APPLICATION SUMMARY E IDIAI'~T~-~- 1DAH0 The Applicant, Tamara Thompson, has requested approval of a modification to note #9 on the final plat for Una Mas Subdivision. The note currently prohibits direct lot access to N. Allys Avenue other than E. Tecate Lane, E. Modelo Lane, and a shared access for Lots 8 and 13. The applicant proposes to modify the note to allow for aright-in/right-out access via Allys Avenue for Lot 1 and others, as approved specifically by the City of Meridian and ACRD. 2. STAFF RECOMMENDATION Staff recommends approval of the subject application. 3. APPLICATION AND PROPERTY FACTS A. Site Address/Location: The subject property is generally located on the southwest corner of E. Ustick Road and N. Allys Avenue, in the northwest % of Section 4, Township 3 North, Range 1 East. B. Applicant/Representative: Tamara Thompson, Landmark Development Group, LLC 2462 Sunshine Drive Boise, Idaho 83712 C. Owner: Una Mas, LLC P.O. Box 1906 Twin Falls, ID 83712 D. Applicant's Statement/Justification: Please see applicant's narrative for this information. Una Mas -MFP-11-002 - 1 - 5. PROCESS FACTS The subject application is for a modification to the final plat. By reason of the provisions of the Meridian City Code Title 11, Chapter 5, the City Council is the decision making body on this matter. A public meeting is required to beheld for this type of application. 6. LAND USE A. Existing Land Use(s): Una Mas Subdivision consists of vacant commercial properties zoned C- G. A 12,494 square foot Les Schwab tire center is proposed to be built on Lot 1. B. Character of Surrounding Area and Adjacent Land Use and Zoning: The subject property is surrounded on the north, west, and south by commercial properties zoned C-G. Allys Avenue runs along the east boundary of the subdivision. C. History of Previous Actions: The final plat (FP-09-002) for Una Mas Subdivision was approved by the Meridian City Council on April 7, 2009. The final plat consists of 21 commercial building lots on 12.62 acres of land. 7. AGENCY COMMENTS MEETING No comments were received by the Planning Department from other City departments for the subject application. 8. STAFF ANALYSIS The applicant is requesting approval to modify Note #9 on the face of the recorded plat for Una Mas Subdivision which reads, "No lots shall have direct access to Allys Avenue other than East Tecate Lane, East Modelo Lane and shared access for Lots 8 and 13." The applicant proposes to modify the note as follows, "No lots shall have direct access to Allys Avenue other than East Tecate Lane, East Modelo Lane, shared access for Lots 8 and 13 a ri t- in, right-out for Lot 1 and others as approved specifically by the City of Meridian and the Ada County Highway District." A Les Schwab tire store is proposed to be built on Lot 1 of Una Mas Subdivision which is located on the northwest corner of N. Allys Avenue and E. Tecate Lane. The applicant states the access is proposed for Fire Department and customer convenience and for better circulation within the site. Additionally, the applicant states the access would also reduce turns needed from Ustick Road to the site from 3 to 2. ACHD has approved aright-in/right-out access for Lot 1 via N. Allys Avenue pending approval of the subject final plat modification. Because the proposed access is only aright-in/right-out only and has the support of the ACHD, staff recommends approval of the requested final plat modification. 9. EXHIBITS A. Drawings 1.
