scope of Development: The issuance of this Certificate of Zoning Compliance is valid only for the
construction and operation of a 20,825 square foot retail establishment located at 1160 Eagle Road,
within the Meridian Crossroad Shopping Center.
Approved Plan: The Site Plan, date stamped "approved" 02/19/03, are approved as submitted.
Sienese: No new signs are approved by the issuance of this certificate. All new signs require a sign
permit from the City of Mendian prior to installation. Temporary signs are prohibited, and shall be
removed within three days notice. This property is subject to a planned sign program approved by the
City of Meridian. All new signage shall be incompliance with the approved sign program.
Parkinsa: Off-stmt parking is approved as depicted on the submitted and approved site plan(s). All
handicap parking, signage, striping and ramps must be designed and constructed to current ADA
standards.
r~nditional Use Permit: The issuance of this permit does not release the holder of the permit from
complying with all of the conditions of approval of the original Conditional Use Permit.
Existine Ln~rovements: All existing site improvements shall be retained and protected during
construction.
Li t :All new lighting, whether attached to the building or placed within the parking area, shall
not cause glare for or otherwise impact the traveling public or neighboring developments, as
determined by the City.
ACRD Acceptance: Applicant shall be responsible for meeting the requirements of ACRD as they
pertain to this type of development. All impact fees, if any, shall be paid prior to the issuance of a
building permit. If any changes must be made to the site plan to accommodate the ACRD
requirements, a new site plan shall be submitted to the City ofMeridian Planning and Zoning Stafffor
approval prior to the issuance of a building permit.
Plan Modifications: The Site Plan is not to be altered without prior written approval of the Planning
& Zoning Department. No field changes to the site plan are permitted; prior written approval of all
changes is required. City's failure to specifically identify requirements in this Certificate of Zoning
Compliance does not relieve owner of responsibility for compliance.

The Ada County Highway District (ACRD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that planned improvements adjacent to the site
have been approved by ACRD. Attached is a copy of the "plans acceptance" letter for the subject site. ACRD
has no additional site improvement requirements attributable to this application.
ACRD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, apermit orlicense agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACRD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACRD
Development Policy Manual. Contact District staff at 387-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are collected in accordance with Ordinance #197, the Ada County Highway District Road Impact Fee Ordinance.

PLANS ACCEPTANCE
The District has reviewed the plans for the above referenced project and they are accepted for public street
construction. By stamping and signing the improvement plans, the Registered Engineer ensures the District that the
plans conform to all District policies and standards. Variances or waivers must be specifically and previously approved
by the District in writing. Acceptance of the improvement plans by the District does not relieve the Registered
Engineer of these responsibilities. The District will assess the following impact fee for this project. The impact fee
must be paid prior to issuance of a building permit.
Total Impact Fee Due: $26,240.00
Effective July 1, 2002, the Ada County Highway District amended its development impact fee. ordinance, in
accordance with House Bill No. 607. As a fee payer, you may be entitled to an additional credit on your impact
fee assessment and a corresponding reduction in the impact fee itself. Application for this credit must be made
at the ACHD offices.
Standard Requirements:
1. The District requires a set of stamped construction plans that are signed, dated, and approved by the
District to be located on site at all times for inspection and reference purposes.
2. Utility street cuts in new pavement less than five years old are not allowed unless approved in writing by
the District.
3. All required street improvements shall be completed and inspected by District staff prior to receiving
occupancy. Variances and waivers to this requirement must be specifically and previously approved by
the District in writing.
4. All irrigation facilities must be located outside the public right-of--way unless otherwise approved by the
District in writing.
5. Replace any damaged or broken sidewalk, curb, and gutter with new curb, gutter, and sidewalk to match
existing improvements.
6. Replace any cracked or damaged sidewalk, curb, or gutter resulting from construction activity.
7. All facilities to be constructed with a proposed development, and to be owned and maintained by the
District, must be constructed according to the latest edition of I.S.P.W.C. and the District's Supplemental
Standard Specifications.
8. If applicable, submit to Idaho Department of Water Resources a Shallow Injection Well -Notice of

Construction /Inventory Form at least thirty days prior to construction of the facility. The District will
require a copy of the completed form prior to granting of final occupancy.
9. Any work in the public right-of--way requires a permit from ACRD Construction Services.
10. An engineer registered in the State of Idaho shall prepare and certify all improvement plans.

The Ada County Highway District (ACRD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that planned improvements adjacent to the site
have been approved by ACRD. Attached is a copy of the "plans acceptance" letter for the subject site. ACRD
has no additional site improvement requirements attributable to this application.
ACRD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, apermit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACRD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACRD
Development Policy Manual. Contact District staff at 387-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are collected in accordance with Ordinance #197, the Ada County Highway District Road Impact Fee Ordinance.

Pi,ANS ACCEPTANCF.
The District has reviewed the plans for the above referenced project and they aze accepted for public street
construction. By stamping and signing the improvement plans, the Registered Engineer ensures the District that the
plans conform to all District policies and standazds. Variances or waivers must be specifically and previously approved
by the District in writing. Acceptance of the improvement plans by the District does not relieve the Registered
Engineer of these responsibilities. The District will assess the following impact fee for this project. The impact fee
must be paid prior to issuance of a building permit.
Total Impact Fee Due: $26,240.00
Effective July 1, 2002, the Ada County Highway District amended its development impact fee ordinance, in
accordance with House Bill No. 607. As a fee payer, you may be entitled to an additional credit on your impact
fee assessment and a corresponding reduction in the impact fee itself. Application for this credit must be made .
at the ACHD offices.
Standard Requirements:
1. The District requires a set of stamped construction plans that aze signed, dated, and approved by the
District to be located on site at all times for inspection and reference purposes.
2. Utility street cuts in new pavement less than five yeazs old aze not allowed unless approved in writing by
the District.
3. All required street improvements shall be completed and inspected by District staff prior to receiving
occupancy. Variances and waivers to this requirement must be specifically and previously approved by
the District in writing.
4. All irrigation facilities must be located outside the public right-of-way unless otherwise approved by the
District in writing.
5. Replace any damaged or broken sidewalk, curb, and gutter with new curb, gutter, and sidewalk to match
existing improvements.
6. Replace any cracked or damaged sidewalk, curb, or gutter resulting from construction activity.
7. All facilities to be constructed with a proposed development, and to be owned and maintained by the
District, must be constructed according to the latest edition of I.S.P.W.C. and the District's Supplemental
Standard Specifications.
8. If applicable, submit to Idaho Department of Water Resources a Shallow Injection Well -Notice of

Construction /Inventory Form at least thirty days prior to construction of the facility. The District will
require a copy of the completed form prior to granting of final occupancy.
9. Any work in the public right-of--way requires a permit from ACRD Construction Services.
10. An engineer registered in the State of Idaho shall prepare and certify all improvement plans.
