RE: Chesterfield Conditions of Approval
Dear Bill:
The applicant has reviewed the condition of approval for the annexation and preliminary
plat and request a couple of modifications to the conditions. The following is a list of the
condition with the requested modification:
1.2 SITE SPECIFIC REQUIREMENTS -PRELIMINARY PLAT:
1.2.1: Modification to the preliminary plat:
• The applicant will modify the plat to comply with the R-8 zone dimensional
standards
• The phasing plan was prepared based on anticipated market demand and best
engineering practices. The applicant does not wish to plat more lots than what the
market will demand, the phasing that is being proposed are for lots in which we
believe there will be a demand for in the future platting of this property. If we
extend infrastructure as proposed, we would be required to plat additional lots we
do not see the demand for and/or extend infrastructure without a means to recoup
the cost. If necessary we would proposed moving that amenity to a common lot
adjacent to the first or second phase.
• We will include the pathway as requested.
1.2.2 The applicant will provide stubs as proposed.
1.2.3 The applicant is proposing more open space as required by City Code. This should
state that we provide a minimum of 2.8-acres of open space. Also, we were only
proposing a gazebo and picnic tables as an amenity in Lot 3, Block 13. If additional
amenities are requested by the City we would propose a pathway instead of a tot lot.
There was a significant playground constructed by the applicant in the first phase of this
development. The applicant would like to propose a mix of amenities, as proposed with
the gazebo and picnic tables, along with a pathway.
1.2.4 Modifications to landscape plan:
• Landscape buffer along Pine Avenue will be constructed as proposed.
• The applicant will widen Lot 54, Block 6, and construct a pathway as required.
However, we would like to modify the condition to add an additional pathway to
the south. The block length of this section of roadway is approximately 760-feet
from centerline to centerline. We can modify the plat to conform to the required
750-foot block length requirement, therefore we request this condition be stated as
an either or, modify the plat or add a micro path to the south.
• The applicant will provide micro paths as requested.
• Micro path fencing will be designed in accordance to code.
• The drainage areas will be designed in accordance to code.
GENERAL REQUIREMENTS: The applicant will comply with all general requirements.
2. Public Works Department: The applicant will comply with all conditions of
approval.
3. Fire Department: The applicant will comply with all conditions of approval.
4. Parks Department: The applicant will comply with all conditions of approval.
5. Police Department: The applicant will comply with all conditions of approval.
6. Sanitary Service Company: N/A
7. Ada County Highway District: The applicant will comply with all conditions of
approval.
In general we believe this project conforms to the requirements outlined in the City staff
report. I will be available for question on the November 3, 2011 Planning and Zoning
Commission meeting for additional clarifications regarding this project. If you need
information prior to that meeting please call me at 871-7020 and I will provide it
