DESCRIPTION OF APPLICANT'S REQUEST
The applicant, CTA Architects Engineers, requests Certificate of Zoning Compliance (CZC) approval
of a 162,710 square foot office building for Scentsy.
The site is located at 2907 E. Pine Avenue.
DECISION
The applicant's request for CZC is approved with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you
need a building permit and/or inspection. If you do need a building permit, you must complete that
process before you commence the use or construction. As part of the application submittal, you will
need to provide two sets of the final, stamped "approved" Planning Department plans. You must
provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake
Checklist" and include them with your building submittal set. Please contact Building Services for
additional details about building permits and inspections.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A.
4. The site plan prepared by CTA on 8/30/2011, labeled Sheet Cl, is approved (stamped "approved"
on 10/21/11 by the City of Meridian Planning Department) with no changes.
5. The landscape plan prepared by CTA on 9/12/2011, labeled Sheets L1 & L2, is approved
(stamped "approved" on 10/21/11 by the City of Meridian Planning Department) with no
changes.
6. The approved site plan, landscape plan and/or elevations may not be altered without prior written
approval of the City of Meridian Planning Department.
7. The elevations prepared by CTA on 8/30/2011, labeled Sheet Al, are approved (stamped
"approved" on 10/21/11 by the City of Meridian Planning Department) with no changes.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.

9. If any changes must be made to the site plan to accommodate ACI4D requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (CZC-11-020; DES -11-010; CUP -11-004).
3. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before 11/5/2011, within
fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until 10/21/12.

documents for a New Office Tower and Site Improvements for Phase 3 of the Scentsy North Campus
located at E. Pine Ave., Meridian, Idaho.
The project site is currently zoned C -G and the proposed improvements are an allowable use. The
property is well suited for the proposed facility. The new site improvements to the existing un -improved
property will greatly enhance this area of Meridian.

DESCRIPTION
The 4426 is designed to be recessed into a stainless steel niche as a"wet niche"
type fixture. These units use a Red, Green, and Blue (RGB) underwater color
balanced LED array to create DMX controlled color changing lighting effects.
Color control is achieved through four channels per fixture, standard DMX512
hardware, ata maximum of 44fromes per second. All channels have logarithmic
powei for finer calor and intensity conlrol.The fourth channel, Intensity, allows
the user to vary brightness without affecting the color. The integral power and
control modules are enclosed in an attached sealed combination box. The
proprietary control module senses the LED temperature and adjusts the LED
power accordingly to yield a lamp life of up to 50,000 hours of operation. This
lamp life exceeds any other fixture designed forthis use. For power and signal
hook-up,the integral combination box includes a minimum of 35' of submersible
rated power cable and a minimum of 35' of submersible rated DMX signal cable.
Power and signal are distributed tothe fixture via a double conduit system which
terminates into standard conduit entrances at the back of the niche.

Natural cast bronze finish. Stainless steel bezel finish is also available.
NICHE: Stainless steel with cast bronze mounting ring which lacks the
fixture into position. Niche has four ears to tie to forms or steel structural
rods. Pressure grounding lugs on interior and exterior surfaces. Niche conduit
entrances are 3/4" NPT.
LEDTYPE: 60 Watt RGB LED array. (LED Board included.)
CONTROL: Standard DMX512.3-channels per fixture: Red, Green, Blue or
4 -channels per fixture: fled, Green, Blue and Intensity.

LENS: 8 5/8" (219mml diameter convex linear spread tempered glass
GASKET: Single piece molded U-shaped silicone gasket.
CORD: Minimum of 35' of d16/3ST submersible rated cord for standard
120VAC line, minimum of 35' of submersible rated data cord for OMX512 signal.
14/3 submersible rated cord for CSA. Cord entrance is epoxy encapsulated.
Cord length must be specified. NOTE: Sufficient cord should be coiled in the
niche to allow for the fixture to be removed and brought above water level for
maintenance.
FACTORY LEAK TESTED: Fixtures are tested at to PSI(0,70kg/cm2)
Internal pressure while totally submerged in water.
LOW WATER PROTECTION: Temperature sensing circuit reduces power
to LEDs to prevent damage.

INSTALLATION
1. Mount an electrical box
Inside the wall
The S.T,I.Cy.K. controller can be installed in any standard
electrical backbox. If you use a double size box,
you can Insert the power supply Inside.
2. Connect the wires
DMX: Connect the DMX cable to the lighting
receivers(Leds, Dimmers, Fixtures.)
(for XLR: I=ground 2=dmx- 3=dmx+)
POWER: Connect a 9V DC 0.65A
Be sure to not invert the + and the ground.. ----�

Certifications The fixture shall be ETL and cETL listed to U.S. and Canadian safety standards
for wet locations and concrete pour. The fixture shall meet ADA requirements.
Housing The housing is die-cast, copper free aluminum for corrosion resistance in
concrete applications, Includes one 1/2" NPT conduit tap on the back and two
374" NPTtaps on the bottom and one 3/4" NPT on each side for through wiring
capability. Provision for thermal protection is supplied.
Ballast HID ballasts are HPF core and coil. Fluorescent ballasts 26/32/42 watt CF are
electronic, universal voltage 120-277V, 50 or 60 Hz. All ballasts are factory
wired and tested, mounted to a removable tray with quick disconnects, HPF.
Lens / Optics The lens shall be frosted tempered glass with silicone gasketing. The reflector is
constructed of specular aluminum segmented assembly.
Trim Ring / Face Plate The trim ring is die-cast copper free aluminum. The face plate is semi -recessed
water tight die-cast aluminum with hinges for easy relamping. Attaches with
captive, black oxide stainless steel, tamper resistant screws.
Finish BK-BZ-WH-GR-GY-NA is thermoset polyester powdercoat which is
electrostatically applied and bonded by heat fusion thermosetting. CC available
upon request; Back box trim must be painted to match the face plate. CC
may delay pre -shipment.

Housing: Constructed of die-cast and aluminum with Integral
Wring compartment. Mounting tabs provided.
Enclosure: One piece die-cast aluminum faceplate. Clear
tempered glass; .125'Wick, machined flush to faceplate
surface. Faceplate Is secured by two (2) flush, socket head,
stainless steel captive screws threaded Into stainless steel
inserts In the housing casting. Continuous high temperature,
molded silicone rubber gasket for weather tight operation.
Electrical: Provided with a 10 W LED module, 14.6 total
system watts, .40° C start temperature. Integral 120V or 277 V
electronic driver The LED and driver are mounted on a removable
plate for easy replacement. LED color temperature Is 3000K
(available in 4000K and 5000 K; consult factory), Junctlon
temperature Is 74°. Dimming driver avallable 120V only, please
consult factory.

Drive -over in -grade luminaires to illuminate ground surfaces
Outer housing: Constructed of high tensile strength, copper free die-cast aluminum alloy.
Inner housing: Constructed of copper free die-cast aluminum alloy, with two place
die -cost aluminum clamping ring/cover/guard, removable for relamping, secured together
with four (4) heavy slainless steel bolts which provide a pressure seal to gasket and glass.
Two (2) captive socket head stainless steel screws secure Inner housing cover to outer
housing. Proper drainage must be provided.
Enclosure: One piece heavy die-cast aluminum cover with dear bomsilicate focusing lens.
Molded, one piece, high temperature silicone rubber gasket.
Electrical: Provided wAh a 6W LED module, 8 total system watts, color temperature is
5000 K. An Internal 120V LED driver is supplied. Inner housing pro -wired with nine (9) feel

gland entry into housing. A separate waterproof wiring box for power supply must be
