An application for a Certificate of Zoning Compliance shall be filed with the Planning and Zoning staff
by the owner of the property or the applicant of the proposed use. The application shall contain the
following information:
l . Completed and signed CZC application form.
2. The last deed of record for the subject property.
3. Notarized Affidavit of Legal Interest (attached).
4. Four (4) copies of a detailed site plan, drawn to a scale of not less than 1 "=50'. Also include
an 8'/2" x l 1 "reduction.
5. Three (3) copies of the landscape design in compliance with the Landscape Ordinance, drawn
to a scale of not less than l "=50'. See attached landscape submittal requirements.
6. Three (3) copies of irrigation performance specifications in compliance with the Landscape
Ordinance.
7. Written approval or a stamped site plan firm Sanitation Service Company (SSC) indicating
that the designs of the trash enclosure and access drive are acceptable.
8. A calculations table that shall list the number of parking stalls, building size, lot size,
landscaping, open space, setbacks, fencing, screening and coverage.
9. A written statement from the applicant detailing the proposed use(s) of the property. Please list
as many details as possible.
10. A fee of $60.00.

LANDSCAPE PLAN SUBMITTAL REQUIREMENTS
Applicability
All applications for a Certificate of Zoning Compliance (CZC) and Final Plat (FP) must comply with all
requirements of the `Contents' section below for a detailed landscape plan. Applications for a Conditional
Use Permit (CUP) and Preliminary Plat (PP) are exempt from requirements M, N, O, and P of the
`Contents' section and may instead show conceptual landscaping with tree locations only and conceptual
screening structures; all other sections of the landscape ordinance still apply.
Plan Size & Scale
The landscape plan must have a scale no smaller than 1 "=50' (1 "=20' is preferred) and be on a standard
drawing sheet, not to exceed 36"x48" (24"x36" is preferred). A plan which cannot be drawn in its entirety
on a single sheet must be drawn with appropriate match lines on two or more sheets.
Number of Copies
The number of copies of the landscape plan that must be submitted is shown on the following schedule:

Contents
The landscape plan shall comply with the provisions of this ordinance and shall include the following
elements.
A. .Date, scale, north arrow, and title of the project.
B. Names, addresses and telephone numbers of the developer and the person/firm preparing
the plan.
C. Existing boundaries, property lines, and dimensions of the lot.
D. Relationship to adjacent properties, streets, and private lanes.
E. Easements and right-of--way lines on or adjacent to the lot.
F. Existing/proposed zoning of the lot, and the zoning and land use of all adjacent properties.
G. Existing natural features such as canals, creeks, drains, ponds, wetlands, floodplains, high
groundwater areas, and rock outcroppings.
H. Location, size, and species of all existing trees on site with trunks 4 inches or greater in
diameter, measured 6 inches above the ground. Indicate whether the tree will be retained
or removed.
A statement of how existing healthy trees proposed to be retained will be protected from
damage during construction.
J. Existing buildings, structures, planting areas, light poles, power poles, walls, fences,
berms, parking and loading areas, vehicular drives, trash areas, sidewalks, pathways,
stormwater detention areas, signs, street furniture, and other man-made elements.
K. Existing and proposed contours for all areas steeper than 20% slope. Berms shall be

L. Sight Triangles as defined in Section 6 of this ordinance.
M. Location and labels for all proposed plants, including trees, shrubs, and groundcovers.

minimum planting size and container, and comments (for spacing, staking, and installation
as appropriate).
O. Planting and installation details as necessary to ensure conformance with all required
standards.
P. Design drawings of all required structures for screening purposes.

this ordinance, including:

Landscape Plan Preparation
Preparing a landscape plan requires special skills. Landscaping involves more than a simple arrangement of
plants with irrigation; plants are not haphazardly placed in a way the fills up leftover space. Landscape plans
should be artfully and technically organized in a way that conveys coherence, design, and organization. The
landscaping should enhance the physical environment as well as the project's aesthetic character. Also, requiring
plans prepared by a landscape professional minimizes the likelihood of trees dying or irrterfering with other
adjacent site features.
Therefore, All landscape plans shall be prepared by a landscape architect, landscape designer, or qualified
nurseryman.

Additional Irrigation Notes:
Irrigation Required
All landscape areas regulated by the City Landscape Ordinance (12-13) shall be served with an
automatic underground irrigation system. Additional requirements affecting pressurized
irrigation systems can be found in City Ordinance 9-1-28.
Irrigation Water Source
Use of non-potable irrigation water is required when determined to be available by the City
Public Works Department as regulated by City Ordinance 9-1-28. Ifcity potable water is used, a
separate water meter is recommended so the owner can avoid paying sewer fees for irrigation
water. Potable water shall not be used as a primary irrigation water source on non-residential
lots with more than '/Z acre of landscaping. Year round water availability is also required by
connecting to city potable water or an on-site well as a secondary source.

site is located on the south side of Franklin Road approximately 1/4mile west of Meridian
Road. This development is est'~ated to generate 5,900 additional vehicle trips per day
(depending upon the final land uses) bzsed on the Institute of Transportation Engineers Trip
Generation manual.
Tae Commission approved this project on April 3, 1996. The applicant submitted a revised
a~ess p~ and ~ Commission voted to reconsider the issue during the April 10, 1996
~Cot*tntission meeting. This staff report includes the revised access plan and new project

general commercial development on the sir;,- previously considered for a mobile home park.

H. The north-south inurnal street that connects to Franklin Road (SW 5th Street' is proposed
with a 60-foot right-of-way. The proposed street has been modified to inursect Franklin
Road across from the main driveway to the Hoff Forest Products on the north side of
Franklin Road. The submitted traffic study did not include a warrant analysis for a traffic
signal at Franklin Road a~ SW Sth Strcet. The forec:.st traffic volumes are low enough that
a traffic signal +s not anticipated.
I. The applicant has proposed an extension of SW 3rd Strcet north from Fulmer Avenue to the
ar~rthern property line. Staff intends to extend SW 3rd Street north to Franklin Road when
the adjaceni parcel is redev.loped.
J. The remaining internal streets are proposed to have right-of--way widths of 50-feet. The
District's staixtard right-of--way width for commercial streets is 58-feet wide to accommodate
a 41-foot sweet section with 5-foot wide sidewalks. Staff recommends that atl streets wi~hin
this development be constructed to a 41-foot street se~•tion with 5-foot wide sidewalks within
a 58-foot right-of-way.
K. The parcel has 238-feet of frontage on Franklin Road. SW Sth Street is proposed to intersect
Franklin Road across froth the'main driveway to Hotf Forest Products.'; Ttie centerline of
SW 5th is proposed to beS-feet east of the centerline of the existing 50-footwide driveway
to Heft Forest Products. -The Hoff development is estimated to generate 62S .vehicle trips
per day. Staff recomrtrtnds that ~W Sth Street be incorporated into the reconstruction of
