soil test holes were monitored bi-weekly from 4/2/08 through 10/17/08 for depth to groundwater in
the Paramount North Subdivision. A table of measurements, graphs showing the rise and fall of the
fluctuating groundwater, and a GPS map showing locations of the test holes are included with this report.
Test holes 1-08 and 3-08 are nearby a continuous flowing irrigation ditch and showed fluctuating rise and
fall of groundwater throughout the irrigation season. Test hole 2-08 was next to an intermittent flowing
irrigation ditch and would show groundwater only when there was irrigation activity.
Test holes 4-08, 5-08, and 6-08 were dry throughout the irrigation season.
