In accordance with UDC 11-3B-7.C & 11-2C-2, construct a 25-foot wide landscape street buffer along Pine Avenue (from Eagle Road to Rosario Street) and a 10-foot wide ~~ landscape street buffer along Rosario Street (from Pine Avenue to the north). Further, UDC 11-3B-8C.2c requires interior landscaping to be used to delineate and guide major traiBc movement within the parking area. There are several planters at the ends ofthe parking rows to the south that do not. have planters on both ends of the double rows. Provide landscape planters on the ends of each side of the double-loaded parking row. Each planter shall contain two trees (two on each end of the double aisle). 3) UDC 11-3B-SD requires at least 5 different species oftrees to be used on this site. Only 3 species are proposed: To aIIow for a greater mig, provide at least 5 different species oftrees on this site. Except for the changes listed above, the approved landscape plan is not to be altered without prior written approval of the Planning & Zoning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. See redline changes to plans dated September 15, 2005. Site Plan: The Site Plan labeled Al . 1, prepared by CSHQA on September 14, 2005, is approved with no changes (stamped "Approved" on October 3, 2005 by the Meridian Planning & Zoning Department). The approved site plan is not to be altered without prior written approval of the Planning & Zoning Department. Irri ag tion: An underground, pressurized imgation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Cu bins: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Protection of Existing~Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B- 10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Parkins: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed "Van Accessible". Sidewalks: All sidewalks shall be constructed- in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shalt be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Fencins: Any required or proposed fencing .shall' be installed- with current fencing standards as defined in UDC 11-3A-7 Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11 Sign~e: No signs are approved with this CZC. All signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: Any dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in`the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all ,~ federal handicap-accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning stafffor approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. The Planning Department will not allow occupancy of the proposed , addition without the above-mentioned changes being made to the site. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash' in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: Except for the changes mentioned above, the approved Site Plan and Landscape Plan stamped "Approved" on October 3, 2005 and are not to be altered without prior written approval of the Planning & Zoning Department. Arno{d, Commissioner ayi ~ . f' In response to your request for comment, the Ada County Highway District (ACRD) staff has reviewed the submitted application for the building expansion for the Blue Cross Building located on the northwest corner of Eagle Road and Pine Avenue. It has been determined that Eagle Road is under the jurisdiction of the Idaho Transportation Department and Pine Avenue, Rosario Street and Olive Avenue are fully improved with curb, gutter and sidewalk abutting the site. The only requirement that the Right-of-Way and Development Services Department has for this site will be the dedication of additional right-of--way on Pine Avenue. The applicant shall dedicate~a total of 50-feet of right-of-way from the centerline of Pine Avenue (an additional 5- feet of right-of-way) from Eagle Road to the driveway that intersects Pine Avenue approximately 310-feet west of Eagle Road by means of a warranty deed prior to issuance of a building permit. The applicant will `not be compensated for this right-of--way due to the fact that the improvements are warranted by the expansion of the Blue Cross Building and the proposed development to the south. In an effort to provide the City of Meridian with information regarding the public transportation system within this area, the District has compiled information regarding the Eagle Road, Pine Avenue, Rosario Street and Olive Avenue. The information that the District has compiled includes current traffic counts, levels of service, scheduled roadway improvements and information from a previous traffic impact study. This information should provide the City with general information regarding this area. If the City would like additional information or more specific information regarding this area, the City may require the applicant to submit a traffic study to show how traffic will distribute within this area. Traffic counts within this area are as follows: • Traffic counts on Eagle Road south of Fairview Avenue were 43,103 on 4-9-03. • Traffic counts on Fairview Avenue east of Hickory Drive were 33,249 on 2-5-03. • Traffic counts on Fairview Avenue west of Hickory Drive were 31,594 on 2-5-03. • Traffic counts on Pine Avenue west of Eagle Road were 2,406 on 12-16-04. • Traffic counts on Hickory Avenue south of Fairview Avenue were 1,738 on 2-5-03. • Traffic counts on Rosario Street and Olive Avenue are currently unavailable but are anticipated to be well under the threshold that is established for commercial streets (7,500 VTPD). The traffic counts and levels of service for the surrounding roadways show current traffic volumes only. Based on proposed developments, the District anticipates that there will be additional traffic within the area once final approvals are issued and construction is complete. The project located directly to the south was anticipated to generate approximately 30,988 vehicle trips per day and this site is anticipated to generate an additional 606 vehicle trips per day. Based on the impact that these two developments will have on Pine Road (west of Eagle Road), it is recommended Pine Avenue be constructed as a 5-lane roadway with a 7- lane roadway located at the intersection of Eagle Road and Pine Avenue. In order to provide the improvements needed to handle the additional traffic on Pine Avenue, an additional 5-feet of right-of--way on Pine Avenue (50-feet from centerline) is required from Eagle Road to the driveway that intersects Pine Avenue approximately 310-feet west of Eagle Road. Once the right-of-way has been dedicated by-this site and the required right-of--way from the site to the south, the District will have adequate right-of-way to obtain the improvements necessary by these developments. These improvements will be constructed by and in conjunction with the development of the property to the south. According to the traffic impact study that was submitted for the project located on the southwest corner of Eagle Road and Pine Avenue, trip distribution will vary depending on whether or not Pine Avenue is constructed out to Locust Grove. If Pine Avenue is connected: 15% of the traffic is projected to travel north on Hickory; 33% west on Pine; and 52% on Eagle. If Pine Avenue is not connected: 34% of the traffic is projected to travel north on Hickory; and 66% on Eagle.
