DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Nadel Architects, Inc., requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of two multi-tenant building shells (Shops B & C) at the Meridian Town Center
project. The Shop B building is proposed to consist of 7,414 square feet and contain two (2) tenant
spaces; the Shop C building is proposed to consist of 10,564 square feet and contain three (3) tenant
spaces. No specific uses or tenants are proposed at this time. Design Review (DES) approval is also
requested for the proposed structures.
The site is located at 2206 & 2274 N. Eagle Road, east of N. Eagle Road & north of E. Fairview
Avenue (Parcel No. S 1104325505).
The master site development plan that included the overall site configuration, building pad locations,
parking areas, traffic circulation, landscaping, and similar elements for the Meridian Town Center
project was approved under CZC-11-021. All of the site parking & landscaping within the Power Center
area located between E. River Valley Street and the'/ mile access road is required to be completed prior
to issuance of Certificate of Occupancy for the structure approved with CZC-11-048 (Marshall's).
DECISION
The applicant's request for CZC and DES is approved with the conditions listed in this report.
Note: This is not a building permit Please contact Building Services at (208) 887-2211 to verify if you
need a building permit andlor inspection. If you do need a building permit, you must complete that
process before you commence the use or construction. As part of the application sub~aittal, you will
need to provide two sets of the final, stamped "approved" Planning Departn:ent plans. You must
provide these plans in PDF fora:at and Izardcopy as specified in the Building Services "Plan Intake
Checklist" and include them with your building submittal set. Please contact Building Services for
additional details about building permits and inspections.
Site Specific Conditions of Approval
1. Prior to Certificate of Occupancy for specific tenants, the applicant/tenant is required to
submit a Certificate of Zoning Compliance Verification (CZCV) application to obtain
approval of specific uses. Uses allowed in the C-G zoning district are as listed in UDC Table
11-2B-2 unless otherwise prohibited or allowed by the development agreement for the
property. As part of the CZCV application, the tenant shall submit details for the awnings
for their tenant space. These awnings will be required to be installed prior to issuance of
Certificate of Occupancy.
2. If Certificate of Occupancy (C of O) for structures approved with this CZC is requested prior to
the C of O for the structure associated with CZC-11-021 (Marshall's), a copy of the recorded

public access easement for the multi-use pathway along N. Eagle Road required with CZC-11-
021 shall be submitted.
3. If Certificate of Occupancy (C of O) for structures approved with this CZC is requested prior to
the C of O for the structure associated with CZC-11-021 (Marshall's), all of the site parking and
landscaping within the Power Center area located between E. River Valley Street and the '/a mile
access road shall be completed as approved with CZC-11-021.
4. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-6B.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11-SC-3B. A surety agreement maybe accepted for other improvements in accord with
UDC 11-SC-3C.
3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A.
4. The site plan prepared by The Land Group on 10/7/11, labeled Sheet CZC, is approved (stamped
"approved" on 2/28/12 by the City of Meridian Planning Department) with no changes.
5. The landscape plan prepared by The Land Group on 10/7/11, labeled Sheet L1.01, is approved
(stamped "approved" on 2/28/12 by the City of Meridian Planning Department) with no changes.
6. The approved site plan, landscape plan and/or elevations may not be altered without prior written
approval of the City of Meridian Planning Department.
7. The elevations prepared by Nadel Retail Architects, LLP, on 2/9/12, are approved (stamped
"approved" on 2/28/12 by the City of Meridian Planning Department) with no changes.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
9. If any changes must be made to the site plan to accommodate ACPID requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install .and maintain all landscaping as set forth
in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ-07-012; VAR-07-017; MDA-11-002; CZC-11-021;
CZC-11-048).

4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
6. The applicant shall have an ongoing obligation to maintain all pathways.
7. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before March 14, 2012,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
SA-6B.
If City Council review of the decision is not requested, the action of the Director represents a fmal
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structlu-e
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until February
28, 2013.

Dear Planning Department,
The overall site has been approved under CZC 11-021 and the location and
orientation of these buildings have been established. Serving as the entrance
to the shopping complex, the buildings are designed as a signage to invite
people to enter the site. The smaller shops buildings also serve to support the
shopping activity of the center. Thus the design is also focus on creating a
pleasing, fun and comfortable environment for the tenants, shoppers and the
neighborhood. Being visible on all four sides, the buildings are designed with
architectural decorative features all around.
The buildings are enhanced by stepped and layered parapets, cantilevered
awnings and canopies in metal and fabric. Tower elements and building
projections help break up the building and are finished with stone, brick and
plaster for a rich finished appearance. The overall building is constructed using
different colors of split-face CMU and capped with plaster finished cornices.
Pedestrian level decorative lighting as well as building accent lighting are used
to enhance the look and feel of the building and specific elements of the
design.

Hi Greg,
The revisions look better but I don't think we're quite there...specifically, the design guidelines state, "Buildings
w/facades that face multiple roadways and/or public spaces should use consistent material combinations, quality and
detailing to unify the building design" (C-2.5.2.1). The consistent use of materials on each facade of the building
enhances the cohesiveness and aesthetic appeal of the design. Additionally, "Use architectural elements and detailing,
including but not limited to, fenestration patterns, awnings, canopies, balconies, entries, materials, and decorative or
ornamental detailing, to articulate facades & contribute to an aesthetic building character" (C-2.4.2.1).
There is one elevation on each of the shops that faces a high traffic roadway that does not incorporate awnings or
metal canopies as shown on all of the other elevations. This is not consistent with the other elevations as desired. See
what you can do to unify all elevations as stated in the design manual.
