The site is comprised of approximately 115 acres and is located on the north side of I- 84, west of Ten Mile Road, and east of Black Cat Road in Section 15, Township 3 North, Range 1 West. This property was annexed in 2009 and is subject to the terms of a development agreement. The preliminary plat is consistent with the layout, zoning, and land use mix articulated in the original application and mandated by the development agreement. Preliminary Plat The preliminary plat contains 105 lots and is laid out in conformance with the original concept plan approved by the annexation and zoning application and development agreement AZ 09-008. The applicant's original narrative for that application laid out the design and land use parameters that are now adopted in the final development agreement and has been attached rather than restating the provisions here. At this time no variances are being requested. Access As depicted on the preliminary plat, access to the site will be via collector level roads providing connections to Ten Mite and Black Roads and numerous stub streets to adjoining properties. These roads will be built as necessary to accommodate the project phasing, which is dependent upon market conditions. In accordance with the Ten Mile Area Specific Plans, the collector roads will be designed as 34' street section with bike lanes, parkways, and sidewalks within a 70' right-of-way. Utilities The site has access to all required utilities including sewer, water, irrigation, power, gas, and cable. The Ten Mile Specific Area Plan establishes a dynanuc vision for future development around the new Ten Mile Interchange. Integrating land use and transportation within the Ten Mile Interchange plamiing area will bolster the City as a place for business, culture, recreation, and a great place to live. ANNEXATION AND ZONING The proposed development property is located in the City of Meridian Area of City Impact. The property is contiguous with City limits (Baraya Subdivision) along the northern and a portion of the western boundary of the property. The property is also included. ui the City of Meridian Comprehensive Plan and more specifically the Ten Mile Interchange Specific Area Plan (the "Plan") according to the Land Use Map developed and adopted in the Plan. The amlexation and rezone is a request initiated by the property owner. Comprehensive Plan The proposed rezone is in accordance with the applicable provisions outlined in the Plan. More specifically the concept plan is consistent with the tluee core elements established in the Plan: The Land Use Elemeyrt, The Transportation Elenrent, and the Design L'lement. The Land Use Map identifies general location and boundaries between the various land use designations; although the intent of the Plan is to allow land uses to "spill from one to the other." As stated on p. 3-15 of the Plan: "The lines in this Land Use Map, then, are flexible. These lines should adjust and evolve to create a place that is truly an integrated whole-mixing uses both vertically and horizontally...~Vhile proposed land uscs are mapped to specific locations, the land use recommendations presented in the Land Use Map are still relatively broad, and the exact shape of many of the land use areas is somewhat concephral. The Land Use Map recommends the general locations for specific types of land uses, and illustrates how these uses are related to each other geographically." The proposed uses correspond with the zoning designations we are requesting and are in accordance with the intent of the Plan. We have developed a concept plan that includes the integration of a variety of uses both vertically and horizontally. Although we are not following exact lines as shown on the Land Use Map, we are incorporating all of the uses designated on the Land Use Map within the concept plan. As shown on the proposed zoning map included with the armexation and zoning application we are requesting approval for a rezone of the property to the corresponding High-Density Residential (R-40) District, Mixed Employment (M-E) District, Community Business District (C-C) District, and High Density Employment (H-E) District. Medium High Derrsrty Residential The concept plan included with the aruiexation and zoning application identifies an area, R-1 on the concept plan, which. is proposed for higher density residential development to include apartments/condonuniurns and townhomes. According to the Plan, Medium High Density Residential is intended for compact residential development consisting of townhomes, condominiums, and apartments. The concept plan shows an area of approximately 15 acres with 64 townhomes and 171 apartments/condominiums. The residential density is roughly 15.9 dwelling units per acre (dus/acre), which approximates the recommended target density of 8-15 dus/acre as set forth in the Plan. The residential area is consistent with the existing R-1 S zone to the north of the property and will provide an appropriate hansition to the retail and office uses located to the south. Higher density residential development will be in close proximity to the Mixed Employment and Mixed Commercial areas consisting of employment, service, retail and park uses in accordance with the Plan. We are requesting the R-40 zoning to allow for flexibility in the height of the proposed residential structures. Mired Use Commercial The Mixed Use Commercial area shown in the concept plan, which is delineated as areas M-1 though M- 7, is a vertically and horizontally integrated mixed-use development. The mixing of uses will include office, retail, and residential, which is in accordance with the definition of mixed-use as established in the Anna Borchers Calming August 26, 2009 Page 3 • Plan. The Mixed Use Conunercial area also includes a significant area reserved for a conmuurity park, which will include water features, an amphitheater, pedestt•iau pathways and plazas, and dining establislmrents integrated into the park along with specialized retail services. We are seeking to rezone the Mixed Use Commercial area to the Cotunuanity Business (C-C) District, which allows for a mix of residential, retail, service, and office uses in close proximity to collector and arterial roadways. Integrating the residential use into the mix of uses will provide an opportunity for residents to be within walking distance of parks, employment, retail, and service needs. Buildings are proposed to be located up to the street with shuctured parking incorporated into the building design or provided in the rear of the mixed use buildings, thus creating a street character typical in an urban environment with a compact design and greater pedestrian connectivity and mobility. Floor Area Ratios ("PAR") for the Mixed Use Commercial area will be behveen .40 and 1.03. Building heights will vary. There are 799 residential units proposed above ground level retail, 3,140 proposed parking spaces, and 362,500 square feet of retail/restaurant space in the Mixed Use Conunercial area. ~llixed Enrploynrerrt A portion of the property is located in the Mixed Employment area according to the Land Use Map adopted with the Plan. The Mixed Employment area i intended for flex office, which may include office, light-industrial and other uses, along with a research and development component. The Mixed Employment area is not intended for residential uses. The area may include retail and service uses that cater more to employees