Conditions of Approval: Project is subject to all current City Ordinances and conditions of approval
for Baldwin Park Subdivision. The issuance of this permit does not release the applicant from
any requirements of the approved Annexation & Zoning (File No. AZ -01-027), Preliminary
Plat (File No. PP -01-024), and Final Plat (File No. FP -03-016B) issued for this development.
Silage: No signs are approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance.
Landscaping. The Landscape Plan is approved per the plan stamped 5/7/03. The approved landscape
plan is not to be altered without prior written approval of the Planning & Zoning Department.
No field changes to site plan permitted; prior written approval of all material changes is
required.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per
the specifications provided.
Fencing: Perimeter fencing around the pool and around the common lot is approved as proposed.
Curbing: Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other
vehicle use areas, must be protected by curbing, wheel stops, or other approved protective
devices. Curbing may be cut to allow for storm water runoff.
Protection of Existing Trees: Any existing trees on site must be protected in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per Ordinance 12-13-13-4,
coordinate with the Parks Department Arborist (Elroy Huff) for approval of protection
measures prior to construction. Any severely damaged tree must be replaced in compliance
with Ordinance 12-13-13-6.
Parking Off-street parking is approved as shown on the approved site plan. All standard parking
stalls must be 9 x 19 minimum and drive aisles must be at least 25 feet wide (MCC 11-13-5).
Project engineer/architect shall certify that the number and size of handicap -accessible spaces
conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have
signage in accordance per ADA.
Sidewalks: All sidewalks shall be constructed as submitted and in accordance with the Meridian City
Code requirements (MCC 12-5-2.K). Sidewalks shall be constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with the Meridian City Code.
Li tin : Lighting shall not cause glare or impact the traveling public or neighboring development.
Trash Enclosure: Trash receptacles will be provided in changing areas and small cans will be
provided around the pool. Trash will be pulled to the curb by the HOA.
Handicap -Accessibility: The structure, site improvements and parking must be in compliance with all
federal handicap -accessibility requirements.
ACRD Acceptance: Applicant shall be responsible for meeting the requirements of ACRD as they
pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a
building permit. If any changes must be made to the site plan to accommodate the ACRD
requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning
staff for approval prior to the issuance of a building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by
providing surety to the City in the form of a Letter of Credit or cash in the amount of 110%
of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy. No occupancy will be granted until the final plat for the property is
recorded.
Plan Modifications: The approved Site Plan and Landscape Plan, stamped 5/7/03 are not to be
altered without prior written approval of the Planning & Zoning Department. No significant
field changes to the site or landscape plans are permitted; prior written approval of all changes
is required.

Irrigation Water Source
Use of non -potable irrigation water is required when determined to be available by the City
Public Works Department as regulated by City Ordinance 9-1-28. If city potable water is used, a
separate water meter is recommended so the owner can avoid paying sewer fees for irrigation
water. Potable water shall not be used as a primary irrigation water source on non-residential lots

Strata has completed the initial soils exploration and requested laboratory testing for the
proposed Linder Subdivision in Meridian Idaho. The purpose of our work was to evaluate the
subsurface information for stormwater percolation rates, R -value for pavement design and
groundwater level via observation wells. 'The following letter report presents the soil types
encountered during our field exploration on December 16, 2000, as well as estimated percolation
rates for soils encountered below 5 feet, and R -Values at two test pit locations as outlined in our
proposal dated December 15, 2000.
At the conclusion of our subsurface evaluation, the test pits were loosely backfilled even with
the existing ground surface to reduce the hazard associated with open excavations. The test pit locations.
were staked and the stakes were labeled. We recommend that the test pit locations be surveyed in the
field so -.that an -accurate record of their actual location can be obtained. Test pits located beneath
proposed building, pavement or sidewalk areas should be re -excavated and backfilled with structural fill
and compacted to 95% of ASTM D 698 (Standard Proctor). This will help to reduce local settlement.
Site Description
The approximate 80 -acre site consisted of a level, farmed field surrounded by farmland
which was located on the north side of the Lemp Canal Lateral halfway between Ustick and
McMillan Roads on the east side of Linder Road. The location is indicated on the Vicinity Map
included on Plate 1 at the end of this report.
Subsurface Conditions
Four test pits were excavated at sites paced off and staked by Dave Yorgason in the
approximate locations of proposed Test Pits 1, 2, 4 and 5 indicated on the proposed Site Plan by
Briggs Engineering. The approximate locations are indicated on the Site Plan presented on Plate 2.
The soils encountered at each test pit location were visually evaluated and the soil profiles were logged
in the field' by our field engineer in accordance with the Unified Soil Classification System (USCS).
The individual test pit logs are included on Plates 3 through 6 at the end of this report. A brief
explanation of the USCS is presented on Plate 7 and should be used to interpret the terms on the test pit
logs and in this report.

