You have voted for Walmart to be allowed to be put in our backyards, and it is our understanding that this portion of the approval has been approved. We are asking you to please refuse to allow Walmart to operate 24 hours and to refuse Walmart to have a drive-through pharmacy less than one block from the existing Walgreens. The Walmart at Stoddard and Overland is not a good fit for the area due to the following reasons:'. - Property values of the Bear Creek Subdivision will decrease further. Having a'',Walmart in our back-yards will not help our already desperate housing market situation. - The noise generated by the semi-trucks and cars arriving and departing will force us keep our windows closed, thus dramatically reducing our quality of life. No- one wants to feel that they either have to live boxed up in their homes or listen to noise all night long. - Stoddard, a 2 lane street, will be greatly impacted by the extra traffic caused by this "Big Box" store. One side of Stoddard is a very busy Meridian public park with Lots of children's activities and on the other side, there is a plan for an elementary school. - Walmart is not the type of "Light Commercial" business that Planning and Zoning said was appropriate for the area. - There is no reason to have any 24 hour store at this location nor another drive through pharmacy which already exists with Walgreens. Do we really want Walmart to run Walgreens out of business and thus have yet another vacant store in Meridian? - Operating 24 hours invites/allows SEX offenders to shop after lOpm right near our community which has a very busy public children's park that hosts many children's activities, a church and will have a public elementary school all within steps of this `Big Box" store. If you yes vote to a 24 hour Walmart, you are willingly putting our families at risk for predators. Additionally, Walmart seems to have a tendency to attract some unsavory individuals, and thus, has shootings, stabbings, and other altercations taking place inside and outside its stores (see examples below). This endangers others in the proximity; other shoppers, patrons of the veterinary clinic on the north side of Overland, families visiting Roaring Springs and Wahooz, and the customers of the new ICON Credit Union and Lowe's, along with the residents of the Bear Creek Subdivision. Smart and sensible development on the corner of Overland & Stoddard will be good for our city and for our tax base. We respectfully request that the City Council add a MDA requirement foran 8 foot tall vinyl fence and a berm along theWalmartprouertvT boundary on Stoddard Road. This requirement combined with the currently proposed 20 foot landscape buffer and screen walls will ensure that the loading trucks, docksare shielded from public view. Stoddard is the main access to the three major entrances to Bear Creek and these actions will ensure that our aethestics and property values are not negatively impacted. .~ Our understanding is that the traffic impact study is not yet available. We hope that you will take a close look and the appropriate action due to theadditional strains on Stoddard and the Calderwood exit to Meridian Road. It was very helpful and we have taken it into consideration for our comments below. Based upon our street address, you were not required to notify us directly of the meeting so we would appreciate it if you would add us to your distribution list for any future information or updates. Our home is in Bear Creek subdivision so we live in close proximity and want to be sure there is a balance between economic development and the quality of life for the hundreds of nearby homes. Some specific suggestions follow in alphabetical order: Alaska Street -Ensure that it continues to be for only for emergency access and not extended for vehicular use. Fencing- You are probably familiar with the old western saying that "good fences make good neighbors". In addition, to the fence work that you will do, if homeowners concur, on the southern border we strongly recommend that you erect a tall vinyl fence along Stoddard on the east side of the proposed pedestrian walkway. Between the fence and the store we hope you will densely plant tall trees to further shield the view.Stoddard is the main access to the three major entrances to Bear Creek and these actions will shield your loading trucks and docks from public view. In driving by the back of other Walmart stores in the area we observed that empty pallets, recycled cardboard and trash bins are in clear view. This is not the view we want adjacent to the primary entrances to our subdivision and our top priority is to have Stoddard fenced and densely planted with trees. Landscaping- We are very impressed with the landscaping that was done around the Walgreens on the corner of Overland and Meridian Road. ~Ie respectfully request that you will use the large rocks, multiple trees and flowering shrubs as a benchmark for this development. Operating Hours -Due to the close proximity of a residential area, it would be sensible to restrict operating hours so that the noise, lights and activity is limited to a reasonable time such as 7 ,~, am to 10 pm. In doing so, ensure that trucks arrive at the property at a time that children aren't walking around or adults are