We the undersigned represent citizens opposed to the approval of any application for the placement of wireless
communication tower(s) on or around the grounds of the Capital Christian Community Center, including but not limited
to, application CUP 12-003 by Tony Wilson, SDI, Inc. for Conditional Use Permit approval to construct and operate a
wireless communication facility in a L-O zoning district for Capital Christian Wireless Communication Facility
located at 2760 E. Fairview Avenue. Tony Wilson, SDI, Inc. is seeking approval to build five (5) 120ft high monopole
stealth towers and five (5) equipment shelters on land leased from the Capital Christian Community Center.
The proposed development will have a substantial adverse effect upon adjacent properties; character of the
neighborhoods; and other factors affecting the public health, safety, and welfare. We the undersigned oppose the tower(s)
for reasons including, but not limited to, one or more of the following:
1. Potential Health and Safety Issues: THE CONCERN over the possible negative health effects of wireless tower(s) is
real. The WHO in May 2011 upgraded its rating of cell phones and other wireless devices to, class 2b, "possible human
carcinogen." The results of the study by MOBI-KIDS is to be completed in 2013. Numerous studies have raised alarm,
and scientific research is proceeding urgently to provide conclusive answers (MOBI-KIDS to be completed in 2013, etc.).
Therefore, wireless tower transmissions are classic situations of uncertainty and risk calling for precaution. Under this
clear need for evaluation of risk, the wisest approach for both government and individuals is to take the first step in
implementing precaution, by preventing wireless tower(s) from being constructed in this site, which is bordering
residences and several residential areas, used by athletic clubs to compete, and sharing grounds with a church and
community center.
Federal health and safety agencies have not yet developed policies concerning possible risk from long-term non-thermal
exposures to the electromagnetic radiation emitted from wireless tower(s). ALTHOUGH the FCC Telecommunications
Act of 1996 specifically denies us the right to protest based on the potential health effects of RF Radiation when a tower is
compliant with federal limits, PEOPLE'S FEARS about the presence of electromagnetic signals can, and have been
shown to, drive down home and property values in surrounding areas.
2. Property Value and Aesthetics: We wish to protest the wireless tower(s) construction based on the rights of property
owners within the surrounding residential subdivisions. The Federal Communications Act of 1996 states that property
values and aesthetics are valid reasons for a municipality to deny zoning for a wireless tower or antenna. It is our belief
that the tower(s) would create an eyesore in the community, even if an attempt is made to disguise the tower(s); as a tree,
as flag pole, etc. Tower(s) up to, or exceeding 120ft in height is(are) directly out of scale with, and in great contrast to, the
natural aesthetics of the surrounding area, which would be irrevocably altered by the introduction of a visual element that
is unquestionably incompatible with the existing natural landscape.
The unsightly tower(s), along with the fear of living near them, noise associated with flag(s) and flag pole(s), and many
other factors associated with wireless tower(s), result in lower property values. Several recent studies, various appraiser
journals, and industry publications support the arguments of reduced property values with the existence of wireless
communication tower(s). As a result, lower property values and tax assessments could reduce the amount of property tax
collected.
3. Improper Notification: The process to notify and educate the residents of the community has been inadequate and
misleading, designed to quietly meet minimum requirements for application compliance. The initial notice, that may be
referenced as the notification for their public meetings, was vague, deceiving, and did not convey the true magnitude of
the project and purpose of the meeting. This notice prompted a turnout of less than 10 people. The presenter at the public
meeting provided a viewing of 2 loose leaf sheets of paper with printed 3D renderings of the proposed tower(s). Drawings
were deceiving as to the actual height of the tower(s), and requests for copies were denied. Attendees were left with
unanswered questions upon its conclusion.

4. No Need and More Suitable Sites: We protest based on the fact there is no determination if a legitimate need for the
tower(s) exist. For data showing actual wireless coverage, please enter the proposed address into the map at
http://www.rootmetrics.com/map/ to review a true picture of the existing towers and antennas currently in place for these
areas. The letter to the Meridian Planning and Zoning Department (included in the application packet) it is specifically
stated "Our plan is to get the application approved and THEN go to the carriers for leases". We petition on belief that
increased basic wireless communication is not currently needed in this area.
Should it be deemed that increased wireless coverage is necessary currently, or in the future, we urge the investigation of
less intrusive areas, not located near residential neighborhoods, that would be more suited to house 120ft tower(s) and all
accompanying equipment compounds and facilities. A suitable area would be one that would not have an adverse effect
upon adjacent property or the character of the neighborhood (for example, commercial development areas further east and
south of the proposed site). Evidence has NOT been provided that this is the least intrusive site possible, and that
proposed wireless tower(s) within or around the Capital Christian Community Center is absolutely necessary.
The issues stated here are only a few of the many reasons we urge you to deny any application for the placement of
wireless communication tower(s) on or around the grounds of the Capital Christian Community Center. Thank you for
your prompt attention to this matter. We will follow this issue closely and urge our friends and neighbors to do the same.
We urge you to do the right thing for the community, citizens, and taxpayers who live near the proposed site, and consider
our messages carefully before rendering the best decision for the future of the residents. We urge you vote IN
OPPOSITION of this project, and DENY application(s) for the placement of wireless communication tower(s) on or
around the grounds of the Capital Christian Community Center.

I have reviewed the documents on the City of Meridian's website for the proposed conditional use
permit application, and note that the applicant has not provided an engineer's study of the site, the
total radio frequency (RF) power that is expected to be transmitted from each transmitting
antenna, the power of each transmitter, and a zone of influence of the electromagnetic field (EMF)
emanating from the project. These required items are listed in the CUP Application.
My home is located directly behind Capital Christian Center and the
proposed development, and as a resident of Meridian and an engineer, I
would like to have the opportunity to review these technical documents
prior to the public hearing on the project. I am also interested in the City
of Meridian Planning Department's engineering review and response to
these technical documents.

We are writing in opposition to the project for which this Conditional Use Permit,
for the installation of five 120' tall "stealth" cell towers, has been requested. This
proposed installation is planned for the NE corner of the Capital Christian Center
property, 2760 E. Fairview at Hickory. We live in the Dove Meadows Sub-
division which is adjacent to the subject church property.
Everything within %z mile of this property to the North and West is residential one
and two story single family homes, and a school, with an empty field to the East,
and the church on the South. There is nothing in the area that is half as tall as
these proposed towers would be, and they would be unsightly, negatively impact
the view toward the mountains, and ultimately could impact residential property
values.
We see no reason why this project should not be more properly located in the
commercial/industrial areas between Fairview Ave. and Pine St., and west of
Eagle Rd. The flat land contours seem to ensure that the line-of--sight coverage
area would not be adversely affected, and the structures would surely blend in
and be more acceptable in those surroundings.
The land costs are probably higher in the commercial/industrial areas, but that is
not a valid reason for the residential property owners to suffer restricted views
and possibly reduced property values, so that a commercial venture could realize
higher profits.
We realize that these towers have a valid purpose, and that there is probably a
need for more and better cell service. However, we also believe that further
investigation would discover other available sites for these that would be more in
keeping with their architecture, and in which they would not be so obtrusive and
objectionable.
We respectfully request that Planning and Zoning reject this application for this
Conditional Use Permit.
