The site is approximately 28.2-acres and will be providing 3.10- acres of common/open space azeas. Within Lot 5, Block 13, the application will provide an amenity. A play structure was constructed in phase one as a condition of the CUP. The density is approximately 5.25 dwelling units per acre, which is considered medium density. The housing and product type will be similar to what was constructed in phase one. 2. The proposed use and development plan is harmonious with the existing and proposed uses which calls for single-family dwellings within this section of Meridian. The proposed development has a medium density of 5.25 dwellings per acre. The site is currently zoned R-8, the applicant is requesting a rezone for a portion of the site, 1.48-acres, to R-15 for the lots adjacent to the existing alley. The request for the rezone was to allow those lots to fall below the R-8 dimensional standazds; all services were previously constructed to those lots which made constructing them to conform to the R-8 standards not practical. Lots will range from 3,600-square feet (alley lots) to over 11,000-square feet. The average lot size faz exceeds the minimum requirements of the R-8 zone. 3. Our last meeting to discuss the preliminary plat and annexation application was on Apri126, 2011. There were several prior to that meeting discussing various method to develop the property. 4. The site will generate approximately 1,480 additional vehicle trips per day. The existing streets can accommodated the traffic generated from this site. A traffic study has been submitted to ACHD and was approved with the original application. 5. The applicant will not be requesting a variance. 6. The use will not adversely affect other properties in the vicinity. The site is contiguous to other parcels that have been previously developed in a similaz fashion. The property was previously annexed into the City of Meridian. This development conforms to the original application that expired. The only difference from this application and the previous is the lots fronting Newland Street along the southern boundary. Those lots have been modified from shazed driveways to single access driveways. 7. The site will be served adequately by existing public facilities and services. There is an existing sewer line located within the proposed alignment of Meadow Pine Street, extending south through Sheeford Avenue and the common lot at the southeast corner of the development. The sewer was previously constructed through this site to serve other developments within the vicinity. The proposed use will not create excessive additional cost for public facilities and services. 8. The proposed use will not involve activities or processes that produce traffic, noise, smoke, fumes, glaze or odors that will be detrimental to any persons or property. 9. The proposed uses will not result in the destruction of a natural scenic or historic feature considered being of major importance. 10. The applicant agrees to pay any additional sewer, water or trash fees or charges, if any, associated with the use. Development will connect to City services and comply with City Ordinances. 11. The Street names do not conflict with City grid system, existing sfreet names are utilized within the proposed development. 12. The property will be posted 10 days before the hearing. The proposed Chesterfield subdivision is a single family development located south of the Pine Avenue and east of Black Cat Road in Meridian, Idaho. This project is planned to include 148 single family homes on 28.2 acres. This project was originally submitted and approved as a preliminary plat application in 2003. The original project was never constructed. This traffic analysis is an update of that original analysis. Figure 1 shows the location of the project and its vicinity. The purpose of this report is to evaluate the traffic impacts resulting from the proposed development in the vicinity of the project. This study will make recommendations for improvements to the transportation system which will mitigate any potentially adverse impacts of the development. This report is prepared in conformance with the Ada County Highway District's requirements of a major traffic impact study. In particular, the scope of the study includes the following: • Trip generation of the proposed development; • Trip distribution and traffic assignment of the site generated traffic; • Roadway capacity impacts on arterial roads in the project vicinity; • Impacts of the site generated traffic on the existing Black Cat Road intersections with Pine Avenue and Franklin Road plus one new site access intersection with Pine Avenue; and • Any potential transportation mitigation measures. PROPOSED DEVELOPMENT The proposed Chesterfield subdivision