This week, Lhave been in regular contact with an aggrieved neighbor on 2 %z Street, Perry
Gillespie. When the Gillespies were approved for their salon on 2 %Z Street; they had to put in
sidewalk, curb, gutter, landscaping etc, and are now upset that the neighbor. didn't have to do the '
same before occupancy. Mr. Gillespie is frustrated that the home that was converted into a tri-plex,
due. south of his wife's salon (across from Cole Valley), was granted occupancy without having
completed-the required improvements. I do not show that the Planning Department ever signed off
on occupancy of the tri-plex, but the Building Department did issue a CO. I #ried to assure Mr.
Gillespie that Planning would not sign off on occupancy of the 4-plexes until all of the site
improvements-were complete. I alsoput Mr. Gillespie in touch"with Daunt Whitman, as I thought k
'° Daunt or his staff may have some more information than I do. Yesterday, Perry's wife Patti called ~ ` ' ~_.
and left an angry message for me. She was upset that I "pawned" .her husband off to another
department and she threatened to go to 6 on your side, the Statesman, and your office.
I will~continue to.work with Daunt and the Gillespies on a resolution. Next week I will be writing a C
letter to Mark Russell, the developer/owner of he subject property, making it clear that there are f"
outstanding items that need to be installed on the tri-plea site. I want to make it clear to Mr. Russell
that until .those improvements are in, we will not'issue occupancy of the, 4-plexe"s. (I am going to see
" if Daunt is willing to make That language even a little stronger and not do any more
framing/electrical/plumbing etc. inspections until the tri-plex site is corrtplete.) T thought you `
should know, just in case you received a call from Patti or Perry. ~ ~

The site specific conditions -for approval for Troy Place state that all required

It has recently come to my attention that the Building Department granted occupancy of,

above-mentioned tri-plex. It is not the intent of this letter to revoke the occupancy
for the subject tri-plex, but to inform you that no additional occupancies will be

plex lot and adjacent to 2'/Z Street. In accordance with the approved conditions for
CUP-OS-025, PFP-04-001, CUP-04-003, CUP-03-038, CZC-04-097, CZC-OS-095, and
CZC-OS-096, all relating to Troy Place, the Planning Department will not sign off on
occupancy for either or both of the two four-plexes that are currently under
