WRITTEN NARRATIVE
ACCOLADE SUBDIVISION PRELIMINARY PLAT, REZONE,
CONDITIONAL USE PERMIT AND
DEVELOPMENT AGREEMENT MODIFICATION
Gramercy, LLC, hereby applies for a preliminary plat, rezone from R-15, TN -R and C -G to R-40
for 11.53 acres, a conditional use permit for 264 multi -family residential units, and a
development agreement modification for the Accolade Subdivision and Apartments. The
property was originally annexed under Ordinance No. 06-1253, recorded as Ada County
Instrument No. 106141053. A rezone to TN -R was completed for a portion of the property under
Meridian City Ordinance No. 08-1351, Ada County Instrument No. 108022890. The applicant
and/or his predecessor entered into a Development Agreement, recorded as Ada County
Instrument No. 106141056, with a subsequent addendum to the development agreement (Ada
County Instrument No. 108022888).
The property is designated Mixed Use Regional on the Meridian Comprehensive Plan Future
Land Use Map. The rezone request is to change the zoning from C -G, R-15 and TN -R to R-40
for a portion of the property. The R-40 designation is needed to allow a higher density than is
allowed in the R-15; however, the request is for a maximum gross density of 23.6 units per acre.
All property south of E. Griffon Street will remain R-15 and is currently anticipated for
development as an assisted living center. The applicant understands a future detailed site plan
with a conditional use permit will be required for the southern lot.
REZONE FROM C -G, R-15 and TN -R to R-40
The applicant is requesting a rezone of 11.53 acres from C -G, R-15 and TN -R to
R-40.
PRELIMINARY PLAT
The preliminary plat for Accolade Subdivision includes four lots; one lot for the
apartment complex, one lot for a possible assisted living development in the future,
and two common lots. The minimum lot size is 226,076 square feet, with the
average lot size being 469,576 square feet.
The property can be adequately served by essential public Facilities and services.
Road improvements will be made in accordance with Ada County Highway
District standards, and impact fees will be paid to Ada County Highway District
with each building lot.

DEVELOPMENT AGREEMENT MODIFICATION
As the current owner/developer of Gramercy Subdivision, Gramercy LLC would
like to request a modification to the original development agreement of August 14,
2006, recorded on August 14, 2006 as instrument number 106141056 with a
subsequent addendum to the development agreement (Ada County Instrument No.
108022888) to reflect new conditions/elevations/site plans for the project.

Dear Mr. Friedman:
This application is for rezone from C -G, TN -R and R-15 zones to an R-40 zone, as well
as a conditional use permit, in order to accommodate a new 264 unit apartment
complex on a 11.18 acre parcel. 0.53 acres of the original 11.53 acre parcel will be
dedicated to Ada County Highway District as new right-of-way in the form of East Loftus
Avenue (East Loftus Avenue will connect the temporary dead-end conditions at East
Blue Tick and East Goldstone streets). The remaining, unplatted, 5.77 acre parcel to the
south of this project will remain undeveloped for now as an R-15 zone.
This development includes twelve, 30 foot tall, three-story, apartment buildings in a mix
of four-plex and eight-plex buildings (two four-plexes and ten eight-plexes. All of the
buildings have low -slope roofs and are aesthetically contemporary. There are two color
schemes for all of the buildings in order to break-up, or differentiate, any monolithic
character of the development.
Site design of this development includes a new Boulevard design main entrance road
with wide, landscaped and treed zones on either side of the roadway. It also includes
large, common, open space areas between some of the buildings as well as a tot lot,
play ground, gazebo, wandering paths, and a clubhouse building with swimming pool.
There is over 4.7 acres of open space in this design. This includes 1.8 acres of usable
open space.

STRATA, Inc. is pleased to present our supplemental recommendations to our
originally authorized preliminary geotechnical engineering evaluation for the proposed
commercial development to be located south and west of the intersection of Overland Road
and Eagle Road in Meridian, Idaho. The purpose of our additional services was to
characterize soils exposed in roadway subgrade elevations and to perform laboratory r -
value testing such that we may provide site-specific pavement section design parameters.
STRATA has previously provided a preliminary geotechnical evaluation for a portion of the
proposed development and issued a letter report dated August 21, 2006. Our scope of
additional services is limited to provide recommendations for roadway areas only and
associated laboratory testing.
PROJECT UNDERSTANDING
We understand you plan to develop an approximate 80 -acre parcel for future retail
and commercial development, as well as residential development. Commercial and retail
development is anticipated to be located in the northern and central portions of the site, with
residential development proposed in the southern portion. The site will be accessed from
Overland Road to the north and by local streets to the east and west.
FIELD EXPLORATION AND LABORATORY TESTING
At your request, on October 12, 2006, STRATA observed the distribution of soils
exposed at roadway subgrade elevations and collected samples for laboratory R -value
testing. At the time of this inspection, soils exposed in roadway subgrade elevations
primarily consisted of clayey gravel and clayey sand fill overlying native silt soils. The
subgrade was observed in numerous areas, and based on these observations, as well as
discussions with Mr. Lonnie Riggs of Laser Land Leveling, we understand that surficial clay
has been removed from all roadway areas during grading operations.
Soils encountered in the roadway subgrade elevations were sampled in numerous
locations, and laboratory testing was performed to further characterize the soils and provide

