Huber, Commissioner E-mail: tellus@ACHD.ada.id.us December 31, 2002 TO: Markar Design & Construction Inc. 2830 Duance Drive Meridian, Idaho 83642 SUBJECT: MCZC-02-064 Design and construction office/storage facility 2065 East Fairview Avenue The Ada County Highway District (ACRD) staff has received and reviewed the application and site plan for the item referenced above and is submitting this no review letter (the facility is existing) in response to the lead agency's request for comment. However the site has no sidewalk abutting the frontage. ACRD policy would require the construction of sidewalk to further continue the existing improvements to the west and to extend improvements to the east of the site. Based on the submitted information, it has been determined that the proposed development will generate less than 10 additional vehicle trips per day (VTD); ACRD policy states that no site related improvements will be required for developments generating less than 10 additional VTD. Notification to the City of Meridian: The applicant should be required to construct a 5-foot wide detached concrete sidewalk on Fairview Avenue located 2-feet within the existing right- of-way to match improvements to the west. Coordinate the location and elevation of the sidewalk with District staff. If the sidewalk meanders outside of the right-of-way, provide an easement for the sidewalk. The District will require a license agreement for the landscape sfrip with the detached sidewalk. An agreement must be approved prior to scheduling the final plat for signature. Please contact the Righf-of-Way Division at 387-3271 for guidelines. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are generated, then ACRD will review the site plan and may issue requirements based on the ACRD Policy Manual. ACRD policy requires that before any improvements of any kind are constructed or installed within the public right-of-way, a permit or license agreement permitting the improvements must be obtained. All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACRD Ordinances unless specifically waived in writing by the District.
