The property is located south of Interstate 84, adjacent to the Ridenbaugh Canal and west of S. Ten Mile Road. The property is zoned R-2 (Low Density Residential) and is occupied by asingle-family dwelling and accessory buildings. Gross density for the development is 0.34 unit per acre, with a net density of 0.39 unit per acre. The minimum property size is 91,750 square feet, with the average property size being 112,315 square feet. The preliminary plat was approved on November 16, 2010. The fmal plat is in conformance with the approved preliminary plat and meets all requirements or conditions thereof. The applicant received a waiver from pressurized irrigation requirements and piping of the existing irrigation service ditch. This irrigation ditch has been contained within a gated pipe, so the requirement for maintaining the ditch as a water amenity is no longer an issue. A permanent perimeter fence is not anticipated at this time; temporary fencing will be installed as required to contain construction debris. ACHD has accepted the dedication of additional right-of--way along S. Ten Mile Road, and we have included ACHD's agreement to replace landscaping along the frontage. The existing driveway was realigned and is being constructed by ACHD. The final plat conforms with all requirements and provisions of the UDC and was prepared in conformance with acceptable engineering, architectural and surveying practices and local standards. The property was annexed under Ordinance No. 11-1477. The applicant entered into a Development Agreement, recorded as Instrument No. 111022579. We have attached an e-mail from Craig R. Additionally Williams' has previously provided you with a copy of our Developers Handbook. The handbook is an excellent tool which outlines the requirements for construction or maintenance activities to be followed when planning developments on or near Williams Gas Pipeline rights of way. The Boise District is responsible for the Operations and Maintenance of two (2) High Pressure Natural Gas Pipeline from Glenns Ferry, ID to LaGrande, OR. Our maximum pipeline pressure is 850 psi on our 22" and 24" steel pipelines. During construction Williams' will install additional temporary pipeline markers and warning signs marking our easement boundaries. At no time will earth work be permitted on Williams' easement without a Williams' representative on site. The project scope includes the construction of a new home, driveway, and utilities. Easement conflicts will be the driveway and utilities as the home and septic system is forecasted to be constructed south of Williams' easement. The proposed driveway will cross Williams' 75' easement, we prefer all crossings be as close to 90 degrees as possible to our ~~ pipelines and maintaining 66 of cover. If utilities are brought in overhead no power poles or appurtenances will be allowed on Williams' easement the crossing will be as close to 90 degrees as possible and 30' minimum of vertical clearance above Williams' right of way. If utilities are buried crossing will be as close to 90 degrees as possible and installed with 24" of separation between the utility and Williams' pipelines and may be required to be installed below Williams' pipelines. Williams' has no objections to this project as proposed and based on preliminary discussion the proposed scope of work is in accordance with all applicable guidelines. We do however encourage an active dialog with all developers through-out the planning & construction process as this allows for a timely resolution of any action item's that may arise.
