the approved specifications and in accordance with MCC X12-13'8 and MCC 9-1-28.,
Curbing: Per MCC 12=13-7-9, all landscapeareas adjacent to driveways, parking lots, or'other
vehicle use areas, must b'e protected by curbing, wheel stops, or other approved protective devices.
Curbing may be cut to allow for storm water runoff.
Protection of Existing_Trees: Any existing trees on site must be protected in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per MCC 12-13-13-4, coordinate with
the Parks Department Arborist (Elroy Huff) for approval of protection measures prior to
construction. Any severely damaged tree must be replaced in compliance with MCC 12-13-13-6.

Parkin: Off-street parking is approved as shown on the approved site plan. The project
engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to
the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in
accordance with ADA. The applicant shall be responsible for meeting the requirements of ACHD as
they pertain to this development.
Sidewalks: All sidewalks shall be constructed in accordance with MCC 12-5-2.K. Sidewalks shall
be constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with MCC 12-13.
Fencing: Any required or proposed fencing shall be installed in compliance with current City Code.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development.
Si na e: No signs are approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance.
Trash Enclosure: Any dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash
enclosures must be built in the location and to the size approved by SSC.
Handica~Accessibility: The structure, site improvements and parking must be in compliance with
all federal handicap-accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit.
If any changes must be made to the site plan to accommodate the ACHD requirements, a new site
plan shall be submitted to the City of Meridian Planning and Zoning staff for approval prior to the
issuance of a building permit.
Certificate of'Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing
surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the
remaining improvements. A bid must accompany any request for Temporary Occupancy.
Plan Modifications: The approved Site Plan and Landscape Plan; stamped "Approved" on 5/9/05 are
not to be altered without prior written approval of the Planning &, Zoning Department. No
significant field changes to the site or landscape plans are permitted; prior written approval of all

Letter of Appropriateness for landscape design modifications
Dear Jody,
I am writing this letter per your request along with the Owner of the Laurenco Building
project in Meridian to determine whether the modifications made during the installation
of the landscaping for this project still meet with the design requirements set forth by the '~
City of Meridian.
I have made the following conclusions after visiting the site with you on November 23rd
to review the design drawings and the completed landscape installation:
1. The overall project appears to meet or exceed the specifications for plant size,
species, and quality as set forth in Section 4, Landscape Ordinance, City of
Meridian. The construction exceeds the requirements on the landscape plan in
regards to the planted tree sizes which exceed the specified size requirement on
the plans and I noted seven(7) sandstone boulders were added to the site to the
benefit of the overall design.
2. The overall project also appears to meet or exceed the specifications for right-of-
way landscaping, perimeter landscaping, and internal parking lot landscaping per
Section 8, Landscape Ordinance, City of Meridian.
' 3. The main specific change between the approved design drawings and the installed
landscape is the removal, at the request of the Owner of the proposed concrete
patio located on the east side of the building. This was replaced instead with (4)
additional approx. 3" caliper Crabapple trees(see photo 1 attached to this letter).
There are no specific requirements for public or private patio/plaza space to be
developed in landscape ordinance as it pertains to commercial building
construction but I cannot speak to any requirements for this element that were
requested or agreed to by city staff or the Owner. I believe the removal of the
patio is appropriate for the fact that the proposed location of the patio is next to
the installed location of (4) air conditioning units for the building as well as all
other external building utility connections(see photo 1 & 2 attached to this letter).

The original design drawings do not show any of these elements on the plans. I do
not believe it is appropriate to have a patio next to this highly unsightly and loud
location as it would be uncomfortable for users which would make its use highly
unlikely. I believe the installation of the four additional crabapples was a good
selection as their mature height and width will be conducive to their location
between this building and the proposed future building to the east.

In conclusion, I believe that the overall landscape construction meets the requirements set .
forth by the design documents and the requirements of the City of Meridian. The ~.
replacement of the proposed patio with (4) additional trees is an appropriate response to
the constructed location of the building air conditioning units and other external utility
connections.

My opinion of the appropriateness of the design modification does not speak to any ~ ~ .
additional requirements that may have been agreed to in development agreements
between the City and Owner or that may be required by superceding agreements set for in °
the approval of the overall business park by its developers and the City.
I hope this helps everyone involved in determining the next step for the project.. My
opinion is based upon my being a licensed Landscape Architect (Idaho, #276) as well as
having practiced in the Treasure Valley for the last 11 years and`having designed
numerous projects that have been approved and installed in the City of Meridian. Please
feel free to contact me if you, the Owner, or anyone from the City of Meridian has any
questions or concerns with the opinion set forth in this letter.

Re: Laurenco Buildings Lot 4 & 5 at Valencia Plaza
The Laurenco Buildings Lot 4 & 5 at Valencia Plaza were designed to provide a lease
space adequate to accompany business professionals, small medical practices, or limited
small retail spaces. The buildings are mainly designed'with the intent of "tenant
improvement" in the interior spaces. Two entrances /exits are in each building to
provide a shared but separated space. These buildings were designed with elements to.
help contribute integration into Valencia Plaza development as a whole.
Parking and most of the site-elements, such as, the trash enclosure are provided by
Valencia Plaza. All the areas within the site will have grass, planters, paving, and asphalt
to meet City of Meridian standards.

Below is the "Calculations Table" that is required for the Certificate of Zoning Compliance. The
buildings are being developed at Valencia Plaza, a planned development that has been approved
by the City of Meridian.
Parking Stalls:'All parking has been planned, constructed, and provided by Valencia Plaza
Planned Development. There will be no street parking required. The number of accessible stalls
is greater than the numbers below reflect. There is ample overflow and shared parking
throughout Valencia Plaza..
Lot 4: Total parking stalls - 30
Handicapped Stalls - 2 ~ a
Lot 5: Total parking stalls - 18
Handicapped stalls - 2
New Building Size - 5,410 square feet at each building

Setbacks -Setback requirements have been addressed.
AFencing -No fencing is required.
Screening - 'The buildings and landscaping will act as screening to onsite support equipment foi
the building. No other items on site will require visual screening.
Coverage -All areas of the site have been addressed. °-All areas are to receive either grass sod,
plantings with ground cover, concrete pads, or asphalt. This will provide clean, debris and weed
free, complex.
