Broadway Street Meridian, ID 83642 12E: ICingsbridge Phase 2 - Headgate Plan Approval Dear Planning Staff, On behalf of the Dartmoor Homeowner's Association, this letter is to inform the City of Meridian that we have reviewed the offsite irrigation condition of approval for 1{ingsbridge Subdivision Phase 2. Specifically, Condition # 14 of the Final Plat approval states: The applicant shall pipe the tail ditch from the Dartmoor irrigation pond through the site and install a new head gate on the new inlet to control water jlow into the pond The applicant shall coordinate with the appropriate irrigation provider and adjacent Darhnoor homeowner's to coordinate construction activities. For clarification, the Nine Mile Drain is within 20 feet of our irrigation storage pond on Eagle Road and is connected by a small overflow pipe. Apparently, the drain has been overflowing at our subdivision entrance in recent years due to downstream clogging of the 24-inch pipe system through the Tuscany Subdivision. This year, ACHD replaced the failed pipe across Eagle Road and cleaned the downstream %Z mile of Nine Mile Drain piping for the first time in several years. This work has helped the situation significantly and we have encouraged ACRD to continue with annual cleaning of the downstream pipe to help prevent future overflows of the Nine Mile Drain. Last month, The Schultz Company and Landmark Engineering worked closely with us to design a new headgate structure to replace the existing structure on the east side of the Kingsbridge property (see attached). The new location will reduce the amount of open ditch susceptible to leakage by 1400 feet and greatly improve our ability to control the flow into our irrigation pond. A portion of the ditch was tiled through ICingsbridge Phase 1, however, the remaining open segment along the north of Phase 2 needs to remain open to receive irrigation runoff from flood irrigation on the field to the north. As such, we have reviewed the plan recently approved by the Boise Project Board of Control titled. "Gravity Irrigation Check and Weir Box, Kingsbridge Subdivision Phase 2, Landmark Engineering Project #C 11005", signed and sealed by John G. Carpenter, PE, on August 22, 2011. This plan satisfies the irrigation coordination condition and we are very happy with the design and look forward to installation prior to the 2012 irrigation season.
