Dear Planning Department:
On behalf of McElroy Investments, LLC, we are pleased to present the enclosed applications for
Optometrist Subdivision.
This small subdivision project is located at the northeast corner of North Meridian Road and East Carmel
Drive, and proposes two commercial lots on 1.06 acres. One lot is the location of Meridian Vision's new
facility, which is currently under construction (see CZC 11-028), and the other lot will be retained by the
owner for future development. This proposed use is compatible with the location on the Meridian Road
corridor, and is in accordance with the current zoning (C-C) and comprehensive plan (commercial)
designations.
The properties to the west (across Meridian Road) and the south (across Carmel Drive) are vacant
parcels, and the property to the north is under commercial use. La Playa Manor Estates, a residential
subdivision, lies directly east of this project across Fivemile Creek. The 100' easement across Fivemile
Creek provides an adequate buffer between the commercial and residential uses.
No variances are requested as a part of this subdivision, and there are no special development features
and/or commitments anticipated. This subdivision will conform to all the requirements and provisions of
the UDC, ~d will be in conformance with acceptable engineering, architectural, and surveying practices
and local fitandards.

INTRODUCTION
This report discusses the results of our test pit observation for four test pits that were
excavated on April 8, 2011 in the area for the proposed Meridian Vision located at the
north east corner of Meridian Road and Carmel Drive in Meridian, Idaho. The test pits
were excavated to determine the depth to groundwater across the site and verify
suitable infiltration soils.
PROJECT DESCRIPTION
This project is located at the north east corner of Meridian Road and Carmel Drive in
Meridian, Idaho. The site currently is undeveloped. The proposed improvements to the
site are typical commercial development. The improvements include building, utilities,
curb, gutter, pavement, and storm drainage facilities.
TEST PIT OBSERVATION
Four test holes were excavated on the site to depths between 7.0' and 14.0' below
ground surface. Various materials were encountered in all test pits. This material is
suitable for below grade infiltration facilities. Percolation tests were performed in the
field. Test pit #1 had a percolation rate of 3"/hr at a depth of 6.0' below ground surface.
Test pit #3 had a percolation rate of 11"/hr at a depth of 5.5' below ground surface.
GROUNDWATER
Groundwater was encountered at 10.0' below ground surface at the time of our
investigation. The groundwater appeared to be perched above a layer of Clayey Sand
with Gravel.
INFILTRATION
location and depth of proposed infiltration facilities should be consistent with the test
pit locations and percolation depths performed in the field investigation. The design
engineer must inspect the infiltration facility excavation prior to placement of backfill to
determine suitability of drainable soils.
UNDOCUMENTED FILL
Undocumented fill was encountered in all test pits to depths ranging from 4.0' to 5.0
feet below ground surface. Trace amounts of debris and root zones were encountered
throughout the undocumented fill. Additional measures may be required to maintain
minimum bearing capacities required for this project. It is recommended that all storm
water infiltration facilities remain as far away from proposed structures as possible.

GENERAL COMMENTS
The soils data used in the preparation of this limited soils report was obtained from the
test pits excavated for this project. This report does not reflect variations in the soils
that may occur between test pits across the site, or how groundwater may seasonally
fluctuate due to precipitation, land use, irrigation or other factors. The nature and
extent of such groundwater or soil variations may not be evident without monitoring or
until construction occurs. If any soil conditions are encountered at the site that differ
from those described in this report, KM Engineering should be immediately notified so
that further evaluation and recommendations can be provided.
This report does not include any of the following: environmental or biological
assessments; identification of any pollutants or hazardous materials; recommendations
for pavement sections, excavation support, foundations, subgrade preparation,
dewatering, or site safety. If there is a concern about these aforementioned items,
other studies should be undertaken.
This report may be used only by the Client and for the specific application stated in the
report.

Introduction and Summary:
The purpose of this report is to show that the storm drainage facilities are designed to
meet City of Meridian standards. All drainage calculations were derived using the
standard of one inch of storm water over the impervious area. This methodology is
typically more conservative than the Rational Method, which is the standard method for
small catchments. Based on our calculations we verified that for the 100 year storm the
seepage beds are adequately sized.
Project Description:
This project is located at the northeast corner of Meridian Rd. and Carmel Rd., Meridian,
Idaho. The proposed improvements include a new structure, utility connections,
hardscape, drainage facilities, and landscaping.
All storm water for the proposed site sheet flows across the asphalt or landscaping
where it is collected by infiltration Swale.
Basins:
There are three drainage basins:
A -1,188 sf (Portion of Building)
B - 6,133 sf (Asphalt Parking)
C -1,186 sf (Portion of Building)
Infiltration Swale:
Each Swale is sized based upon the design storm using an infiltration rate of 3" per hour
(per the limited soils report). The design storm will infiltrate within 14 hours. Each
Swale needs to be excavated to the soil stratum in which the infiltration test was
measured, which is referenced in the limited soils report.

section of this report.
