Curbing: Per MCC 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Signage: No business signs are approved with this CZC. Other than directional signs, all signs require a separate sign permit in compliance with the sign ordinance. Trash Enclosure: Any dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structures, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. While it is difficult for families to find a quality preschool environment, it is even more difficult for families of children with special needs. Children with special needs require additional assistance that most preschool environments are not equipped to handle. These children may need special accommodations, additional workers, or even programs developed for them with a developmental focus. It is our intent at Access Living to help meet the needs of the community by helping to bridge this gap in services by offering the service of a developmental preschool. Description The preschool will be designed to benefit all children. It will be designed as an inclusive preschool that will incorporate children with special needs as well as normally developing children. The purpose of this is to provide children with special needs interaction with normally developing peers. This allows for an opportunity to develop age appropriate social skills. It also serves as an opportunity for the normally developing peers to gain empathy and acceptance in their social skills. Due to the need addressed for children with special needs, priority during enrollment will be given to these children. While there are numerous developmental preschools in our community, many of them have large teacher to student populations. Our preschool at Access Living will have a cap of 8 students with one teacher (Planning and Zoning code 11-4-3.9.A.1). Students with Developmental Therapists or IBI therapists will be welcome to bring their workers into the preschool environment as long as it is not disruptive to classroom. This will further allow us to provide personal attention to each of our students. Preschool will be held Monday-Friday from gam-12pm. Currently there does not appear to be a need for afternoon preschool. If this need arises afternoon hours will be set at that time(Planning and Zoning code 11-4-3.9.A.3,5). This program stands out from other preschools due to the qualifications and experience the staff will bring. Due to the clientele being served through this program it is important the teacher have their IBI certificate. This will give the teacher the necessary tools to be able offer high quality services to children with a variety of special needs. Lunch will not be served for preschoolers. A snack will be provided to students during preschool hours and be provided by the agency. Each parent will be assigned a Friday and students will be allowed to bring a parent provided snack and drink on their share day. No outside recess will take place as part of the preschool environment. All services will be provided indoors(Planning and Zoning code 11-4-3.9.B). Market The target market for this preschool will be preschool aged children of all abilities. Priority will be given to children with special needs, to ensure we are addressing the needs of the community. Location Preschool will be held in the large back area of the current Access Living building located at 690 S. Industry Way, Suite 45; Meridian, ID 83642. This area has not been slated for other use during the school year. It is currently planned to also designate the back therapy room for preschool use as well. This large room measures 20' X 40'. The large area is intended to be use for group activities such as circle time and table work. The smaller room will be designated as a quiet room with activities such as reading. It will also have an area for DT and IBI staff to work with children on activities that require a low stimuli environment. All drop off and pick up of children will take place in the parking area outside of the Access Living facility. No additional accommodations are necessary to facilitate a smooth gam drop off and a 12pm pick up(Planning and Zoning code 11-4-3.9.A.2). Management The preschool will be housed under the DDA umbrella of Access Living. While the preschool teacher will be given guided independence in developing curriculum and running the program, their immediate supervisor will be the DDA Program Manager. The DDA Program Manager will be responsible for the preschool program and staff. Personnel Due to the hours and low enrollment of the preschool, only one teacher is necessary at this time. It is important that this person have their Bachelor's degree, IBI certification as well as CPR/First Aid, and criminal history background check. . s July 26, 2007 11-4-3.8: CONTRACTOR'S YARD: A.
