In response to your request for comment, the Ada County Highway District (ACHD) staff has reviewed the
submitted application and site plan for the item referenced above. It has been determined that the Right-of-
Way and Development Services Department does not have any site specific requirements for you at this time
due to the fact that the proposed parking lot expansion will:
• Generate less than 10 additional vehicle trips per day (VTD).
Direct access to arterials and collectors is normally restricted (District policy 7207.8). District policy 72-F4 (2)
requires driveways located on collector roadways near a stop controlled intersection to be located a minimum
of 950-feet from the intersection for afull-access driveway and a minimum of 190-feet from the intersection for
a right-in/right-out only driveway. The proposed driveway onto Stratford Drive meets District policy for location.
Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the
roadway. In accordance with District policy 7207.9.1, the applicant should be required to pave the driveway its
full width and at least 30-feet into the site beyond the edge of pavement of the roadway and install pavement
tapers with 15-foot radii abutting the existing roadway edge. If the site plan or use should change in the future,
ACHD will review the site plan and may require improvements to the transportation system at that time.
A traffic impact fee may be assessed by ACHD and will be due prior to the issuance of a building
permit. Contact ACRD Planning & Development Services at 387-6170 for information regarding impact
fees.
Prior to the construction or installation of any roadway improvements (curb, gutter, sidewalk, pavement
widening, driveways, culverts, etc), a permit or license agreement must be obtained from ACHD.
In accordance with ACHD's standard requirements, the applicant shall:
• Meet District drainage requirements,
• Replace or repair any damaged curb, gutter and sidewalk (as determined by
Construction Services),
• Bear all costs for the relocation of utilities associated with improving street frontages,
• Contact the District's Utility Coordinator or Construction Services Department in
regard to all utility street cuts to determine if the pavement is less than five years old.

These provisions are in accordance with the Ada County Highway District Policy Manual, ISPWC Standards,
Construction Services policies and procedures as well as all applicable ACRD Ordinances. If you should have