is a residential development site located southeast of the Overland Road intersection with Locust Grove Road in Meridian, Idaho. This project single family development located south of the Pine Avenue and east of Black Cat Road. The proposed site plan for the project is shown in Figure 2. The area of primary impact has been determined according to ACRD policy and includes segments of Pine Avenue, Black Cat Road and Franklin Road in the project vicinity. The intersections considered for impacts are the existing Pine Avenue /Black Cat Road intersection, the existing Franklin Road / Black Cat Road intersection and the new site access intersection with Pine Avenue. Land Use The project area is currently vacant. The site is proposed for residential use in accordance with the Meridian Comprehensive Plan. EXISTING CONDITIONS Traffic Volumes Existing average daily traffic (ADT) volumes and a.m. and p.m. peak hour turning movement volumes were obtained from August, 2011 traffic counts (see Appendix). The existing daily and peak hour traffic counts near the site are summarized in Figure 3. Road System The road system in the site vicinity is described below: • Pine Avenue is an east-west, two-lane facility classified as a collector by COMPASS. The roadway is not stripped but operates as a two-lane facility. The roadway width is sufficient to allow for a continuous center turn lane. Most of the roadway segment east of Black Cat Road is fully improved with curb, gutter and sidewalk. The posted speed limit is 35 MPH adjacent to the project site. • Black Cat Road is anorth-south, two-lane facility classified as a minor arterial by COMPASS. Black Cat Road has only limited improvements near the project site. The posted speed limit is 35 MPH north of Franklin Road. The signed speed limit increases to 45 MPH south of Franklin Road. • Franklin Road is a west-west two-lane facility classified as a principal arterial by COMPASS. The posted speed limit is 50 MPH in the vicinity of the project site. The intersections in the site vicinity are described below: • The intersection of Pine Avenue and Black Cat Road is currently atwo-way stop controlled intersection. The stop control is on the Pine Avenue approaches. Both roadways provide two travel lanes. None of the approaches have added left turn lanes. • The intersection of Franklin Road and Black Cot Road is currently an all-way stop controlled intersection. Both roadways provide two travel lanes. This date was selected to allow for project approval, engineering, construction, and full development of the site. The weekday a.m. and p.m. peak hour periods were analyzed for site impacts. Typically the a.m. peak hour occurs between 6:00 a.m. and 8:00 a.m. The p.m. peak hour occurs between 4:00 p.m. and 6:00 p.m. PROJECTED TRAFFIC Site Traffic Trip, Generation Site traffic generation is normally estimated by procedures recommended in the latest edition of the Trip Generation Manual (8'h Ed) published by the Institute of Transportation Engineers (ITE). Trip rates estimated in the manual are based on actual driveway traffic measurements performed on different land uses nationwide, particularly in metropolitan areas. Institute of Transportation Engineers, 8th Edition. The site trip generation is obtained by applying the trip rates from the Trip Generation Manual to each of the uses of the site development. Table 1 presents the summary of the site trip generation used in this report. The proposed development is projected to generate an ADT of 1,416 vehicles per day, of which the a.m. and p.m. peak hour traffic is 111 and 149 vehicles per hour respectively. Trip Distribution ` Once the generated trips are estimated, they are distributed to their geographic origins or destinations and assigned to particular segments of the encompassed transportation network. The trip distribution along the roadway network and turning movement percentages were based on the COMPASS Regional Model. The distribution of the site traffic along the roadway network is given in Figure 4 in the form of percentages of total generated traffic for the site. Figure 5 illustrates the rounded internal site traffic distribution. Figure b presents the forecast site traffic on the external network. The background traffic volumes were assumed to increase by 3~ per year. The traffic generated from the adjacent project is also included in the peak hour and daily background traffic numbers. The background traffic numbers are used for the Background Year 2016 analysis. Total Traffic The site traffic is added to the background traffic to obtain the total build-out traffic for the Year 2016. The combined volumes for the 2016 background a.m. and p.m. peak hours were added to the forecast a.m. and p.m. peak hour traffic volumes generated by