Soils encountered in the test pits generally consisted of 3.5 feet to 6.5 feet of sandy clay,
sandy silt or sand with clay. The sandy silt was moderately to strongly cemented from about 1.0 feet
to the top of the gravel at 3.5 feet in Test Pit 1. The clay in Test Pit 5 was moderately to strongly
cemented from 1.25 feet to the top. of the gravel at 6.5 feet. Sandy gravel and gravel with silty sand
was encountered below the clay layers. Ground water was encountered in all the test pits at a depth
of 6.75 to 9.25 feet. Observation wells were installed in each test pit to allow monitoring of
groundwater fluctuation.
Some metal pieces and burned wood were encountered from 4 to 6 feet in Test Pit 4. The
extent of this undesirable fill can only be determined with,additional exploration of the area.
Estimated Percolation Rates.
Percolation rates for stormwater disposal are estimated to be very slow in the stiff to very
stiff and hard clay encountered in Test Pits 2, 4 and 5 to depths of 6.5 feet. The estimated range of
percolation rate for clay soils is less than 0.25 inches per hour. Sand and sandy gravel encountered
at a depth of 6.0 to 6.5 feet (at 3.5 feet in Test Pit 1) are likely to have percolation rates greater than 8
inches per hour.
Laboratory Testing
Select soil samples obtained from the test pits were further evaluated by laboratory testing
which included one grain -size analysis (percent passing the No. 200 sieve) and one Atterberg limits
test. Sampling for pavement R -values was requested by Briggs Engineering for Test Pits 1 and 4.
Samples were obtained for R -values at a depth of 1.5 feet in Test Pits 1 and 4. Results of the
laboratory testing are included on the associated test pit logs.
R -Value Evaluation
Laboratory testing measured an R=value of "53 for the weak to moderately cemented; fine,
sandy silt in Test Pit 1. An R -value of 9 was measured for the clay with sand soil s4mple from Test
Pit 4. The R -value test results are enclosed. Based on the limited number of test pits, the pavement
subgrade soil at a depth of 1.5 feet appears to be clay for the majority of the site except for Test Pit 1
where cemented silt was encountered. We suggest using the R -value of 9 for pavement design for
the majority of the site. The R value of 53 could be used in the area of Test Pit 1 and other locations
where cemented silt is encountered at pavement subgrade elevation. However, to better understand

In response to your request for comment, the Ada County Highway District (ACHD) staff has reviewed the
submitted application and site plan for the item referenced above. It has been determined that the Right -of -
Way and Development Services Department does not have any site-specific requirements for you at this time.
However the applicant shall be required to contact the ACHD Drainage staff at 387-6250 for Lot 3, Block 11
of Baldwin Park Subdivision No. 3.
♦ Baldwin Park Subdivision No. 3 plat note # 10:
Lot 3, Block 11 is a non -buildable lot to be owned and maintained by the Baldwin
Park Home Owners Association, or its assigns, and shall be used as
landscape/drainage lots. Said lots are covered by a blanket storm drainage
easement in favor of the Ada county Highway District for heave maintenance of
drainage facilities Said easement shall remain free of all encroachments and
obstructions (including fences and trees) which may adversely affect drainage or
operation and maintenance of storm water facilities. Said lots are also covered by
blanket public utilities, pressure irrigation and homeowner's pedestrian access
easement
♦ Application materials shall be submitted to ACHD Drainage staff for review and
requirements. The applicant shall submit to the Right -of -Way and Development
Services Department a letter from ACHD Drainage staff regarding said requirements
prior to District approval and issuance of a building permit (or other required permits),
whichever occurs first.
If the site plan or use should change in the future, ACHD will review the site plan and may require
improvements to the transportation system at that time.
Prior to the construction or installation of any roadway improvements (curb, gutter, sidewalk, pavement
widening, driveways, culverts, etc), a permit or license agreement must be obtained from ACHD. In addition to
any costs associated with a permit or license agreement, a roadway impact fee will be assessed by ACHD and
will be due prior to the issuance of a building permit.

In accordance with.ACHD's standard requirements, the applicant shall:
• Meet District drainage requirements,
♦ Replace or repair any damaged curb, gutter and sidewalk (as determined by
Construction Services),
♦ Bear all costs for the relocation of utilities associated with improving street frontages,
♦ Contact the District's Utility Coordinator or Construction Services Department in
regard to all utility street cuts to determine if the pavement is less than five years old.
These provisions are in accordance with the Ada County Highway District Policy Manual, ISPWC Standards,
Construction Services policies and procedures as well as all applicable ACHD Ordinances. If you should have
