Landscaping: The landscape plan prepared by Farwest Design, labeled 05035C, dated 6-21-05, and stamped 8-1-OS "approved" by the Meridian Planning and Zoning Department, is approved with no changes. The landscape plan is not to be altered without prior written approval of the Planning and Zoning Department. No field changes to the landscape plan permitted; prior written approval of all material changes is required. Site Plan: The site plan prepared by Patrick McKeegan Architects, dated 3-16-05, and stamped "approved" on 8-1-OS by the Meridian Planning and Zoning Department, is approved with no changes. The site plan is not to be altered without prior written approval of the Planning and Zoning Department. Irri a~ tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with MCC 12-13-8 and MCC 9-1-28. Curbing: Per MCC 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Parkin: 73 parking spaces with 4 handicapped spaces are proposed, MCC11-13-5 requires 1 space per 200 square feet ofmixed retail(1:200)/warehouse(1:400) area (18800/300 = 67), for a total of 67 parking stalls required. The parking area shall be paved and striped in accordance with MCC 11-13- 4.Off-street parking is approved as shown on the approved site plan. In accordance with MCC 11- 13-5, all standard parking stalls must be constructed 9 feet by 19 feet minimum and drive aisles must ~. l~ i C 1 • be at least 25-feet wide. The project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA. Sidewalks: All sidewalks shall be constructed as submitted and in accordance with MCC 1 Z-S-Z.K. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with the MCC. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development. Down-shield all lighting so it does not spill onto adjacent properties. Si na e: No signs are approved with this CZC. All signs require a separate sign permit in compliance with the sign ordinance. Trash Enclosure: Any dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: The approved Site Plan and Landscape Plan, stamped "approved" on 1-2'1-OS are not to be altered without prior written approval of the Planning and Zoning Department. The subject property is currently vacant. It is bordered by 3131 Lanark, and existing retail/warehouse structure to the north; Eagle Road to the east; vacant property to the south and,YMC Heating and Cooling to the west. Construction for this project includes site improvements incorporating new landscape planters in the existing parking lot as well as new landscaping along the property lines that abut Eagle .,Road and Lanark, and planters located in front of the new building. Landscape plans provided also detail new work to be provided in front of 3131 Lanark. Irrigation for all landscaping shall be underground with water provided by the existing well. Construction of the new facility is apre-engineered metal building substructure clad with steel stud construction with exterior insulation finish system as the outer finish. Heating and cooling shall be provided with roof-top mechanical units screened by building parapets on all sides of the structure. He told me there is still some confusion on the City's part about the.scope of the landscaping work. Attached is a,copy of a letter I sent to Joseph Guenther in February. The contents o_ f the letter are clear but I want to elaborate on the history of the landscaping. When it was first proposed that we construct a second building on the site we had apre-application meeting with the City to discuss zoning issues. We also had separate meetings with the building department to discuss separation and fire issues. " In the meeting with zoning it became apparent-that we would need to have Anna Borchers Canning involved to make an administrative waiver regarding the existing parkin4g and landscape configuration vs. the strict ordinance , requirement. At that meeting we discussed the parking and landscaping on our property. We had also directed the landscape architect to look at landscaping for the ITD ROW. During the meeting it was agreed that we could reduce the Eagle Road setback to the existing parking and landscape configuration. As an offset we agreed to add more landscaping at the building and center islands. The reason for the decision was that the rise in elevation of the roadway above the parking did not afford the public a view of the landscaping at the road but additional building landscaping would be more visible and meet the intent of the ordinance. The subject- property is currently. vacant.