the project site and are shown in Figure 7. TRAFFIC ANALYSIS Capacity Analysis and Level-of-Service An intersection capacity analysis was performed existing, 2016 background, and 2016 build-out conditions using the Highway Capacity Software (HCS+) based on the 2000 edition of the Highway Capacity Manual. The existing traffic control was assumed to be in place for Year 2016 conditions. The results of the area's capacity analysis are summarized below in Table 2. For the Year 2016 build out condition (i.e. background regional growth plus the site- generated traffic), the intersection is forecast to operate at LOS B and C during the a.m. and p.m. peak hours. No additional improvements are needed to accommodate • • the build out traffic volumes. The intersection does not warrant a southbound left turn lane in Black Cat Road. The intersection of Franklin Road and Black Cat Road is currently an all-way stop controlled intersection. Both roadways provide two travel lanes. None of the approaches have added left or right turn lanes. This intersection currently operates at LOS B during the a.m. and p.m. peak hours respectively. For the Year 2016 background condition (i.e. regional growth but without the site-generated traffic), the intersection is forecast to operate at LOS B and E during the a.m. and p.m. peak hours. Improvements are needed to accommodate the background traffic volumes. The addition of a westbound right turn lane will improve the intersection operations to LOS B and C during the a.m. and p.m. peak hours. For the Year 2016 build out condition (i.e. background regional growth plus the site- generated traffic), the intersection is forecast to operate at LOS B and C during the a.m. and p.m. peak hours with the improvement needed to accommodate the background traffic volumes. No addffional improvements are needed to accommodate the build out traffic volumes. The site plan shows a new site access on Pine Avenue, approximately 425-ft east of west site boundary. This new access was constructed by as part of the adjacent subdivision. The driveway separation meets current ACRD policy fora 330-ft separation from an adjacent intersection (Policy Manual Section 7206.4.5). Roadway Capacity The peak hour planning development thresholds for arterial and collector streets are as follows: • A 2-lane arterial road (Black Cat Road and Franklin Road) is 550 vehicles per hour at LOS D and 690 at LOS E. • A 2-lane collector road (Pine Avenue) is 425 vehicles per hour at LOS D and 525 at LOS E. Table 3 on the next page summarizes the existing and future peak hour traffic projections and daily capacity requirements on roadways within the vicinity of the site. The forecast peak hour build-out volumes on the study area roadways are all less than the planning development thresholds. None of the study area roadways require expansion to accommodate the site generated traffic volumes. Site Access and Circulation Only one new site access is planned for the project. The site also has two existing stub streets connecting to the subdivision to the west. The site plan shows a new site access on Pine Avenue, approximately 425-ft east of west site boundary. This new access was constructed by as part of the adjacent subdivision. The driveway separation meets current ACRD policy fora 330-ft separation from an adjacent intersection (Policy Manual Section 7206.4.5). • Under build out conditions the intersection will operate at LOS A during the a.m. and p.m. peak hours as an unsignalized intersection. This intersection does not meet current ACHD policy for an added westbound right turn lane. Pine Avenue does not extend east of the project site and there are no westbound traffic volumes. Traffic on Pine Avenue may increase by 1,416 trips per day east of Black Cat Road. Only 9.4% of the p.m. peak hour trafl=lc volumes are attributed to the Chesterfield project. • EXECUTIVE SUMMARY The proposed Chesterfield subdivision is a residential development located south of Pine Avenue and east of Black Cat Road in Meridian, Idaho. This project is planned to include 148 single family homes on an 8.2 acres. This project was originally submitted as a preliminary plat and development application in 2003. The original project was never constructed. The new site plan has a reduced number of lots and this traffic analysis is an update of that original analysis. The following are the principal conclusions of the traffic analysis for the Cheste~eld development. 1) The proposed development is projected to generate an average daily traffic (ADT) volume of 1,416 vehicles of which the a.m. and p.m. peak hour traffic is 111 and 149 vehicles per hour respectively. 2) As a result of the site build-out, traffic on the area roadways is expected to increase in the vicinity.
