Overland Road - I, Proposed Use: Haunted House from October 6.2006 -November 1.2006 Zoning: C-G Comments: Conditions of Ap rp oval.: Proj ect is subj ect to all current City of Meridian ordinances. The issuance of this permit does not release the applicant from any previous requirements of the other permits issued for this site. The definition section of the UDC (11-1-2) defines .the proposed haunted house as arts, entertainment, or recreation facility, outdoors as defined in UDC 11-1-2. Also, the existing approved use of a water park is defined as arts, entertainment, or recreation facility, outdoors. Therefore, the haunted house is deemed an accessory use to the approved water park and is permitted with this approval. The hours of the haunted house shall be as follows: October 6 - 8, 2006 from 7 pm - 11 pm; October 12 - 15, 2006 from 7 pm - 11 pm; October 19 - 22, 2006 from 7 pm -11 pm; October 26 - 31; 2006 from 7 pm - l lpm. The site shall be returned to a clean condition after the termination of the use, including free of debris and garbage. Site/Landscaping_ The Site/Landscape Plan prepared by Kurt Van Ulmer on September 19, 2006 is approved (stamped "Approved" on October 3, 2006 by the Meridian Planning Department) with no changes. The approved landscape plan. is not to be altered without prior written approval of. the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Elevations: The Elevations submitted (3 photographs) are approved with no changes from the Planning Department. Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B- 10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed "Van Accessible". Fencing: Any required or proposed fencing shall be installed with current fencing standards as defined in UDC 11-3A-7 Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11 Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: Any dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan stamped "Approved" on October 3, 2006, and Elevations, and are not to be altered without prior written approval of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior written approval of all ch ges is required. Hours of operation are from 7-11PM. The Town of Terror will be a handicap accessible walk through haunted house. The attraction consists of three 1000 sq ft. tents with 4 emergency exits each. Each tent is staked solid to the ground. Electricity is provided by Roaring Springs Waterpark. Parking lights will be on provided by Roaring Springs Waterpark. There are both indoor and outdoor scenes. There will be approximately 18 actors working in the attraction. Up to 50 customers will be in the attraction at any time. Town of Terror is located at: Roaring Springs Waterpark 400 W. Overland Road Meridian, ID 83642 Roaring Springs Waterpark has granted permission to set up in their parking lot. Parking will be available for over 200 vehicles including handicap spaces Trash Dumpsters are located in the NW parking lot on the NE corner. The perimeter of the parking lot is fenced with a 7' metal fence with gated entry for vehicles. See Site Plan. Temporary cues will be set up for customers to wait in an orderly fashion before entering the haunted house. There are two main fire hydrants within 50 yards of the attraction. There is fire department access from all sides of the attraction. Tear down will be done November 01-06~'.
