Site Plan: The site plan prepared by MTA Associates, Chuck Tookey labeled SD-1 dated 1-15-05, and stamped "approved" on 2-3-OS by the Meridian Planning and Zoning Department, is approved with no changes. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with MCC 12-13-8 and MCC 9-1-28. Curbin Per MCC 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Parkin :All parking stalls shall be 19-feet long by 9-feet wide adj acent to 25-foot wide drive aisles. The project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA. The applicant shall be responsible for meeting the requirements of ACRD and ITD as they pertain to this development. Sidewalks: All sidewalks shall be constructed as submitted and in accordance with MCC 12-5-2.K. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with the MCC. Li tin Lighting shall not cause glare or impact the traveling public or neighboring development. Down-shield all lighting so it does not spill onto adjacent properties. Signnage: No signs are approved with this CZC. All signs require a separate sign permit in compliance with the sign ordinance. Trash Enclosure: Any dumpster(s) must be screened in accordance with MCC 11-12-1.C. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning staff for approval prior to the issuance of a building permit. Certificate of Occu ancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy maybe obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: The approved Site Plan and Landscape Plan, stamped "approved" on 2-3-OS are not to be altered without prior written approval of the Planning and Zoning Department. To accommodate the 70% coverage required in planter beds I have added Periwinkle at the tree locations. Currently we have 10,400 s.f. of planter area. To have 70% coverage we would need 7,280 s.f. ofvegetative cover. The landscaping that was installed only has a coverage of 4,400 s.f.. Therefore we need an additional 2,880 s.f. of vegetative cover. By adding the Periwinkle we can achieve this. The Periwinkle has a spread of 10-12 feet. The planter beds are 10-15' wide. So the 24 Periwinkle plants that I've added plus the 4,400 s.f. of cover already there will exceed the 70% required. Concerning the drain swales. I've shown them on the revised landscape plan. I've also coordinated with DEQ for plant material in them. I've given the contractor an option of two different plants from the approved list from DEQ. Tookey Page 150 of 210 Idaho Department of Environmental Quality Catalog of Stormwater BMPs for Cities and Counties Biofilters should be protected from siltation by a presettling basin (BMP #50) when the erosion potential is high; otherwise, presettling is not generally needed for normal operation. However, a series arrangement of a retention/detention pond and biofilter has the ability to offer extra protection to sensitive receiving waters, due to the complementary pollutant removal mechanisms that can operate in the two devices. Equipping both sides of the swale with vegetative buffers or filter strips will also help reduce loading and decrease swale maintenance. Design Parameters The design, planning and operation and maintenance details in this fact sheet will ensure that the velocity of the water does not exceed 1.5 feet (0.5 meters) per second along a swale of 200 feet (60 meters) in length during the water quality design storm As a general rule, the total surface azea of the swale should be approximately 1 % of the total drainage area. See Appendix G-1 for an example of swale design methodology. General Criteria 1. For biofiltration, it is important to maximize water contact with vegetation and the soil surface. The soils at the site must support a dense growth of vegetation. Gravelly and coarse sandy soils cannot be used for biofiltration unless the bottom of the swale is lined to prevent infiltration. Also, avoid very heavy clay soils that will not support good vegetative growth. 1. Select vegetation on the basis of pollution control objectives and according to what will best establish and survive in the site conditions. Also, consider wbether wildlife habitat development can occur in concert with pollution control. If so, consider the needs of such development in vegetation selection. Check with local Natural Resources Conservation Service personnel for recommended grass species. In general, however, select fine, close-growing, water-resistant grasses. Species with these desirable traits include smooth bromegrass and creeping foxtail. Other good species include wheatgrass (western, tall, or intermediate), tall fescue, or mixtures of big bluestem, little bluestem, switchgrass, Indigo grass, or side-oats g~ama. Protect these plants firom predation during establishment by netting. Selecting different, low-growing ground covers for the swale's side slopes lessens the amount of mowing required. 2. Alternative vegetation maybe necessary where some period of soil saturation is expected, where particulaz pollutant uptake characteristics aze desired, or both, select emergent wetland plant species (see BMP #38b). Because it does not undergo dormancy during the summer, creeping foxtail produces high yields of palatable forage season long. Plants break winter dormancy early in spring, and leaves remain green and palatable even during the hottest months. Studies indicate that creeping foxtail yields equal or exceed those of other comparable grasses. Creeping foxtail is palatable to all classes of livestock. Cattle show preference to creeping foxtail over other widely employed pasture grasses. In separate studies, cattle preferred creeping foxtaii to smooth brome (Bromus inermis), reed canarygrass (Phalaris ararndinaceus) and tall wheatgrass (Thinopyrum ponticum). In another study, cattle preferred straw from seed production fields of creeping foxtail over thickspike wheatgrass (Elymus lanceolatus), western wheatgrass (Pascopyrum smithii), basin wildrye (Leymus cinereus) and others. It can be seeded in pure stands or combined with a legume. This species produces numerous aggressive underground rhizomes. These contribute to long- lived-stands and an ability to recover quickly from grazing. Filter fields: Because of creeping foxtail's tolerance to high levels of fertilizer, particularly nitrogen and water, it can be used in filter fields for liquid waste disposal. It can also be used in a variety of other water settings including sewage treatment, food processing and livestock waste removal programs. With suitable moisture, creeping foxtail can also be used as an excellent silt trap. This species is known to tolerate up to six inches of silt per single deposition. Erosion control: Creeping foxtail's vigorous rhizome production (up to 120 cm crown diameter/year) and water tolerance make it well suited to erosion control and stream bank stabilization.
