Pine-Meridian High School Verizon Wireless (VZW) is constantly looking at improving their wireless network and they have determined that improved cell phone coverage is needed in and around Meridian High School. As a result, VZW is proposing to place a cell site at MHS. VZW prefers to use any "vertical real estate" (aka: collocation) that is available in the area for the cell site. There are baseball field lights at the school and VZW proposes to replace the existing 80 foot light standard that is at the SE line of the field. It will be replaced with a 100 foot light standard, because that is the needed height to fulfill VZWs coverage objectives. The baseball field lights will be replaced at their current height. On the east side of the pole, VZW will place an unmanned shelter that will house all the electronic equipment. The dimensions of the shelter is 12' x 26'. A CUP and variance are needed for this application due to a number of factors: the high school is zoned residential and the "new tower" exceeds the maximum height allowed for the district. Per 11-4-43, paragraph D, certain documentation is required for approval: 1. Letter stating that the facility will be in compliance with FCC standards for RF emissions. Said letter is attached, written by the VZW RF engineer. 2. A letter committing the tower owner to allow collocation. The school will own the tower, not VZW, so the school will allow other carriers to collocate, because they will gain additional revenue. The pole will be designed to hold 1 more carrier. 3. After zoning approval is granted, the VZW compliance department will file with the FAA for their approval/no approval. At this location, FAA approval will not be needed, but VZW will still apply and get a formal letter from the FAA. 4. Propagation charts showing before and after coverage is included in this packet. 5. The proposed site is the most appropriate site for this area, because VZW will use an existing structure. Verizon will swap out one of the baseball field light poles with a taller and stronger one. The additional height will also allow the school district to collocate other carriers on that pole. The school will own the pole and as a result we will allow the shared use of the tower (as required by Meridian code section 11-4-3-43D.3), if an additional user agrees in writing to meet reasonable terms and conditions for shared use. First of all, the Verizon Radio Frequency (RF) Engineer has determined that in order to meet VZW's coverage objectives, the needed height is 100'. Within a mile radius of the proposed site at MHS are 3 existing cell towers (see map below)and why they cannot be used for VZW: 1. Clearwire site at Meridian Junior High School-it's only a 45' structure so it's too short plus it's maxed to its structural capacity 2. AT&T guyed tower about a mile to the north-tower has enough height but will be coming down in a few years, plus it's too far north 3. T-Mobile tower (owned by Mobility) about %:mile to the south-tower is 100' tall with T- Mobile ontop. 90' and lower is available. The issue is that VZW won't get the required coverage objectives, which is primarily inside coverage to MHS and the neighborhood to the north. Within the required search ring (and even beyond it) there are no structures that are 100' tall. The closest tallest structure are the ball field lights at MHS and that is why the school has been selected- they have existing vertical real estate (80' field lights) and locating a cell site at the school allows VZW to meet their coverage objectives.
