Challenge
Dear Mr. Parson:
We have the following comments and concerns about the Staff Report for the above mentioned
project. We have listed the item number referenced in the Staff Report and listed our concern.
We look forward to discussing these with you in the near future.
1. Item l . l . l .d . We do not believe closing the existing Spurwing Way is a good suggestion
from ITD. The subdivision is only served by one access point and should that be blocked
by an accident a second access point would beneficial for safety and access reasons. We
will work with IDT to keep the access open.
2. Item 1.1.2. We are not proposing any fencing at this time.
3. Item 1.1.3. We are not proposing any public multi use pathway except along Chinden in
the public right of way. Hence we would have no need for the mentioned easements.
4. Item 1.3.3.. See Item 3 above.
5. Item 1.3.13. See Item 3 above.
6. Item 1.6.6. Since the golf course construction and use will need to be phased in order to
create the new driving range and delete the old driving range we think the letter of credit
for the uncompleted golf course would be unreasonable. We would suggest the City
consider another option for issuing occupancy permits as it relates to the golf course. We
would be willing to provide bonding for any structures when a temporary occupancy is
requested.
7. Item 2.4. We would not be willing to create common lots through the existing golf course
for sewer extensions. We would be willing to provide a permanent easement for the sewer
line or extension.
Item 2.5 See Item 8 above.
9. Item 2.17. The MCC Section 11-12-3H may not work for golf course construction.
Please explain how this would relate to the golf course and how it applies to the golf
course.
10. Item 3.2 The Fire Department has requested additional fire hydrants for the longer block
length. The Owner is OK with this concept.
11. Item 4.3. If there are multi use pathways the Owner will change the texture of the
pavement at the crossings. The texture of the roadway surface will be changes at golf
course cart path crossings.
12. Item 4.6. The wording looks incomplete. Please send us the revised wording.
13. Item 4.7. The multi use pathway will be provide within the expanded right of way for
Chinden but not on golf course property. It is not acceptable to have public pedestrian
traffic on the golf course. The risk of injury would not be acceptable.
