DESCRIPTION OF APPLICANT'S REQUEST The applicant, LKV Architects, requests certificate of zoning compliance (CZC) and design review (DES) approval to construct a new 5,799 square foot two-story addition to the existing 41,696 square foot private school constructed on the site. This is the third construction phase for the project and includes the addition of three new classrooms, two offices, a team room, a concession stand, and three restroom facilities. The site improvements (parking and landscaping) were approved under a previous CZC. The subject property is located at 6100 N. Locust Grove Road. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you will need to provide two sets of the final, stamped "approved" Planning Department plans. You must provide these plans in PDFformat and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set. Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval 1. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 2. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A. 3. The site plan prepared by LKV Architects, dated 09/27/11, labeled S-1.2 is approved (stamped "approved" on 10/14/11 by the City of Meridian Planning Department) with no changes. 4. The landscape plan prepared by LKV Architects, dated 09/27/11, labeled L-1.1 is approved (stamped "approved" on 10/14/11 by the City of Meridian Planning Department) with no changes. 5. The building elevations prepared by LKV Architects, dated 09/27/11, labeled A-3.2 is approved (stamped "approved" on 10/14/11 by the City of Meridian Planning Department) with no changes. 6. The approved site plan, landscape plan and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. 7. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. Conditions Document 1 Ambrose School Addition CZC & DES 8. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 9. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC I1 -3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -07-017, PP -07-021, FP -08-006, DA #108022887, CZC-08- 060 and CZC-09-018). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 1I - 3A -3. 7. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the private education facility as set forth in UDC 11-4-3-14. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before 11/14/2011, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. The administrative design review shall be exercised with the approval period of the underlying permit (CZC) or the approval shall expire. In accord with the above provisions, the subject Certificate of Zoning Compliance and Design Review is valid until October 31, 2012. All three of the exterior facades of the proposed Phase 3 Addition will match the school's existing architecture with respect to massing, form, materials, colors, detailing, and fenestration. It should be noted, however, that architectural elements have been kept to a minimum on the south and east facades as these will become interior walls with the next phase of building expansion. Architectural Character One of the most prominent architectural features of the existing school building is the covered, arched portico on the building's west facade. This portico will be extended along the front of the Phase 3 addition. The exterior walls of the addition will feature light taupe colored stucco with off-white colored stucco wainscot, accent bands, pilaster caps, and window sills and lintels. This motif is exactly the same as employed on Phases 1 and 2 of the building. In addition, stone accents on the portico are used to reinforce the building's Tudor architectural vernacular. As with Phases 1 and 2, parapet walls on the addition are of sufficient height to conceal roof -top equipment, and fenestration in the form of narrow windows with dark, bronze colored frames is incorporated on the west and south facades. This stairway is needed for second floor egress until an interior stair is provided in the building's final phase. In addition, a new, small entrance portico is being provided at the south entrance to Phase 3 that incorporates arches and a shingled roof similar to the building's main portico. Siting and Landscaping Most design review siting and building layout considerations and criteria are not applicable due to the fact that the project is the next in a series of planned additions to a previously approved project. The only new site work proposed with the Phase 3 Addition is additional concrete paving on the west and south sides of the addition and three tree wells with steel grating and Spring Snow Crabapple Trees. While the new concrete paving and trees between the addition and parking lot will be permanent, the new paving, tree, and entrance portico on the south facade and the exterior stair on the east fagade will be temporary.
