Idaho Ave. Meridian, Idaho 83642 RE: Kingsbridge Subdivision Development Agreement -Letter of Intent Dear Mayor and Council, As representative for Boise Hunter Homes, please accept this application for Kingsbridge Subdivision No. 2 & 3, located at E. Kingsbridge Dr, approximately 1/3 mile East of Eagle Road in Meridian, Idaho. This application includes a request for Development Agreement Modification for 81 lots (72 residential, 7 common). The property contains 38.33 acres zoned R 2 and currently has water, sewer, joint trench and pressurized irrigation stubbed to and sized in anticipation of this density and use. The property was previously approved for single family residential development known as Kingsbridge Subdivision Phase 2 & 3. There is an existing Development Agreement associated with the land outlining opportunities and constraints. We wish to establish an entirely new and separate Development Agreement for Phase 2 & 3 separate of the existing Development Agreement for the existing Phase 1. This letter is included with the Development Agreement Application, together with filing fees and various exhibits. The enclosed application has been submitted in accordance with the requirements of the Meridian City Unified Development Code. On December 28th, 2010 a preliminary plat was approved. Conditions of Approval require modification to the existing Development Agreement. Key changes include; clarifications of the currently approval preliminary plat and conditions as relates to the Settlement Agreement, Administrative waiver to not file an existing lateral along the Northern and Easter property lines of Phase 3. Key items of clarification and/or inclusion to the Development Agreement as follows: 1) The 25' rear setback identified for perimeter lots applies to the actual perimeter lots. These maybe Common Lots or Buildable Lots. 2) Additional Building Elevations are include with this application. 3) Kingsbridge Phase I will retain its existing Development Agreement and this application with associated Development Agreement are specific only to Kingsbridge Phases II & III. Total common area provided is 5.177 acres (13.5%). Usable openspace provided is 4.42 acres (11.6%) and has been consolidated predominantly into one large lot (1.58 acres) providing for a multiple sports field amenity to include baseball and soccer. In addition, there is a tot lot, burms and a shade structure for picnic area opportunities. We feel that these will be a highly used areas for individuals and families of all ages and interests. Other common lots include landscaping. Drainage will be handled by on-site detention areas and will be designed to the standards of all appropriate regulatory agencies. A pressure irrigation system has been constructed as part of the original development, providing irrigation for all lots within the development. The density for the original overall project was 1.62 per acre and has increased by 1 (one) single family lot, equating to 1.63 per acre and in compliance with both the Development Agreement and R-2 Zoning requirements. This development provides for quality residential uses in the general area that compliments the other residential uses. This is a concept that has been well received by many of the homeowners adjacent to the site. In conclusion, Kingsbridge Subdivision phases 2 & 3 will be a quality addition to the City of Meridian. Its close proximity to the medical and professional uses nearby, in addition to the I- 84 corridor, make it a perfect location for single family development as originally approved. Due to its size, the development should be attractive to families, retirees, working professionals and empty-nesters who will fmd its location to general services without leaving the confines of the area desirable.
