Dear Ms. Watters:
On behalf of CenterCal Properties and Meridian CenterCal, LLC we are pleased to enclose the following
application and supporting materials associated with the preliminary plat of the Meridian Town Center
project.
The application proposes the division of the property into 15 commercial lots, and accomplishes the
platting of the quarter -mile access road (a public street) as required by City Code. As has been discussed
previously, other necessary public right-of-way dedications have (or will) occur via separate processes.
The application does not propose variances with respect to any provision of the ordinance. The
proposed development remains subject to all prior approvals including Development Agreements (as
modified), and Certificates of Zoning Compliance.
o The enclosed application materials satisfy the City requirements and applicable checklists. The following
a bullets provide clarification of particular checklist elements as noted by the asterisked items:

ti • The submitted preliminary plat drawings do not include contours of the existing site topography,
which has been omitted for clarity. The property is relatively flat and level, with the proposed
development not being affected by topography. Detailed topographic maps have been
previously supplied to the City in the construction documents for improvements which are
approved to be constructed on the property. If additional information regarding site topography

is necessary for the preliminary plat review, please let us know.
• A master street drainage plan has not been submitted. All public streets associated with the
project have been designed in accordance with ACHD and ITD requirements, and each agency
has reviewed detailed construction documents for this work. The method of storm water
disposal utilizes underground infiltration galleries or seepage beds.
• Calculations for landscape provided along street buffers have been previously supplied with
Certificate of Zoning Compliance applications. The landscape proposed by the preliminary plat
landscape plan is consistent with these previous approvals.
• Conceptual engineering plans have not been submitted. The Public Works Department has
previously approved detailed engineering plans for site utilities. Many of these utilities have
now been constructed, with the remaining work ongoing. For the same reason, an electronic

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.

Summary of Groundwater Observations
Proposed Meridian Town Center Development
State Highway 55 and East Fairview Avenue
Meridian, Idaho
GeoDesign Project: CenterCal-8-05
This addendum provides a summary of the groundwater levels at the site over a 47 -month period
beginning in July 2007. We understand that surface drainage at the site will be directed to
drainage facilities within the paved areas of the site. Per Ada County Highway District
Section 8009.3, a site assessment of the area immediately around the proposed facilities should
be conducted to assess groundwater conditions.
We have completed subsurface explorations across the site, around the proposed drainage
facilities on two separate occasions. Explorations were first completed at the site between July 24
and 30, 2007. Groundwater depths were observed in the borings completed during this phase of
exploration and are summarized below in Table 1. Test pits during this phase of exploration
were completed to depths ranging between 2.5 and 10.0 feet below ground surface (BGS).
Groundwater was not encountered in the test pits completed during the 2007 phase of
exploration.

1. Based on North American Vertical Datum (NAVD) 88. Elevations of borings were not
surveyed and are based on elevations of nearby explorations completed in a second
phase of work.
Additional explorations were completed between June 27 and 30, 2011. Test pit explorations
completed during this phase of exploration were excavated to depths ranging between 7 and
17 feet BGS (elevation 2,612.5 to 2,624.5 based on NAVD 88). Groundwater was not encountered
in any of the explorations completed in our 2011 exploration.
A review of water well logs in the area indicates that one exploration was completed on the site
on November 30, 2009. Elevation information is not available at this location; however, the static
groundwater level was encountered at a depth of 24 feet BGS. The site is relatively flat and
groundwater levels appear consistent with the depth to groundwater encountered during our
exploration programs.
Figure 1 shows our interpretation of recommended design groundwater elevations at the site
based on our study.
