RC Willey Exterior Remodel1 3sV, CERTIFICATE OF ZONING COMPLIANCE REPORT DATE: September 30, 2011 E IDIAN�- TO: LCA Architects 1 D A H 4 FROM: Bill Parsons, Associate City Planner SUBJECT: RC Willey Exterior Remodel — CZC-11-044; DES -11-025 OWNER: RC Willey Home Furnishings, LLC DESCRIPTION OF APPLICANT'S REQUEST The applicant, LCA Architects, requests certificate of zoning compliance (CZC) and administrative design review approval to renovate the exterior fagade of the existing 152,000 square foot RC Willey retail store located at 3301 E. Lanark Street. The applicant's request includes modifications to the existing store front adjacent to Eagle Road and Lanark Street. In addition, many of the existing trees in the area are to be removed in order to proceed with the facade enhancements. The applicant has coordinated with the City's Arborists and the submitted landscape plan depicts the mitigation plan for the replacement of the trees. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you will need to provide two sets of the final, stamped "approved" Planning Department plans. You must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set. Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The building elevations prepared by LCA Architects dated September 21, 2011 labeled A4.0 is approved (stamped "approved" on September 30, 2011 by the City of Meridian Planning Department) with no changes. 3. The landscape plan prepared by Breckon Land Design, dated September 21, 2011 labeled L1.1 is approved (stamped "approved" on September 30, 2011 by the City of Meridian Planning Department) with the following comments: 4. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 5. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Conditions Document RC Willey Remodel CZC and DES Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-313-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances. 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 1I - 3A -3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before October 15, 2011, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 1I - 5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. I have addressed each of the requested items as they have been listed in the application under 'Architectural Character'. Please see the following: 1. ARCHITECTURAL CHARACTER a. Facades: The existing building form consists of two large square masses. The front lower mass with the retail furniture showroom and the other larger mass with the distribution warehouse on the backside. The overall parapet wall height of the furniture store is approximately 22'-0" abutting the larger mass of the warehouse with the height of 40'-0". The use of this existing building still meets the C -G zone (commercial/retail big -box >50) and was in compliance with the requirements for the time it was built. It is our intent to remodel the existing fagade, giving it a face lift, and focus primarily on the design character of the two elevations that are most visible from the street. In doing so, the goal is to update this building to best meet the guidelines described in the Planning Department's Urban/Suburban Checklist. In general, the front entry fagade faces Franklin Road with a 400'-0" linear elevation that has three incremental height step-ups creating visual focus on the central arched entry. Designing within these existing constructs of height proportion, we wanted to better emphasis this sense of entry and establish a more celebrated hierarchy through the detailing of these step-up areas. b. Primary Public Entrance: With only one primary public entrance to RC Willey's Furniture Showroom, this central entry (with its existing three arched canopy) needed to have a stronger September 1, 2011 City of Meridian Department of Planning Page 2 sense of entry to this large retail building. The proposed remodel design greatly improves the existing canopy structure by incorporating more of the fagade into this existing entrance. By creating better proportioned accent design features (such as bump -outs, color/material variations, fenestrations, and accented roof lines) we made these new architectural characteristics the main focus when designing this fagade remodel. Focusing on these elements allowed us to improve the existing proportions to better suit the pedestrian scale and create visual interest along the entire facade with an emphasis at the building's entrance. The addition of the trellis structure as it aligns with the existing sidewalk to either side of the entrance incorporates raised stone planter beds that guide the pedestrian walkway toward the primary entrance. The welcoming presence of this new design character is replicated on the west elevation that faces street traffic passing by on Eagle Road, or entering the site on Lanark Drive. Secondary fire egress doors are located along this fagade and painted to blend into the field color of the building. The column trellis structure along this elevation gives visual depth and layering to the existing CMU fagade and provides a better aesthetic for future developments on the neighboring open lots. c. Roof Lines: All of the existing blue parapet metal coping and metal roofing at canopies will be replaced with a