The properly is currently vacant. Zebulon Heights Subdivision No. 2 is west and south of the site; to the north is Zebulon Heights Subdivision No. 4; east are future phases of Zebulon Heights. The gross density of the final plat is 2.71 dwelling units per acre, with a net density of 3.31 dwelling units per acre. The minimum property size is 10,101 square feet, with the average lot size being 12,312 square feet. A 10-foot-wide City of Meridian multi-use pathway is proposed through the development; open space comprises 0.75 acre, or 5.2 percent of this phase. Previous phases include the central common area for the Zebulon project, including a 3.44-acre parcel to accommodate the swimming pool facility and pond. All proposed sidewalks are detached with aneight-foot-wide landscape strip in this phase. A change from the original landscape plan was required for the alignment of the multi-use pathway within this phase of the project. The pathway was originally planned to be constructed north of the North Slough, which would have required a portion of the pathway to be off-site on the Ustick Baptist Church property. The church would not allow an easement through their property unless the developer provided pressurized irrigation to their church lot. As the church has no water rights, Settlers Irrigation District indicated that was not an option. Constructing the pathway south of the North Slough was also not possible, as that is where the Settlers Irrigation District access road is located. In numerous meetings and conversations with Planning Department and Parks Department staff, it was concluded that the best option was to locate the multiple-use pathway along the frontage of some of the residential lots. These lots are quite deep and can easily accommodate the pathway. The preliminary plat was approved on April 19, 2005. An 18-month administrative time extension was approved on May 2, 2006, which was valid until October 19, 2007. The first final plat (Zebulon Heights Subdivision No. 2) was signed by the Meridian City Engineer on September 27, 2007. Zebulon Heights Subdivision No. 3 was signed by the Meridian City Engineer on August 17, 2011. Zebulon Heights Subdivision No. 4 was signed by the Meridian City Engineer on May 7, 2012. The final plat is in conformance with the approved preliminary plat and meets all requirements or conditions thereof. The final plat conforms with all requirements and provisions of the UDC and was prepared in conformance with acceptable engineering, architectural and surveying practices and local standards.
