The property is currently vacant. Zebulon Heights Subdivision No. 2 is west and south of the site; to the east and north are future phases of Zebulon Heights. The gross density of the final plat is 1.66 dwelling units per acre, with a net density of 0.54 dwelling units per acre. The minimum property size is 9,870 square feet, with the average lot size being 11,389 square feet. A 14-foot-wide City of Meridian multi-use pathway is proposed traversing the open space in the development; open space comprises 3.44 acres, or 47.6 percent of this phase. Lot 1, Block 12, is the central common area for the Zebulon project. The 3.44-acre parcel will accommodate the swimming pool facility (see landscape plan), pond and multi-use pathway. It is the intent of the applicant to construct the primary amenity in the spring of 2012. All proposed sidewalks are detached with aneight-foot- wide landscape strip in this phase. The preliminary plat was approved on April 19, 2005. An 18-month administrative time extension was approved on May 2, 2006, which was valid until October 19, 2007. The first final plat (Zebulon Heights Subdivision No. 2) was signed by the Meridian City Engineer on September 27, 2007. Zebulon Heights Subdivision No. 3 was signed by the Meridian City Engineer on August 17, 2011. The final plat is in conformance with the approved preliminary plat and meets all requirements or conditions thereof. The final plat conforms with all requirements and provisions of the UDC and was prepared in conformance with acceptable engineering, architectural and surveying practices and local standards.