working in this area as opposed to the residents of the larger community. We are seeking to rezone the Mixed Employment area identified as O-1, O-2 and O-3 to the Mixed Employment (M-E) Zoning District. High Density E»rploymenl The High Density Employment area is established on the concept site plan as being that area encompassed by the O-4 through O-8 designations. This area is intended for non-residential uses such as a corporate campus, business and professional office space, research and development, and linuted retail and service uses supporting the High Density Employment area. The office component of the High Density Employment area will encompass roughly 1,074,800 square feet. The retail and service uses complimenting the High Density Employment area will encompass roughly 98,000 square feet. The FAR will range beriveen .76 and 1.5 and building heights will vary. We are requesting to rezone the High Density Employment area to the High Density Employment (H-E) District. The H-E zone will allow for uses in accordance with those uses recommended in the Plan. The Transportation Element The Transportation System Map adopted in the Plan establishes a roadway nehvork designed for the efficient and safe flow of a nmltimodal transportation system. The Plan recognizes the importance of creating a system that is designed for all hansportation users. The Plan was established to ensure connectivity within the planning area as well as to adjoining development while controlling access onto arterial roads so as not to overload the roadway nerivork. The Transportation System Map identifies a collector roadway nerivork tluough the property proposed for aruiexation. The concept site plan submitted with the annexation and zoning application generally mirrors the roadway network established in the Plan with consideration for the location of the Williams Northwest Natural Gas Pipeline. Major intersections • • Anna Borchers Canning August 26, 2009 Page 4 within the concept site plan are designed as roundabouts iu order to maintain good traffic flow and limit signralized intersections, all as recommended in the Plan. Streets will be constructed as "Complete Streets" as outlined. in the Plan. Various modes of transportation will be accommodated including vehicles, bicycles, and pedestrians. Detailed sheet design will be provided with more detailed development plans as the project is phased in over time. We will work closely with the City and the Ada Cowrty Highway Dishict ("ACHD") on 6na1 street design including complete street elements and context sensitive street design. The predominant street section reflected in the concept site plan is in accordance with Street Section C, which is defined starting on page 3-22 of the Ten Mile Interchange Specific Area Plan. Street Section C typifies the collector roadways running through the property. Building setbacks may vary depending on the building use and location along the collector roadways. Planting ships bet\veen the sheet and sidewalk and sidewalks widths may vary depending on the location of the building in relation to the sheet. The street sections within the R-1 planning area as shown on the concept site plan will resemble Street Section D as established beginning on page 3-23 of the Plan. Street sections in the Mixed Use Commercial area will resemble Street Section E as defined on page 3-23 of the Plan. Street Section E is typical of sheets with aretail-oriented store fi•ont located up to the sidewalk with residential uses above the retail level. The Design Element Submitted with the concept site plan are images establishing conceptual building designs that will be typical within the Meridian Crossing development. The concept site plan illustrates buildings brought up close to the street with building height and orientation in context with the intended use of the building and the location of the building in relation to other uses. With the buildings brought up to the sidewalk, a wider sidewalk will be provided to allow for sheet trees, sheet furniture, outdoor patio seating, and ample room for pedestrian activity. We will work closely with the City and ACRD regarding on-street parking, which is encouraged throughout the Ten Mile Area. Off-street parking will be provided in parking strictures located behind buildings or incorporated within the building shucture. As detailed plans are prepared for each phase of development detailed landscape and architectural designs will be provided to the City in conformance with the design guidelines of the Plan as well as those design guidelines adopted by the City. Conceptually, buildings are designed to human scale, creating interesting places and experiences. A concerted effort will be applied to crease a sense of place from various vantage points. Those vantage points include the pedestrian level, street level, views from other uses within the development, and external vantage points including those points along I-84. Building heights are appropriately scaled in accordance with the Plan. Heights are generally 4 to G stories with a few taller buildings located in the Mixed Commercial area. Low rise retail and restaurant space will be provided within the central linear park area as a way to frame the park area and provide a pleasurable dining experience with windows overlooking park space and outdoor dining patios. The linear park area is centrally located allowing for ease of access from adjoining uses. A detailed landscape plan will be submitted for review and approval by the City prior to development. The landscape plan will incorporate type and location of sheet frees, slu-ubs and accent planting along streets, public spaces, and pathways. The pipeline easement will be an open landscaped area with landscape material and methods approved by the pipeline company. We have limited the number of roadway crossings over the pipeline and have established the crossings at a 90 deb -ee angle. We have presented the concept site plan to the pipeline company. We have included with our application the communication we received fiorn the pipeline company supporting the concept site plan. We will submit detailed design and construction plans as they are developed for review and approval by the pipeline company prior to constn~ction. As the application moves forward tlu-ough the City's process, the property may require a development agreement along with the annexation and zoning request. The developer's intent is to develop a project in general conformance with the concept site plan approved by the Ciry. If a development agreement is required, it would establish the will of the City and the developer in order to ensure the finished development meets the vision established by the City as well as the vision outlined in the Ten Mile Specific Area Plan and the Meridian Crossing Concept Site Plan. Considering that Meridian Crossing is plamied presently at a concept level, the developer wishes to establish an appropriate level of flexibility in the development agreement. Such flexibility would include mininmms and maximums, ranges, and design choices especially in terms of building materials and architectural elements. SUMMARY We look forward to working with the City as the Meridian Crossing concept plan moves forward. The annexation and zoning will set in motion the vision outlined by the City, building on the City's platform that Meridian is a place to "live, work and raise a family."
