Broadway Ave. Meridian, Idaho 83642 Re: The Club at Spurwing LLC / Nine Hole Challenge Course Dear Mr. Friedman and Mr. Parsons The Applicant would like to construct a new nine hole golf course on the property generally located at the northwest corner of Linder Road and Chinden Blvd. This course will consist of nine par -3 holes of lengths varying from 65 yards to 200 yards. Each hole will be carefully crafted to provide fun and challenge to novice players and veteran golfers alike. Unlike many par -3 courses that are built as modestly as possible, the nine -hole Challenge Course at Spurwing will be built to modern standards and will look like a regulation golf course except for the length of the holes. Greens will be approximately 7000 square feet in size and feature dramatic surface contouring and will be accented by strategically placed bunkers. Multiple tees will be built on each hole affording players to tee it up from varying distances and angles dependent on their skill level. Lakes will also play in important role in the design of about five of the holes. They will not only act as strategic elements to the hole but will act as a strong aesthetic asset to the project. The new course will have a full length cart path system and be landscaped with trees. Coupled with the new 9 -hole course will be a new, comprehensive practice facility of approximately 7 acres in size. The focal point of the practice facility will be a practice range at least 300 yards long featuring a large natural grass tee. This will be supplemented by an artificial turf tee for use during the winter. Multiple target greens will be placed throughout the practice range to give the golfers a realistic feel to their practice shots. There will be a separate area to the side where players can work on their bunker shots from both greenside bunkers and fairway bunkers. The last component of the practice facility is a precision chipping and pitching area. This will be located at the far end of the practice range and will be specifically designed to allow players to work on those all important short shots of 20-90 yards. The addition of this new 9 -hole course and practice facility to Spurwing will give Meridian the largest golf course in the Valley. More importantly, the facility will offer something for everyone, from the newest of players looking to give the game a try in a fun, low stress environment, to the older experienced player for whom 18 holes to too much. Along with the golf course the Applicant is proposing 23 residential lots within the project. These lots will vary in size but will generally be around one half acre in size. All of the lots will have golf course frontage and many will be on the lakes. The project will be completed in phases in order to keep the existing driving range and street access open for The Club at Spurwing and the residents of the Spurwing Subdivision. The phase will be completed in the following order. Phase One: Construct a new driving range at the location shown on the drawings attached to the Application. The new driving range will take one full year of grass grow in time before it will be ready for use. Once the new driving range is open construction can proceed as outline below. Estimated completion time fall of 2012. Phase Two: The Applicant is proposing to construct a new street to the existing stop light at. the intersection of Chinden Blvd. and N. Long Lake. The Applicant is proposing to name the new street N. Spurwing Way. The Applicant would to keep the existing N. Spurwing Way and rename the street Spurwing Court. In addition he is proposing to turn the existing N. Spurwing Way road into a right - in -right -out. This will allow two access points into the subdivision for better ingress and egress for the residents as well as emergency services. He feels by adding a new road to the stop light and changing the existing road to a right -in - right -out this concept will provide a safer and better transportation system end user. Estimated completion time is summer 2013. Phase Three: During this phase the new golf course will be constructed along with the subdivision improvements. Please note it will take about one year for the grass to mature before the course can be opened for play. The estimated completion time and opening of the course would be late summer 2014. The Applicant and the Seller have provide a Concept Plan for the remaining land that is located east of the 6`t' Tee Box. The Applicant is requesting this land be rezone to a C -C zone. It should be noted the development of this property is outside the Applicants control. The Sellers has agreed to the rezone of the property based and attached concept plan and to comply with the City standards for minimum zone size. The ultimate Owner of this property will need to complete the subdivision process and any necessary zoning application prior to development of the property. The Applicant is proposing to construct the golf course along Chinden Blvd. which would in affect increase the required 35 foot landscape buffer along a major streets as required by UDC11-3H-3. He is proposing to keep all golf course improvements out of the required 35 foot setback but would like to have the City consider allowing the lakes in the buffer zone. The reason for this request is to make sure the lakes are large enough and deep enough to prevent unwanted growth in the lakes. In addition, the Applicant would like to add random berming along Chinden in order to provide a more natural look. His desire is not to have a large continuous berm or wall along Chinden but to open several view corridors to the golf course. As an additional design feature he would like to have some heavy tree areas added along Chinden to screen the tee locations and provide a variety of landscape design along the street. As noted in the Idaho Department of Transportation planning documents for Chinden Blvd. the Applicant is planning on installing a 10 foot pathway along Chinden inside the Idaho Transportation Departments proposed 100 foot right of way setback. This pathway system would from the Hole Six Tee Box to the existing Spurwing Drive. This would encompass the frontage of the proposed project. After meeting with Staff it was determined the following applications needed to be filed in order for the Applicant to gain City Approval. They are as follows: Annexation Request: This application would generally annex the existing Spurwing Driving Range and Clubhouse into the City of Meridian. It would also annex the small parcel in the northwest corner of the new Driving Range. 2. Since the Applicant is proposing to construct a golf course a rezone of the property would be necessary. The proposed new zone for the golf course would be from the existing R-4 to a proposed R-8. The remaining TN -C along Chinden is not needed for the golf course development would be rezoned to a C -C designation. This C -C designation would be primarily at the intersection of Linder Road and Chinden Blvd. 3. Modification of the existing Development Agreement: The Applicant is proposing a complete change to the existing Development Agreement and believes it in the best interest of the City and the Applicant to draft, approve and sign a new Development Agreement for the golf course portion of the project. 4. Preliminary Plat: The Applicant has included a Preliminary Plat for 23 residential lots and the necessary golf course lots. Several common lots will be for the necessary to complete the street scape as shown on the concept plan and preliminary plat. The Applicant would also like to request a street length variance. Hence a variance application. The Fire Department has indicated they could support this variance if additional fire hydrants were added at a 300 foot spacing. In addition the Applicant is quite concerned about mixing commercial traffic with a residential neighborhood and would like to reserve the option to negotiate with the Idaho Transportation Department for a right -in -right -out on Chinden. This approach could be designed similar to those on Eagle Road and it may require the use of a median strip. The Applicant feels that if a right -in -right -out were approve by Idaho Department of Transportation the commercial traffic would be greatly reduced through the residential streets. The Fire Department has indicated they would support this right -in -right out on Chinden since it could provide quicker response times to the commercial area especial if the south bound lanes north of the intersection of Chinden and Linder are limited to right -in -right -out at the entry point to the commercial zone. We hope the City will look upon this application favorably and we look forward to the completion of the new Challenge Course for The Club at Spurwing. This variance request is regarding the proposed block length along Three Lakes Way. As shown on the Preliminary Plat, the block length from the centerline of N. Spurwing Way to the centerline of Island Green Court is approximately 1083'. Chapter 6, Article C of the ordinance states that maximum block length shall be 750'. The residential lots along the North side of Three Lakes Way front Holes 2 and 3 of the proposed golf course; with no plans for an intersecting street or alleyway. We have provided a pedestrian connection to the golf course between Lots 9 and 10, which would put the block length at 640' from the centerline of N. Spurwing Way to the centerline of the connection. The residential lots on the South side of Three Lakes Way are set back farther from North Spurwing Way resulting in a block length of 742' from the West corner of Lot 23 to the centerline of Island Green Court. It's important to note that we have reviewed the block length with the fire department and they had no issues with the length if we agree to install fire hydrants every 300'.
