DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Meridian CenterCal, LLC, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of a 22,255 square foot shell and core for Building H, a multi -tenant building at
The Village at Meridian Town Center. There are no specific tenants at this time.
The site is located at 1853 N. Records Avenue, on the northeast corner of N. Eagle Road and E.
Fairview Avenue.
Note: Future tenants are required to submit Certificate of Zoning Compliance (with prior
approval) and Design Review applications for the facade improvements for each individual
tenant space as well as for approval of the specific use.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you
need a building permit and/or inspection. If you do need a building permit, you must complete that
process before you commence the use or construction. As part of the application submittal, you will
need to provide two sets of the final, stamped "approved" Planning Department plans. You must
provide these plans in PDFformat and hardcopy as specified in the Building Services "Plan Intake
Checklist" and include them with your building submittal set. Please contact Building Services for
additional details about building permits and inspections.
Site Specific Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B.
2. All ground level mechanical equipment shall be screened to the height of the unit as viewed from
the property line in accord with UDC 11-3A-19A.1e.
3. All future tenants within the proposed shell & core are required to submit a Certificate of
Zoning (with prior approval) and Design Review application for approval of facade
improvements and the specific use for each individual tenant space.
4. The Certificate of Zoning Compliance (with prior approval) and design review application
submitted for the first tenant in the structure shall include a site and landscape plan that
depicts the boundary of the site improvements associated with the structure. The details of
these plans shall be consistent with the overall site & landscape plans approved with CZC-
11-021. Site improvements within the boundary associated with this structure shall be
completed prior to issuance of the first Certificate of Occupancy, or surety may be
submitted in accord with UDC 11-5C-3.

Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. The elevations prepared by Perkowitz + Ruth Architects, dated 3/2/12, labeled Sheets EE -1 —EE -
4, are approved (stamped "approved" on 4/12/12 by the City of Meridian Planning Department)
with no changes.
4. The approved elevations may not be altered without prior written approval of the City of
Meridian Planning Department.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
6. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ -07-012; VAR -07-017; MDA -11-002; CZC-11-021).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before April 27, 2012,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.

Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until April 15,
2013.

Dear Ms. Watters,
On behalf of CenterCal Properties, LLC we are pleased to present the attached application and supporting
materials for Buildings G and H at The Village, Meridian Town Center for Certificate of Zoning
Compliance and Design Review. This submittal entails the first two buildings of this exciting new project,
previously approved through a "master application", CZC-11-021.
Buildings G and H are located directly West of a proposed theater. The buildings will front the future
park to be centrally located in The Village. Please refer to the site plan to review the extents proposed
through this CZC, including parking areas. The theater and the park will follow at a later date under a
separate CZC. The intended uses for G and H are retail and restaurant spaces. Both buildings are highly
detailed and feature a wide variety of materials. Exterior elevations are articulated through jogs in the
floor plan and varying exterior wall heights to provide visual interest. A mixture of awnings and canopies
will be featured for the future tenant storefronts. The East sides of the buildings feature a light texture
plaster that will eventually be hidden as the theater is constructed behind these buildings.
Trash enclosures are located within the building. As such, they are not identifiable to the general public
other than a set of doors. CenterCal Properties has its own trash collection which picks up trash at
individual building enclosures and takes it to a central compactor to be located behind the theater
building. This compactor will be the location that Sanitary Services will eventually access for pickup.
This too will be included in a future CZC application. Access and turn -around for emergency vehicles had
been approved by the master CZC.
This application has been prepared in coordination with the master CZC. We expect that you will find it
complete and generally as discussed. Should you have any questions don't hesitate to contact us.

I've reviewed the proposedVans and it looks like the site configuration has changed since the CZC for the overall site
was approved (CZC-11-021)efore I can approve a new CZC, the previous CZC needs to be revised to reflect the
revised layout. Please submit a CZC application (fee based on CZC w/prior approval) w/revised plans.
After obtaining approval of a revised CZC, I will need the following revisions to the site Et landscape plans you
submitted:
• Internal pedestrian walkways are required to be distinguished from the vehicular driving surfaces through the
use of pavers, colored or scored concrete, or bricks (per the DA, UDC 11 -3A -19A.4 Et the Meridian Design
Manual); the walkway symbol is not included in the legend (striping is not allowed).
• Bicycle parking is required to be located as close as possible to the building entrances (UDC 11 -3C -5C); relocate
bicycle parking to west side of building central to the building entrances.
• Revise the boundary of this phase to include vehicle parking to the south of Building G as well as the pedestrian
pathway that connects from the perimeter sidewalk to the main building entrances (UDC 11 -3C -5A.2 Et 11 -3A -
19A.4). The west boundary of this phase currently goes right through some of the proposed improvements;
revise.
• The planter islands southeast of Building G that contain the pedestrian pathway need to widened to allow at
least a 5' wide planter area for trees Es Vandscaping(UDC 11-36-8C)
• ALL planter islands that serve a row(s) of parking are required to provide (1) tree and vegetative groundcover
in accord w/UDC 11-313-8C; there are several islands that don't have trees. Where the internal pathway goes
through the island, provide a minimum 5' wide planter area for trees a: groundcover.
• The calculations table only shows the access road street buffer width at 10'; revise to reflect the proposed
.width.
The elevations for Building G need to be revised as follows:
• Walkways are required to have weather protection (including but not limited to, an awning or arcade) within
20 feet of all customer entrances (UDC 11-3A-19A.4d); revise elevations accordingly.
• The east elevation (Et possibly the southeast portion of the south e(evation) needs some work ... please review
the Meridian Design Manual, Section C - Urban/Suburban design guidedne5; 12.0 Architectural Character,
Materials (pg.77-78). The use of materials on each faoade should be consistent in quality, detailing, and
combination of materials. Specifically the portion visible from the road/parking area that will not be hidden
by the theatre.
The elevations for Building H need to be revised as follows:
• Walkways are required to have weather protection (including but not limited to, an awning or arcade) within
20 feet of all customer entrances (UDC 11-3A-19A.4d); revise elevations accordingly.

P.S. Cornet - In regard to our conversation yesterday regarding phasing of parking lot construction Et improvements, you
will need to provide adequate parking close to the structures with each CZC. Beyond that, please coordinate with
