Site Plan: The site plan prepared by Dave Evans Construction, labeled Page 1, dated May 5, 2005, and stamped 9-8-05 "approved" by, the Meridian Planning & Zoning Department, is approved with the following changes: l) Acondition of approval for'the El Dorado. development required a bicycle rack to be installed at all buildings used for office and retail uses within the development. Unless anon-office or non-retail use is proposed, construct a bicycle rack on this site; 2) All internal landscape planters must be at least 5-feet wide, measured inside of curbs (MCC 12-13-11-3.B). Except for the above-mentioned changes, the site plan is not to be altered without prior written approval of the Planning & Zoning Department. Landscaping The submitted landscape plan prepared by Moonlight Landscaping, labeled`Sheet 1 of 1, dated 03/25/2005 and stamped "approved" on 9-8-OS by the Meridian Planning & Zoning Department substantially complies with the approved landscape plan for Bonito Subdivision No. 3 prepared by New West Landscapes and is approved with no changes. The approved landscape plan is not to be altered without prior written approval of the Planning &•Zoning Department: No field changes to the landscape plan permitted; prior written approval of. :.all material changes is required. NOTE: The landscape plan does not depict the dumpster located in the southwest planter. In addition to screening the dumpster, at least one tree shall be installed within said landscape planter. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with MCC 12-13-8 and MCC 9-1-28. k r a Curbing: Per MCC 12-13-7-9, all landscape azeas adjacent to driveways, pazking lots, or othervehicleuse areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. P_arkin~: MCC 11-13-4.F requires standard parking stalls to be 19-feet long by 9-feet wide adjacent to 25-foot wide drive aisles. The parking stalls comply with MCC, but staff can not verify that the drive aisles are at least 25-feet wide. The project engineer/architect shall certify that the drive aisles comply with MCC (25-feet wide) and that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance with ADA. The applicant shall be responsible for meeting the requirements of ACHD as they pertain to this development. Sidewalks: All sidewalks shall be constructed as submitted and in accordance with MCC 12-5-2.K. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with the MCC. Li tin :Lighting shall not cause glaze or impact the traveling public or neighboring development. Down-shield. all lighting so it does not spill onto adjacent properties. Si a e: No signs are approved with this CZC. All business signs require a separate sign permit in compliance with the sign ordinance. Trash Enclosure: Any dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structures, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. ACRD Acceptance: All impact fees, if auy, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning & Zoning staff for approval prior to the issuance of a building permit. Certificate of Occu~cv: Unless otherwise approved, a tenant improvement permit shall be issued by the City prior to occupancy of the subject building. All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy maybe obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: The approved Site and Landscape Plans, stamped "approved" on 9-8-OS are not to be altered without prior written approval of the Planning & Zoning Department. Certificate of Zoning Compliance (CZC) approval, which is kind of similar to $oise'f~ Dusgn Review is required before you can submit for building permits. Prior to submitt ng the CZC epplicationa which will be required for each building) we will have to have City Gouncil appnwal of the Final Plat. What ibis means is that we are !coking at about a 4 to 5 month period between the preliminary f)lal application and being able to submit for building permits. In light of my conversation with Dave yPCtprday, to carpet a date of Late Jun~a ~ mid July for bldg permit submittal we have to get the preliminary plat application into Meridian by the 15th of Fi ~bruary. They only accept 6 applications a month, so to be more sure that ours is enE~ of the 6 accepted applications, we need to try and get the preliminary plat application in at least towards the end of the first week in February, The City of Meridian has a very detailed application. In order to meet this schedule, would it be possible to divvy up some of the work. There are some of the application items that Travis h~~s p~dled together in the past t~i at would be really helpful in meeting this schedule. Also a landscape plan is required, Would it be possible tv have the guy who did the TWN Landscape Plan prepare this one as well'? I could work with him to get him a base file to work with. If we make the Feb 16th cutoff (for pre Plat Application), our P arn~7_ hearing would be April i th and City Council would be May 3rd or May ~otn, we would have another month imin~mum) after that for City Gouncil approval of the Final Plat. That would put Council approval of the Final plat in Mid June (this assumes everything sails through in just one meeting). CZC approval would take another ore to two weeks, since it is staff Level, That means the best case scenario is building pem~itapplicr~liu~~~s u~i bn submitted the end of June, While we are Waitln;g for the staff approval of the CZC we will be working with DEC for plan al,proval. This 6hould bQ doable since Meridian is on the fast track review process with pEG2. I have requested a pre application meeting with the staff since chi„ is required before we can a:ut~mit the pre plat. Tim e x~4~zoos ,, From the December staff report for El Dorado (AZ, CUP, PP): The Applicant proposes to develop the property in a complimentary fashion to Silverstone Corporate Center on the east side of Eagle Road, with a mix of uses such as office, retail, food ,flex space and hotel/motel uses. They are requesting conceptual approval of the entire 80-acre project and, subsequent to final platting and standard approvals, be allowed to construct each lot with a Certificate of Zoning Compliance and building permit (with no CUPs). The Applicant has requested that a large number of land uses governed by the Zoning Schedule of Use Control (Ordinance 11-8-1) be developed within the El Dorado Business Campus as permitted uses, outlined as such in a Development Agreement. A complete list of the requested uses is attached to the original application. The Applicant has further requested that Building #1, an office building located in the northwest corner of the site on Overland Road, be allowed a building permit for his first building prior to the plat being recorded based on the right of one building permit per legal parcel. This request is addressed below 4. The Applicant has requested that a single building permit for Building # 1 (see CUP Site Plan) be granted for the legal parcel prior to the Final Plat being recorded. Staff supports this request if adequate fire flow and pressure is present prior to the commissioning of the new City well currently being built in the Silverstone Project, and that a condition shall be that a Certificate of Zoning Compliance may not be applied for prior to the formal Annexation ordinance being adopted. All perimeter landscaping and any required fencing shall also be installed prior to issuance of the building permit. 9.
