Conditions of AQproval: Project is subject to all current City Ordinances and conditions of approval
for the Carol Professional Center. The City's failure to specifically identify all ordinance
requirements in this Certificate of Zoning Compliance does not relieve owner ofresponsibility
for compliance.
Signage: No signs aze approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance.
Landscaping: The Landscape Plan is approved per the plan stamped 9/26/02. The approved
landscape plan is not to be altered without prior written approval of the Planning & Zoning
Department. No field changes to site plan permitted; prior written approval of all material
changes is required.
Irri ation: An underground, pressurized irrigation system must be installed to all landscape azeas per
the plans and specifications provided.
Curbing: Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other
vehicle use areas, must be protected by curbing, wheel stops, or other approved protective
devices. Curbing may be cut to allow for stormwater runoff.
Protection of Existin Trees: At least three existing trees will be retained. Per Ordinance 12-13-13-
4, coordinate with the Parks Department Arborist (Elroy Huffj for approval of protection
measures prior to construction. Any severely damaged tree must be replaced in compliance
with Ordinance 12-13-13-6.
Pazkine: Off-street pazking is approved as shown on the approved site plan. All standazd pazking
stalls must be 9 x 19 minimum and drive aisles must be at least 25 feet wide. Project engineer
shall certify that the number and size of handicap-accessible spaces conforms to the
Americans with Disabilities Act. One van-accessible handicap stall is required per the
approved plan.
Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all
federal handicap-accessibility requirements.
Li~htin~: Lighting shall not cause glare or impact the traveling public or neighboring development.
Trash Enclosure: No trash enclosure is proposed on site. The applicant submitted a signed
agreement with the property owner to the south to share their existing trash enclosure. SSC
has approved this agreement. If the agreement ever becomes null and void, a separate trash
enclosure will be required on the subject property.
ACHD Acce tp ance: Applicant shall be responsible for meeting the requirements of ACHD as they pertain to
this development. All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall
be submitted to the City of Meridian Planning and Zoning Stafffor approval prior to the issuance of a
building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by
providing surety to the City in the form of a Letter of Credit or cash in the amount of 110%
of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy.
Plan Modifications: The approved Site Plan and Landscape Plan, stamped 9/26/02 are not to be
altered without prior written approval of the Planning & Zoning Department. No significant
field changes to the site or landscape plans are permitted; prior written approval ofall changes
is required.

by the owner of the property or the applicant of the proposed use. The application shall contain the

LANDSCAPE ~ SUBMITTAL REQUIREMENT
Applicability
All applications for a Certificate of Zoning Compliance (CZC) and Final Plat (FP) must comply with all
requirements of the `Contents' section below for a detailed landscape plan. Applications for a Conditional
Use Permit (CUP) and Preliminary Plat (PP) are exempt from requirements M, N, O, and P of the
`Contents' section and may instead show conceptual landscaping with tree locations only and conceptual
screening structures; all other sections of the landscape ordinance still apply.
Plan Size & Scale
The landscape plan must have a scale no smaller than 1 "=50' (1 "=20' is preferred) and be on a standard
drawing sheet, not to exceed 36"x48" (24"x36" is preferred). A plan which cannot be drawn in its entirety
on a single sheet must be drawn with appropriate match lines on two or more sheets.
Number of Copies
The number of copies of the landscape plan that must be submitted is shown on the following schedule:
• Conditional Use Permit: 10 copies
• Preliminary Plat: 10 copies
Final Plat: 3 Copies
• Certificate of Zoning Compliance: 3 Copies
Contents
The landscape plan shall comply with the provisions of this ordinance and shall include the following
elements.
A. .Date, scale, north arrow, and title of the project.
B. Names, addresses and telephone numbers of the developer and the person/firm preparing
the plan.
C. Existing boundaries, property lines, and dimensions of the lot.
D. Relationship to adjacent properties, streets, and private lanes.
E. Easements and right-of--way lines on or adjacent to the lot.
F. Existing/proposed zoning of the lot, and the zoning and land use of all adjacent properties.
G. Existing natural features such as canals, creeks, drains, ponds, wetlands, floodplains, high
groundwater areas, and rock outcroppings.
H. Location, size, and species of all existing trees on site with trunks 4 inches or greater in
diameter, measured 6 inches above the ground. Indicate whether the tree will be retained
or removed.
[. A statement of how existing healthy trees proposed to be retained will be protected from
damage during construction.
J. Existing buildings, structures, planting areas, light poles, power poles, walls, fences,
berms, parking and loading areas, vehicular drives, trash areas, sidewalks, pathways,
stormwater detention areas, signs, street furniture, and other man-made elements.
K. Existing and proposed contours for all areas steeper than 20% slope. Berms shall be

minimum planting size and container, and comments (for spacing, staking, and installation
as appropriate).
O. Planting and installation details as necessary to ensure conformance with all required
standards.
P. Design drawings of all required structures for screening purposes.
Q. Calculations of project components to demonstrate compliance with the requirements of
this ordinance, including:

• Width of parking lot perimeter landscape strip
• Buffer width between different land uses
• Number of parking stalls and Percent of parking area with internal landscaping

Landscape Plan Preparation
Preparing a landscape plan requires special skills. Landscaping involves more than a simple arrangement of
plants with irrigation; plants are not haphazardly placed in a way the fills up leftover space. Landscape plans
should be artfully and technically organized in a way that conveys coherence, design, and organization. The
landscaping should enhance the physical environmer-t as well as the project's aesthetic character. Also, requiring
plans prepared by a landscape professional minimizes the likelihood of trees dying or interfering with other
adjacent site features.
Therefore, All landscape plans shall be prepared by a landscape architect, landscape design, or qualified
nutsetyman.

All drainage requires on-site storage in the bio-infiltration trench; therefore, the post-development
volume will be used to size the trench
2. Size Bio-Infiltration Trench
The bio-infiltration trench is sized by equating the storage volume to the volume that will drain into
it. The storage volume is equal to the width x depth x length x the porosity of the drain rock enclosed
within the infiltration trench. From Ref. 1 the porosity of the drain rock is 0.4. The infiltration trench
will be 5 feet deep.
With the required 12-inch thick layer of ASTM C-33 sand below the drain rock in the infiltration
trench it is expected that the design infiltration rate will be between the required infiltration rate
minimum of 0.5 inches/hour and maximum of 8 inches/hour.
An observation well will be incorporated into the infiltration trench.
Infiltration trench size is as follows:
^ Trench SD-1 for Area 1 and 2 = 12 feet wide x 5.0 feet deep x L feet long x 0.4 (porosity of drain
rock) = 644 cubic feet. Solving for length (L) gives 27 feet. Use 27 feet.

The Ada County Highway District (ACRD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that the proposed development will generate less than 10
additional vehicle trips per day (VTD); or improvements exist adjacent to the site and ACRD has no site improvement
requirements attributable to this application.
ACRD policy states that no site related improvements will be required for developments generating less than 10
additional VTD. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are
generated, then ACRD will review the site plan and may issue requirements based on the ACRD Policy Manual.
ACRD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, apermit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACRD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACRD
