The City's failure to specifically detail all such requirements in this Certificate of Zoning Compliance does not relieve owner ofresponsibility for compliance. Bollards: The existing bollards at the existing curb cut must be removed to provide access and circulation for the proposed parking lot expansion. Pathway: The Comprehensive Plan shows a required multi-use pathway along Nine Mile Creek, bordering the west side of the project. Staff strongly supports construction of a pathway at this time if the applicant is willing; however, it is not specifically required for the proposed parking lot expansion. If the pathway is constructed, coordinate the design specifications with the Meridian Parks Dept. If it is not constructed at this time, the applicant is placed on notice that a pathway will be required with any future rezone or conditional use permit for the building that uses the proposed parking lot. Staffnotes that NMID's 60-foot easement (30 feet from centerline) along the creek is preserved for future pathway access. Signage: No signs are approved with this CZC. All signs will require a separate sign permit in compliance with the sign ordinance. Landscaping: The Landscape Plan is approved per the plan stamped 7/17/03. The approved landscape plan is not to be altered without prior written approval of the Planning & Zoning Department. No field changes to site plan permitted; prior written approval of all material changes is required. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the plans and specifications provided and in compliance with Ordinance 12-13-8. Curbin :Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking stalls, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for stormwater runoff. Parkin: Off-street parking is approved as shown on the approved Site Dimension & Striping Plan. All standard parking stalls must be 9 x 19 minimum and drive aisles must be at least 25 feet wide. The 18.5 foot stalls adjacent to Stratford Dr. are approvedwith asix-inch overhang as depicted on the approved plan. Project engineer shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act. Handicap-Accessibility: All site improvements and parking must be in compliance with all federal handicap-accessibility requirements. Total parking provided on site is 373 spaces; four of the spaces are handicap-accessible. According to Uniform Federal Accessibility Standards, for 300-400 parking spaces, 8 accessible spaces are required. This will require restriping at least 4 additional handicap parking spaces in front of the existing buildings. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development. Trash Enclosure: No new trash enclosure is proposed with the parking lot expansion. Any future addition of trash enclosure(s) must be reviewed by the Planning & Zoning Dept. and approved by Sanitary Services Corporation. ACRD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as they pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning Staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: The approved Site Dimension & Striping Plan and Landscape Plan, stamped 7/1/03 are not to be altered without prior written approval of the Planning & Zoning Department. No significant field changes to the site or landscape plans are permitted; prior written approval of all such changes is required.
