Wahooz Bowling Center~~~~ ~ CERTIFICATE OF ZONING COMPLIANCE REPORT DATE: March 17, 2011 E IDIAN~ TO: BRS Architects I D A H Q FROM: Bill Parsons, Associate City Planner SUBJECT: Wahooz Bowling Center -CZC-11-005, DES-11-002 OWNER: Black Mor, LLC DESCRIPTION OF APPLICANT'S REpUEST The applicant, BRS Architects, requests certificate of zoning compliance (CZC) and design review (DES) approval to expand the existing 27,522 square foot indoor recreation facility located at 1385 S. Blue Marlin Lane. The proposed site work and building expansion includes the removal of 74 parking stalls, demolition of six (6) landscape planters and the addition of a 26,932 square foot bowling center. The site consists of 8 acres and is zoned C-C'x. Note: The reduction in parking does not reduce the amount of parking required on the site. There are 200 spaces still available on site. With future phases additional parking will be provided. The proposed building expansion is phase 1 of the overall development plan. The north and east elevations will be smoothed-faced block, painted to match the building. The applicant indicates that future phases are planned within a two t~ five year timeframe. Within this timeframe, it is anticipated that additional architectural embellishments and building additions will constructed next to these facades. In addition, this area is primarily screened by landscaping and other outdoor activities occurring on the property. Therefore, staff is supportive of smooth-faced component of the plan as proposed. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you will need to provide two sets of the final, stamped "approved" Planning Department plans. You must provide these plans in PDF format and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-SC-3B. A surety agreement maybe accepted for other improvements in accord with UDC 11-SC-3C. 3. Upon installation of the landscaping and prior to inspection by Planning Department staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-3B-14A. The landscape plan prepared by Beck and Baird Landscape Architecture, dated 03/15/11, labeled L1.0 is approved (stamped "approved" on 03/17/11 by the City of Meridian Planning Department) with no changes. 6. The building elevations prepared by BRS Architects, dated 03/14/11, labeled A4.1 is approved (stamped "approved" on 03/17/11 by the City of Meridian Planning Department) with no changes. 7. The approved site plan, landscape plan and/or building elevations shall not be altered without prior written approval of the City of Meridian Planning Department. 8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Department for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site. 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11- 3A-3. 7. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the proposed use as set forth in UDC 11-4-3-2. CITY COUNCII, REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Department on or before 03/31/2011, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-SA-6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. Conditions Document 2 Wahooz Bowling Center CZC & DES EXPIRATION Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. The administrative design review shall be exercised with the approval period of the underlying permit (CZC) or the approval shall expire. As you may recall, the applicant submitted plans for review in July of 2009 with the file numbers CZC-09-033, DES-09-015 and ALT-09-022 fora 61,813 s.f. building addition that would have included a themed dining restaurant, large indoor game and amusement center and a 24 lane bowling alley. After receiving the initial approvals and completing the construction drawings, it was determined that a center of this size was not financially feasible at the time. The applicant has now determined that the bowling center components is feasible, and are calling it Phase 1 of an overall plan that would still involve constructing the original proposal in a two to five year timeframe. The building addition will occupy the space of the existing parking field that is east of the existing buildings main entry and will be utilized as a 24 lane bowling center and associated bar/cafe. There will also be an area for a small electronic gaming arcade for people to use while they wait to bowl. The existing emergency vehicle access/service lane will remain at the south and east sides of this addition. There will be landscaping added near a new entry vestibule feature to soften the building mass, as well a plantings along the south building elevation and in a large planter on the east side of Meridian Planning Department Wahooz Bowling Alley March 14, 2011 Page2of2 the addition. Most of the plant materials used will be relocated from areas that are being disturbed by the new construction with the intent of having no less than exists currently on the site. The building material palette for this proposal will copy colors and textures from the existing facility. The general construction will be smooth faced CMU walls with a stucco finish coat on the west and south elevations which are considered the public sides of the building. The color scheme will use the browns and tan colors from the existing building applied in a similar manner for base and accent colors. The east and north walls that are out of the public view will be painted smooth faced CMU painted in a way that matches the rest of the building. The new entry vestibule and lobby will tie the addition to the existing structure and has been turned at an angle from the existing to better situate the "Wahooz" signage towards the main drive aisle and parking lot. The colored aluminum storefront doors and windows, standing seam metal roofing, playful signage and flagpole elements from the existing building will all coordinate together to create a fun and inviting main entry to the center. When the .future phases are constructed, the new entry vestibule will go away and the exterior wall finishes will be upgraded to what was proposed in 2009. Idaho 83642 Re: Wahooz Pinz Expansion Letter of Completion for Landscaping Dear Bill; 09 November 2011 I am writing to certify that as of Monday, 11/06/2011, the landscaping is installed per the submitted as-built dated 11/06/2011. This includes the required additional mitigation plantings that help to offset changes made during construction. Following is documentation of the analysis that formed the basis of the agreed upon mitigation plantings for reference if additional expansion or changes to the site occur in the future. Mitigation Calculations originally submitted via email on 11/05/2011: Please find attached my as-built plan for the landscaping. I am proposing that Wahooz needs to plant an additional (7) 3" caliper autumn blaze maple and (10) 5 gallon burning bush to replace existing trees that were not able to be salvaged and changes in shrub plant material that I calculate at minus 49 gallons of equivalent plant size. I have shown these plantings on the as-built but they are not installed at this time. I will verify their planting before I issue my letter of completion to you. First I wanted to review my calculations and see if you agree. You will note on the plan that I identify revision areas A thru H, I will go thru each area to show how I came to my conclusions. Revision Area A: Missing 1-1 gal stella, 3-2 gal spiraea,. Added 2-1 gal grass, and 80 sf. Of annual plantings. I consider that a wash. Revision Area B: Missing 2-2 gal juniper, 2-relocated maple. Added 2-2 gal rose, 2-3" caliper maple. Consider this missing 2 caliper inches of tree to replace. Revision Area C: Missing 3-2 gal burning bush, 3-1 gal stella. Added 3 boulders, 6-1 gal carnation, 150 sf annual planting area. Consider this a wash. Revision Area D: Missing 1-4" caliper. Consider this 4" of caliper inches to replace. Revision Area E: Missing 1-4" caliper ornamental relocated tree, 14-2 gal juniper, 11-2 gal spiraea. Added 1=5" caliper relocated maple, 7-2 gal existing rose, 3-2 gal new spiraea, 11-5 gal existing spiraea. Consider this a wash. Revision Area F: Allowed change per City of Meridian. Revision Area G: City allowed cobble but expected plantings to be planted. Being a large area, we designed 13-2 gal new, 57-2 gal relocated existing, 3-5" relocated maple. We Boise I Seattle --- - - -+ ; u planted 19-2 gal existing, 10-1 gal new, 14-2 gal new, 3-5 gal existing. I calculate design at 140 gallons of shrubs and 15 caliper inches of tree. I calculate actual at 91 gallons of shrubs and 0 caliper inches. Consider this 15 caliper inches of trees to replace and 49 gallons of shrubs to replace. Revision Area H: Change of sidewalk, addition of lawn area and deletion of shrub planting area was approved by City of Meridian. Based upon the above calculations is my recommendation of the previously stated (7) 3" caliper autumn blaze maple and (10) 5 gallon burning bush. Upon your approval, I will direct Russell Corp. to proceed with these plantings and finish the annual plantings before we can consider the landscape planting complete and authorize the letter of completion. Additionally, I have checked for availability of this plant material in this size and it is available at this time. Please let me know if you need anything else regarding this matter for your files.
