Broadway Avenue Meridian, Idaho 83642 RE: AZ-11-005, RZ-11-O(?6, PP-11-011, CUP-11-009, MDA-11-O11, and VAR-11-003 - Spurwing Challenge Subdivison Dear Mr. Parsons: We have the following comments on the above mentioned Staff Report. Please pass these on to City Council. Item 1.6.6. -The Owner would like City Council to allow partial use of the new Driving Range prior to completion of the Subdivision without bonding for the subdivision improvements. The reason for the request is the driving is currently existing and is integral to the existing golf course. We simply need to move the driving range to complete the new subdivision and it would be an improvement not required as part of the development of a subdivision. There appears to be a City requirement for a roadway or graveled access drive or road over existing or new sewer lines. We will not be able to comply with this requirement where the proposed new sewer line from the Jayker Subdivision crosses the existing golf course. We request City Council provide relief from this City requirement. We are willing to work with Public Works on an acceptable solution. Because of time constraints the Owner is willing to start processing the Development Agreement in a format approved by the City. The reason for this request is to make sure the Driving Range has grass growing during the 2012 growing season, Please have City Council provide direction on the processing of the Development Agreement. In order for the project to move forward this year the Owner is requesting a suspension of the Rules of Order and asking if City Council to complete all three reading of the Annexation and Rezone request in one reading. Please call if you have questions. Sincerely, Larson Archit is ~~ Cornel Larson