low -reflective copper colored metal. The roof line design for both the remodeled accent elevations emulates the character of one another by using the same cornice molding profiles, step-up proportions and central arched roof giving hierarchy to the building's form. d. Pattern Variations: The existing building design has painted smooth -faced CMU with vertical 8'-0" wide striations of fluted CMU spaced out every 12'-0" along the front elevation only. Also there is an existing accent banding which wraps the entire building form. This horizontal band starts at 14'-0" from finish floor and is composed of two smooth -faced CMU inset bands, sandwiched top and bottom between a 4'-8" horizontal band of fluted CMU. Studying these existing proportions and patterns of the building's texturing/banding, we created the new fagade fenestrations on the stucco bump -outs areas to visually connect with the existing scale variations with the new design elements. Proportions and dimensions for the stucco reveals, trellis heights, light fixtures, and cornice molding were all taken into consideration. Articulation for each of these accent features was done to create a cohesive design through color and textural material patterns between the existing and remodeled fagades. Emphasis on color variations at the bump -outs and fenestrations assisted in establishing perceptional contrast. The subtle light beige paint for the entire field color of the CMU building softens the existing starch white building. The accent stucco areas alternate between three various beige hues (see colored elevations). These complimentary colors have enough variation in their shade, yet still give contrast to the fenestrations and architectural accents in these areas. Through the use of a natural color and material palette, the pattern/texture variations selected gives the building a very uniform appearance. e. Fenestration: The primary entrance utilizes the form of the stucco bump -outs as an aesthetic element to give the building a sense of entry. The fenestration design in the stucco at either side of the arched canopy gives the visual depth of a traditional storefront. Since the building owner's security policy does not allow for large storefront windows due to previous issues of grand theft, the stucco areas (located outside the secure planter bollards) are able to still have visual depth with these fagade fenestrations. The stucco fenestrations, molding, and accent frames help to visually complete the three tiered proportion guideline of base, body, and top. f. Mechanical Equipment: The existing mechanical equipment and the additional HVAC unit are shown as rooftop units located out of view from the ground level. 2. Location: The building is located on site fronting Franklin Road, address 3301 E. Lanark Drive. b. Parking Areas: Parking areas are situated to the South, East, and the West along the Customer Pick -Up loading dock. (note: Lanark Drive and Gaudlans Avenue loop into each other on site). The existing site plan shows open area for any future road expansions at the intersection of Franklin and Eagle Road. Street side landscaping and sidewalk access remains as is per the existing condition. d. Street Layout and/or Internal Circulation: Street layout is not applicable in this instance since this is an existing site and building. See attached site plan for more information. e. Pedestrian walkways and Facilities: The pedestrian scale of the building and site has been addressed and improved within the scope of this fagade remodel. Incorporating human proportions on the design character of the facade helps to better greet pedestrians and customers entering this building. Construction and Installation. The construction of the Slope on, under, over and across the Servient Estate, and any repair and maintenance thereof, shall be accomplished according to good engineering practices. All costs and expenses related to the design, construction, maintenance and repair of the Slope shall be the sole responsibility and obligation of, and shall be paid by, ACHD. Provided, the costs of irrigating, weeding, fertilizing, replacing diseased and dead shrubs and plants and otherwise maintaining any landscaping placed or installed on the surface of the Servient Estate after completion of the construction of the Slope by ACHD shall be at the sole cost and expense of GRANTOR. SECTION 5. Maintenance ACHD shall maintain the physical integrity of the Slope in good condition and repair and as required to satisfy all requirements of applicable laws, the policies of ACHD and sound engineering practices. Unless necessitated by acts of GRANTOR, GRANTOR's guests, invitees, contractors or agents: (i) the repair and maintenance of the structural integrity of the Slope, and (ii) the restoration of any landscaping planted or installed after completion of the construction of the Slope necessitated by repairs and maintenance to the structural integrity of the Slope by ACHD, shall be at the sole cost and expense ACHD. SECTION 6. Compliance with the Law. In its use of the Servient Estate, ACHD hereby covenants and agrees to comply in all respects with any and all federal, state and local statutes, law, ordinances, codes, policies, rules and regulations.
