DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Joint School District No. 2, requests certificate of zoning compliance (CZC) approval to
construct a third access point to E. Central Drive for the Joint School District No. 2 administrative office
building located at 1303 E. Central Drive. The subject property is zoned C-G.
Currently, the site is served by two approved access points that were constructed when the site was
developed in 2000.Over the last several years, the intensity of uses on the site has increased substantially
with the addition of the Idaho University Meridian Campus and Renaissance High School. However,
additional access points were not requested nor approved with those CZC applications.
Per UDC 11-3A-3A, the number of access points to arterial and/or collector roadways shall be limited to
provide safe entrance onto the adjacent street. The adjacent roadway, E. Central Drive, is designated a
collector street which requires a waiver by City Council to allow the requested access point, thus the
access as proposed cannot be approved by the Director.
The applicant received Council waiver on September 6`" to construct the third access point as proposed.
The proposed site improvements include the minor modifications to the existing landscapin irri ag tion
system ap rking area and the addition of a 242 square foot planter island. All existing landscaping around
the construction site must remain protected as stated on the approved landscape plan.
DECISION
The applicant's request for CZC (access to E. Central Drive) is net approved with the conditions listed in
this report.
Process Conditions of Approval
1. The applicant and/or shall comply with the access to street standards as set forth in UDC 11-3A-
3.
2. The site/landscape prepared by Breckon Land Design, dated Julv 8, 2011 labeled L1,_l is
approved (stam ep d "approved" on September 12, 2011 by the Cit~of Meridian Planning
Department) with no changes.
3. The approved site plan/landscape plan shall not be altered without prior written approval. of the
Cit~of Meridian Planning Department.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth
in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.

2. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ-99-001, CUP-07-003; SHP-07-005: RZ-07-005; RZ-07-
009; CPA-07-004; DA #99050962 and AP-11-0031.
3. The issuance of this CZC does not release the applicant from an~previous requirements of the
other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford >?xeater visibility of the
area.
5. The applicant has a continuing_obligation to comply with the outdoor lighting_provisions as set
forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 11-
3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before August 25, 2011,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
SA-6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under Idaho
Code 67-8003.
EXPIItATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
September 12, 2012.
