Conditions of Approval: Project is subject to all current City ordinances and conditions of
approval for Heritage Commons Subdivision CUP (CUP-02-007), PP (PP-02-007), Development
Agreement No. 102078396, Rezone (RZ-OS-003) and Quenzer Commons No. 8 Final Plat (FP-
OS-015).
Prohibited Uses: Per Condition #2 of CUP-02-007, child care facilities, drive-through facilities
and drive-up windows for fast food services are prohibited uses in this subdivision.
Building Elevations: City Council approved specific building elevations for this subdivision. All
buildings shall be "four-sided construction" and substantially conform to the attached elevations.
Site Plan: The site plan is approved per the plan prepared by Larson Architects, labeled SP-1, dated
2-25-OS and stamped "approved" on 4-11-OS by the Meridian Planning and Zoning Department. The
site plan is not to be altered without prior written approval of the Planning and Zoning Department.
No field changes to the site plan are permitted; prior written approval of all changes is required.
Landscaping_ The Landscape Plan (Sheet L-1) is approved per the plan prepared by South
Landscape Architecture, PC, on 2/23/05 (with Redline Changes) and stamped "approved" on 4/11 /OS
by the Meridian Planning & Zoning Department. MCC 12-13-11-3C requires no more than 12
parking spaces without a planter, add planters as indicated. The approved landscape plan is not to be
altered without prior written approval of the Planning & Zoning Department. No field changes to the
landscape plan permitted; prior written approval of all material changes is required.
Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per

the approved specifications and in accordance with MCC 12-13-8 and MCC 9-1-28.
Curbing: Per MCC 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other
vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices.
Curbing may be cut to allow for storm water runoff.
Parkin: All parking stalls shall be as depicted on the site plan. The project engineer/architect
shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA.
The applicant shall be responsible for meeting the requirements of ACHD as they pertain to this
development.
Sidewalks: All sidewalks shall be constructed as submitted and in accordance with MCC 12-5-2.K.
Sidewalks shall be constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with the MCC.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring
development. Down-shield all lighting so it does not spill onto adjacent properties.
Signa~e: No signs are approved with this CZC. All signs require a separate sign permit in
compliance with the sign ordinance.
Trash Enclosure: Any dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash
enclosures must be built in the location and to the size approved by SSC.
Handicap-AccessibilitX: The structure, site improvements and parking must be in compliance
with all federal handicap-accessibility requirements.
ACHD Acce tance: All impact fees, if any, shall be paid prior to the issuance of a building permit.
If any changes must be made to the site plan to accommodate the ACHD requirements, a new site
plan shall be submitted to the City of Meridian Planning and Zoning staff for approval prior to the
issuance of a building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing
surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the
remaining improvements. A bid must accompany any request for Temporary Occupancy.
Plan Modifications: The approved plans, stamped "approved" on 4-11-05, is not to be altered
without prior written approval of the Planning and Zoning Department. No significant field changes
to the site or landscape plans are permitted; prior written approval of all changes is required.

HERITAGE COMMONS PHASE 2
The proposed development is the second phase of a Commercial Development. The first phase
has been completed and it's building's are identical to those proposed for the second phase. There are four
buildings proposed, each 5100 s.f. with hipped roofs supported by columns over the entrances, copper
roofed cupolas and canopies, and painted lap siding. There will be parking for 102 vehicles with five
accessible stalls. The total site area is 2.12 acres or 92,323 s.f. with the buildings comprising 22% of the
site. There is a fully designed landscape with large deciduous trees and shrubs adjacent to and at the base
of each of the buildings. The buildings have a large grassy area with sidewalk that acts as a buffer
between the buildings and North Locust Grove Road. The buildings will be sited 38'-10" west of the
property line adjacent to North Locust Grove Road. Each of the buildings is connected to one another
with an overhead portico type structure, with cornice, that leads to a patterned concrete common area
between the buildings. The buildings have bronze tinted glass.
The types of businesses that will be occupying the buildings are largely office and professional in
nature. The development is near residential areas. The main access for the development off of North
Locust Grove Road will be from East Leigh Field Drive to the north and from East Heritage Park Street
from the south; through the existing development.

Backflow Prevention
A backflow prevention device must be installed as required by City Ordinance 9-3.
Coverage
The irrigation system must be designed to provide 100% coverage with head to head spacing
or triangular spacing as appropriate.
Matched Precipitation Rates
Sprinkler heads must have matched precipitation rates within each control valve circuit.
Irrigation Zones
Sprinkler heads irrigating lawn or other high-water-demand areas must be circuited so that
they are on a separate zone or zones from those irrigating trees, shrubs, or other reduced-
water-demand areas.
Over~ray
Sprinkler heads must be adjusted to reduce overspray onto impervious surfaces such as
sidewalks, driveways, and parking areas.

Additional L-rigation Notes:
Irrigation Required
All landscape areas regulated by the City Landscape Ordinance (12-13) shall be served with an
automatic underground irrigation system. Additional requirements affecting pressurized irrigation
systems can be found in City Ordinance 9-1-28.
Irrigation Water Source
Use of non-potable irrigation water is required when determined to be available by the City Public
Works Department as regulated by City Ordinance 9-1-28. If city potable water is used, a
separate water meter is recommended so the owner can avoid paying sewer fees for irrigation
water. Potable water shall not be used as a primary irrigation water source on non-residential lots
with more than '/2 acre of landscaping. Year round water availability is also required by
connecting to city potable water or an on-site well as a secondary source.

007/Heritage Commons. The same conditions and requirements also apply to MCZC-OS-040.
You will need to submit final plans to the ACHD Develoument Review Deaartment prior to
receiving final approval.
• A traffic impact fee will be assessed by ACHD and will be due prior to the issuance of a