parameters for pavement section design. Laboratory testing included R -value testing and
laboratory index testing. Laboratory test results are attached as Plate 1 and Plate 2.
Pavement Considerations
STRATA has previously provided recommendations for preparation of pavement
subgrades in our letter report dated August 29, 2006. Assuming that all pavement
subgrades are prepared in accordance with our previously recommendations, the following
pavement sections may be used for design for ACHD roadways.
Collector Streets - Flexible Pavement (TI=8)
3.0"- Class III asphalt concrete top course
6.0"- %-inch-minus, crushed sand and gravel base course
14.0" - Pit -run sand and gravel subbase course
Local Roadways - Flexible Pavement (TI=6)
2.5"- Class III asphalt concrete top course
4.0% %-inch-minus, crushed sand and gravel base course
10.0" - Pit -run sand and gravel subbase course
The above recommended flexible pavement sections are based on a maximum 20 -
year design life and a traffic index (TI) of 8.0 considering collector roadways and a TI of 6.0
considering local roadways. Pavement section design has been performed in accordance
with the gravel equivalent method using ADA County Highway District (ACHD) substitution
ratios. Pavement section designs are based on an R -value of 18. This R -value has been
assumed for design based on the presence of clayey sand and clayey gravel structural fill in
the majority of the roadway subgrades. Note that structural fill must be compacted and
tested prior to placement of subbase course for pavements. Additionally, if clayey gravel or
clayey sand structural fill, as observed during our site visit is not utilized; an alternative
pavement section may be considered. However, based on conversations with you and with
Mr. Lonnie Riggs, we anticipate that approximately 12 inches of clayey gravel structural fill
will be present at subgrade elevation in all pavement areas.
The subbase should consist of 6 -inch -minus, well -graded sand and gravel consistent
with Idaho Standards for Public Works Construction (ISPl\1C) Section 801 and with less
than 10 percent passing the No. 200 sieve. The base course should consist of 3/4--inch-
minus, well -graded, crushed sand and gravel with less than 9 percent passing the No. 200
sieve and consistent with ISPWC Section 802. The subbase and base course should be
compacted in accordance with the Earthwork section of the previous report.
The asphalt concrete for the flexible pavement area should have material properties
as specified in ASTM D 3515 and have a mix design with a maximum aggregate size
between 3/4 and 3/8 inch. The asphalt concrete should be compacted as required by
iSPWC Sections 809 and 810.
We recommend crack maintenance be accomplished in all pavement areas as
needed and at least every three to five years to reduce the potential for surface water
infiltration into the pavement section and underlying subgrade. Additionally, periodic

grading and maintenance will be required in gravel yard areas to prevent rutting of base
course.
Evaluation Limitations
This supplemental letter report has been prepared solely to evaluate pavement
subgrade soils and provide recommendations for pavement section design for proposed
roadways within the above noted development. STRATA has previously provided
preliminary geotechnical recommendations for foundations, slabs, pavements, and
stormwater disposal for a portion of the proposed development in our previously issued
letter report. Our services consist of professional opinions made in accordance with
generally accepted geotechnical engineering principles and practices, as they exist in
Southwest Idaho at the time of this report. This acknowledgement is in lieu of all express or
implied warranties.
This report has been prepared exclusively for the use of the Westpark Company and
their retained design consultants. We cannot be held responsible for any other use or

RE: Soil test holes on Kenai Partners parcel
On November 20' I evaluated seven backhoe pits on the 80 acre property south of Overland
Road just west of the El Dorado Business Center. The legal description for the parcel is the
West'/2 of the Northeast 1/4 of Section 20, Township 3 North, Range 1 East. A map is
attached showing test hole locations. Also attached are copies of the detailed soil profile
descriptions.
There were no real surprises in the soils observed on this site. This is a fan terrace landscape
position with well drained soils formed from alluvial materials. Textures are mostly silt.
loams and silty clay loams from the surface down to about 40 to 60 inches over a moderately
to strongly cemented hardpan. The hardpan overlies loamy sands and sands with varying
amounts of gravel and cobbles that extend to depths of more than 15 feet.
No free water or evidence of wetness was observed in any of the profiles. PVC pipes were
placed in the test holes prior to backfilling to allow for measurement of presence or absence
of groundwater. As instructed, Associated Earth Sciences will monitor the site on a biweekly
basis through the 2006 irrigation season. We will provide you with a mid-season report in
July a. -Lid a final report after irrigation activity is concluded.
You asked for an estimate of what R- values might be on the site. Most of the profiles had
silty clay loam textures with about 28 to 32 percent clay in the 16 to 24 inch zone. My
database of past sampling of similar textures indicates that 200 psi values would lately be in
the range of 8 to 18. As you get farther along in the planning process, we can gather a
sample from the site and have it tested.
