Re: VAR12-001 Hawkins Accesses on SH -69 (Meridian Road)
The Idaho Transportation Department (ITD) has reviewed the referenced application for the
variance request to allow three new accessed on Meridian Road (SH -69). ITD has the
following comments:

1) ITD has issued access permits for three new accesses to the subject parcels on Meridian
Road (SH -60). The three accesses are allowed at specific locations and include special
provisions. The access permits are tied to development approvals by the City of Meridian
and allow a phased construction schedule. Specific improvements include turn restrictions
at each access. A copy of the ITD approval letter and the special provisions is attached.
The ITD permits require the applicants to obtain City of Meridian approval of the accesses
and any development applications.
2) Two additional permits have been issued for the expansion of the Amity Road and Harris
Street intersections with Meridian Road (SH -69). These permits and the specific
intersection improvements are also tied to City of Meridian approval of development
applications.

Special Provisions for the Hawkins Property on SH -69 between MP 7.136 and MP 7.638:
1. The SH -69 intersection with Harris Street is approved for additional turn lanes and a traffic
signal. The additional turn lanes and signalization are not required during the initial
development phase.
The final design of the SH-69/Harris Street intersection improvements will be consistent with
the proposed designs contained within the Access Permit Application dated December 9, 2008.
The final improvements to this intersection will be constructed by Hawkins Companies or its
successors/assigns and completed prior to the issuance of the first certificate of occupancy
associated with the proposed use of improvements constructed on that portion of the Hawkins
Property north of new site access at MP 7.388±.
2. The new site access at MP 7.513+ will be constructed initially as a 25 to 40 -ft paved approach in
accordance with the specifications contained within the drawings for Rural Approaches (Private,
Commercial, & Public) dated June, 2007, which is attached hereto. These initial improvements
will be completed within one year of this permit date.
The final design of the access improvements will be a standard approach restricted to right-
in/right-out operation consistent with the proposed designs contained within the Access Permit
Application dated December 9, 2008 and in accordance with the specifications contained within
the drawings for Urban Approaches & Concrete Sidewalks dated July, 2010 (pages 1, 2 and 3),
which is attached hereto. The final improvements will be constructed by Hawkins Companies or
their successors/assigns and completed prior to the issuance of the first certificate of occupancy
associated with the proposed use of improvements constructed on that portion of the Hawkins
Property north of new site access at MP 7.388±.
3. The new site access at MP 7.388+ will be constructed initially as a 25 to 40 -ft paved approach in
accordance with the specifications contained within the drawings for Rural Approaches (Private,
Commercial, & Public) dated June, 2007, which is attached hereto. These initial improvements
will be completed within one year of this permit date.
The final design of the access improvements will be a standard approach restricted to right-
in/right-out/left-in operation consistent with the proposed designs contained within the Access
Permit Application dated December 9, 2008 and in accordance with the specifications contained

The existing access at MP 7.326 (Jessica Condominiums Inc. property) has an access permit
(Permit No. 3-12-056). The terms of that permit allow that access to exist until the new access
at MP 7.388+ is available for site access. At that time, Permit No. 3-12-056 will be void and the
access at MP 7.326 will be closed by The Idaho Transportation Department, and the Jessica
Condominiums site will use the new access at MP 7.388.
4. The new site access at MP 7.261+ will be constructed initially as a 25 to 40 -ft paved approach in
accordance with the specifications contained within the drawings for Rural Approaches (Private,
Commercial, & Public) dated June, 2007, which is attached hereto. These initial improvements
will be completed within one year of this permit date.
The final design of the access improvements will be as standard approach restricted to right-
in/right-out operation consistent with the proposed designs contained within the Access Permit
Application dated December 9, 2008 and in accordance with the specifications contained within
the drawings for Urban Approaches & Concrete Sidewalks dated July, 2010 (pages 1, 2 and 3),

Re: Hawkins Commercial Development— SH -69 at Amity Road, Meridian
The Idaho Transportation Department (ITD) has completed the review of the requested access plan for your
development site north of Amity Road and west of SH -69 (Meridian Road). We have revisited our February 22, 2012
letter and agree to a third access on SH -69 b9tween Harris Sheet and Amity Road.
ITD agrees to the following site access concept (see Figura 1);
An improved full access and signalized intersection of the SH -69 -with Harris Place. Hawkins will be
responsible for the signal design and installation. Hawkins will also be responsible for the needed intersection
improvements.
• A single right-in/right-out intersection on SH -69 approximately 660 -ft south of the Harris Street intersection.
Hawkins will construct the access and a southbound deceleration lane on SH -69.
• A single right-in/right-outtleft-in intersection on SH -69 approximately 1,320 -ft north of the Amity intersection.
Hawkins will construct the access and a southbound deceleration lane on SH -69.
A single right-in/right-out intersection on §H-69 approximately 660 -ft north of the Amity intersection.
Hawkins will construct the access and a southbound deceleration lane on SH -69.
Intersection improvements to the existing SH -69 signalized intersection with Amity Road. Hawkins will be
responsible for the nbeded intersection improvements.
The specific design details will be developed as the project proceeds. The discussion above identifies only the design
concepts.
It will be necessary to have your project and the access plan approved by the City of Meridian. ITD staff agrees to
meet with the City and speak on your behalf.

it lies outside of our district boundaries. Please contact Bob Carter, Boise Project - Board of

All laterals and waste ways must be protected. All municipal surface drainage must be
retained on-site. If any surface drainage leaves the site, Nampa & Meridian Irrigation District
must review drainage plans. The Developer must comply with Idaho Code 31-3805.