trying to sleep! Store Size and Type- We are intrigued by what we have heard and read about walmart Neighborhood Markets. It really seems like the smaller foot print of this store concept would work well in this area. we also ask that you seriously re-consider a drive thru pharmacy and the associated parking that would be adjacent to our residential area and thus create noise and traffic. I was disappointed to learn that a Wal-Mart store wil[ be built in such close proximity to the Bear Creek Subdivision. While I understand that financial pressures guided your decision, I would ask that as you go forward, you consider carefully the impact this business will have on our neighborhood. Wherever Wal-Mart builds, communities are negatively-impacted. This corporation is notorious for under-paying and under-benefitting its employees, attracting undesirable patrons, harming smaller local businesses, fostering crime and creating pollution. All of these factors cost communities money. I understand that the decision has already been made to deviate from the concept of "light commercial" business in this area and that Wal-Mart will be building at the corner of Stoddard and Overland. !also understand that the decision still remains as to whether or not this Wal- Mart will be open 24-hours-a-day. I feel that such a designation would harm our neighborhood further. A 24-hour Wal-Mart attracts undesirable crowds at undesirable hours. I do not want Bear Creek Park to become a late-night meeting place for people wha are attracted by an all-night Wal-Mart. It will if you allow this. Meridian City Planning and Zoning We would like to thank you for the opportunity to provide input in the process of the development a Walmart superstore at the intersection of Overland Rd and Stoddard. We recognize that this development will bring jobs, increased tax base, and support both. We are confident that Walmart intends to be good neighbors and has a true interest in working with our subdivision. We too look forward to a good neighborly relationship that we hope gets off to a positive start. Stoddard Rd is the primary entrance to the Bear Creek subdivision. This subdivision is one of the crown jewels of the City of Meridian with a wonderful park and a well thought out traffic plan. We have very little pass-through traffic and moderate noise pollution, both very attractive reasons to live so centrally located to downtown Meridian. The Walmart development can add to our neighborhood if done correctly. A few observations and recommendations are provided below. Fairview & Eagle Note the rear of this store has a block wall with landscaping. Where block wall stops, landscaping is open and sparse. Islands of landscaping are satisfactorily planted and maintained. The shrubs planted around the trees are low profile and would not provide screening. Shopping carts are neatly aligned along a wall but in clear view. Pallets and compressed cardboard bails, with a forklift, are neatly organized. Trash containers are corralled but not screened. Overland & I-84 Landscape is sparse with limited shielding of storage and use. Trees are widely spaced with only grass in between along the roadway facing the side of Walmart. Pallets are neatly stacked but in clear site, well beyond any screening. Bails of compressed cardboard are neatly stacked but again, in clear view and outside any protective screening. Semi-Trucks are parked and/or stored in clear view. Trash containers are neatly aligned along a wall but in clear view. Landscape planter behind the store is not maintained. Desired Landscaping Pictures were taken at the Baldwin Park subdivision. The planting are designed to provide screening and sound damping. The landscape is elevated to provide screening as well as aesthetics. We do believe the landscaping should include a large grass buffer with sidewalks, elevation in the landscaping, mature trees and shrubs with enough density to provide screening and sound dampening. Thank you for the opportunity to provide input in hopes of being good neighbors with the Walmart organization. Another big concern of ours is the traffic, both foot and vehicle, on Overland Rd and Stoddard Rd. We understand there is a traffic impact study being done but this will be a recommendation (as we were told). The foot traffic from Wahooz and Roaring Springs can be dangerous if not well thought out. We foresee the foot traffic slowing the vehicle traffic on Overland Rd if not addressed. Roaring Springs has a traffic light at its' main entrance across from Bowes. I would like to see a flash light pedestrian sign with lights in the cross walk to protect the kids and families from crossing Overland Road. The steep grade from Meridian Road (going West) to our intersection (light) traffic comes up on the traffic light quite quickly. I have seen cars go through the red light especially in the evening hours when the sun is setting to the west. I know a traffic study will be conducted and results may show this and other things maybe required. The entrance across for Wal-mart-from Blue Marlin lane is another concern. Will there be a cross walk there? I spoke with Nick Taylor, Project Manager, 360-786-9500 for Pacland (Wal-mart) and he wanted me to also send this to Peter Friedman with the City of Meridian.
