CONTENTS OF CZC APPLICATION
(Incomplete applications will not be processed)
An application for a Certificate of Zoning Compliance shall be filed with the Planning and Zoning staffby
the owner of the property or the applicant of the proposed use. The application shall contain the
following information:
7CCompleted and signed CZC application form.
2. ~C The last deed of record for the subject property.
3. X Notarized Affidavit of Legal Interest (attached).
4. ~CFOUr (4) copies of a detailed site plan, drawn to a scale of not less than 1"=50'. Also include
XFour (4) copies of an 8 '/2" x 11"reduction of the site plan.
S.X Submit a scalable Vicinity Map of the subject property and surrounding properties (a map may
be obtained from the Meridian Planning & Zoning Department).
6. ~( Three (3) copies of the landscape design in compliance with the Landscape Ordinance, drawn
to a scale of not less than 1"=50'. Also, include three (3) copies of an 8 %2" x 11" reduction.
See attached landscape submittal requirements.
7. Three (3) copies of irrigation performance spe~cifi~ation complianc with the Landscape

8. ~ Written approval or a stamped site plan from Sanitary Service Company (SSC) indicating thaj

ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACRD as
they pertain to this application. All impact fees, if any, shall be paid prior to the issuance of a
building permit. If any changes must be made to the site plan to accommodate the ACHD
requirements, a new site plan shall be submitted to the City of Meridian Planning & Zoning
Department for approval prior to the issuance of a building permit.

The Ada County Highway District (ACHD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that the proposed development does not have frontage on
an ACHD roadway. Therefore, ACRD has no site improvement reouirements attributable to this application.
ACHD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, apermit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACHD
Development Policy Manual. Contact District staff at 387-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are collected in accordance with Ordinance #197, the Ada County Highway District Road Impact Fee Ordinance.

Comments:
Scope of Development: The issuance of this Certificate of Zoning Compliance is valid only for the
construction and operation of a new 2,500 square foot accessory office building, and a contractor's
storage yard for concrete products.
Approved Plans: The Site Plan and Landscape Plan, date stamped "approved" 03/19/03, aze
approved as submitted.
Signage: No new signs aze approved by the issuance of this certificate. All new signs require a sign
permlt from the City of Meridian prior to installation. Temporary signs are prohibited, and shall be
removed within three days notice. This property is subject to a planned sign program approved by the
City of Meridian. All new signage shall be incompliance with the approved sign program.
Parkins: Off-street parking is approved as depicted on the submitted and approved site plan(s). All
handicap parking, signage, striping and ramps must be designed and constructed to current ADA
standazds.
Existing Improvements: All existing site improvements shall be retained and protected during
construction.
Lighting: All new lighting, whether attached to the building or placed within the parking azea, shall
not cause glare for or otherwise impact the traveling public or neighboring developments, as
determined by the City.
ACRD Acceptance: Applicant shall be responsible for meeting the requirements of ACRD as they
pertain to this type of development. All impact fees, if any, shall be paid prior to the issuance of a

Plan Modifications: The Site Plan is not to be altered without prior written approval of the Planning
& Zoning Department. No field changes to the site plan are permitted; prior written approval of all
changes is required. City's failure to specifically identify requirements in this Certificate of Zoning
Compliance does not relieve owner of responsibility for compliance.

Dear Mr. McKinnon:
This request is for the approval of our minor modifications to existing Zoning Compliance
letter dated September 29, 2002. We have modified the location of the proposed storm
drainage pond and have added additional parking spaces. These changes are minor in nature
and ask for your approval to allows us to submit the building permits on the site.
These changes are as follows:
We have flipped the location of the parking and are now proposing 26 parking spaces.
We have rotated the location of the storm drainage pond.
Fire Department turn-around has flipped to the north near the pond.
The following remains the same:
• The new office building will be 50 feet X 50 feet in size and location is unchanged.
• The proposed landscaping around the northeast corner of the project has not changed.
• Building setbacks unchanged.
• Private road is existing.
• Zoning is 1-L (industrial)
• Fencing is unchanged, expect around the northside of the turn-around.
• Lighting is unchanged.
• Trash will be store next to office.

An application for a Certificate of Zoning Compliance shall be filed with the Planning and Zoning staff
by the owner of the property or the applicant of the proposed use. The application shall contain the
following information:
1. Completed and signed CZC application form
2.~ The last deed of record for the subject property.
3~ Notarized Affidavit of Legal Interest (attached).
4. /Four (4) copies of a detailed site plan, drawn to a scale of not less than 1 "=50'. Also include
/Four (4) copies of an 8 %" x 11" reduction of the site plan.
5. ~ Submit a scalable Vicinity Map of the subject property and surrounding properties (a map may
be obtained from the Meridian Planning & Zoning Department).
6. /Throe (3) copies of the landscape design in compliance with the Landscape Ordinance, drawn
to a scale of not less than 1 "=50'. ALso, include (3) copies of an 8 %z" x 11"reduction. See
attached landscape submittal requirements.
7. ~ Three (3) copies of irrigation performance specifications in compliance with the Landscape
Ordinance. (Form attached)
8. ~ Written approval or a stamped site plan from Sanitary Service Company (SSC) indicating that
the designs of the trash enclosure and access drive are acceptable.
9. ~ A calcu]ations table that shall list the number of parking stalls, building size, lot size,
landscaping, open space, setbacks, fencing, screening and coverage.
10. ,/ A written statement from the applicant detailing the proposed use(s) of the property. Please list
as many details as possible.

ACRD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as

Additional Irrigation Notes:
Irrigation Required
All landscape areas regulated by the City Landscape Ordinance (12-13) shall be served with an
automatic underground irrigation system. Additional requirements affecting pressurized imgation
systems can be found in City Ordinance 9-1-28.
Irrigation Water Source
Use of non-potable irrigation water is required when deternlined to be available by the City Public
Works Department as regulated by City Ordinance 9-1-28. If city potable water is used, a separate
water meter is recommended so the owner can avoid paying sewer fees for imgation water. Potable
water shall not be used as a primary irrigation water source on nonresidential lots with more than'/z
acre of landscaping. Year round water availability is also required by connecting to city potable water
or an on site well as a secondary source.

Overspray
Sprinkler heads must be adjusted to reduce overspray onto impervious surfaces such as sidewallcs,
driveways, and parking areas.

automatic underground irrigation system. Additional requirements affecting pressurized irrigation
systems can be found in City Ordinance 9-1-28.

Use of nonpotable irrigation water is required when determined to be available by the City Public
Works Department as regulated by City Ordinance 9-1-28. If city potable water is used, a separate
water meter is recommended so the owner can avoid paying sewer fees for irrigation water. Potable
water shall not be used as a primary irrigation water source on nonresidential lots with more than %i
acre of landscaping. Year round water availability is also required by connecting to city potable water
or an on-site well as a secondary source.

Note to File:
I inspected this site on 10/30/06 and found the configuration of the site
did not match the approved plans. I told Steve Jacobsen (890-8979) that
he needed to submit a revised landscape plan ~t site plan for review by
the Planning Department.
The site does not have trees (1 per 35') along the north boundary
bordering UPRR, a 5' wide buffer along a portion of the north property
boundary and parking, or trees within the two planter islands next to the
building.
