No field changes to site plan permitted; prior written approval of all material changes is required. r Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas (including the south property area, beyond the existing fence) per the plans and specifications provided. /C_ urbin~: Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for stormwater runoff. Protection of Existin Tg rees: At least three existing trees will be retained. Per Ordinance 12-13-13- 4, coordinate with the Parks Department Arborist for approval of protection measures prior to construction. Any severely damaged tree must be replaced in compliance with Ordinance 12-13-13-6. Parking Off-street parking is approved as shown on the approved site plan. All standard • perpendicular parking stalls must be 9 x 19 minimum and drive aisles must be at least 25 feet wide. All parallel pazking stalls must be 9 x 23 and one-way drive aisles must be at least 12 feet wide. Project engineer shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act. One van-accessible handicap stall is required per the approved plan. Per the redline comment, the handicap space must be widened to accommodate an 8-foot stall and 8-foot aisle, for a total width of 16 feet. This will require shifting the pazking azea 2 feet south. ~~Piping of Ditch: The Rutledge Lateral, along the south property line must be tiled per Ordinance 12- 4-13.A. If the applicant wishes to make a case for a waiver of the requirement to pipe the ditch, a `Miscellaneous Application' form must be submitted to have the issue considered by City Council. The Nine Mile Creek is a natural waterway and will not be required to piped. Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development. -/Trash Enclosure: All dumpsters must be screened from view and not be visible by the public or from adjacent properties. Trash enclosure must be built in the location and size as approved by SSC. ~'"ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as they pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning Stafffor approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for Temporary Occupancy. The project is located at 521 W. Broadway, Meridian, ID 83642. The proposed development is situated on a 0.66 acre site that is zoned I-L (Light Industrial). Development features consist of a the following: • Conversion of an approximately 1,300 sq. ft. house into an office with the detached, garage becoming storage for the office. • Construction of a new 3,600 sq. ft. (approximately) garage for the storage of fleet vehicles. The garage will contain an .employee restroom and laundry facility. The garage will have two overhead doors on the north wall and three overhead doors on the south .wall. The design will allow for fleet vehicles to pull through the garage without backing. A total of fourteen (14) parking,spaces will be provided in compliance with the Meridian Zoning Ordinance. Parking: calculations included one stall per 400 sq. ft. for the office plus one for each employee. The office building will have up to three employees and there are seven fleet drivers. A one-way drive will be provided around the new garage to facilitate vehicle circulation. The site will provide landscape buffers on all sides. The east side of the site is adjacent to an existing single-family residence. A twenty-four (24) foot wide landscape buffer has been provided along the east side (with the exception of where the existing house was located).: Tree plantings are heaviest along the north portion of the east landscape buffer due to the fact that the neighboring house is located on the north portion of the lot and an extensive planting of trees is provided on the south portion of the neighboring property. The west side of the site is adjacent to an existing contracting business (including. an outdoor storage area across the majority of the site). A five (5) foot wide landscape buffer has been provided along the west side. The south side of the site is adjacent to the Nine Mile Drain with railroad right-of--way beyond. This side has atwenty-five (25) foot wide landscape area. Finally, the north side of the site has residential across W. Broadway.. St. A twenty (20) foot wide landscape buffer is proposed along the north portion of the site. Executive Drive, Suite B Boise, Idaho 83713 SUBJECT: MCZC-02-041 Convert residence to capret cleaning & restoration business 521 West Broadway The Ada County Highway District (ACRD) staff has received and reviewed the application and site plan for the item referenced above and is submitting this no review letter in response to the lead agency's request for comment. ACRD cannot require the following list of improvements because the change of "use" will generate less than 10 new vehicle trips per day. However ACRD submits the following special recommendations to the City of Meridian. - The applicant should be required to construct, curb, gutter, 5-foot wide concrete sidewalk and match paving on Broadway abutting the parcel. Improvements shall be constructed to one-half of a 36-foot street section. - The applicant should be required to replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. Contact Construction Services at 387-6280 (with file number) for details. - The applicant should be required to pave the driveway to its full-required width up to a maximum of 35- feetand to a point 30-feet beyond the edge of pavement of Broadway. Based on the submitted information, it has been determined that the proposed development will generate less than 10 additional vehicle trips per day (VTD); or improvements exist adjacent to the site and ACRD has no site improvement requirements attributable to this application. ACRD policy states that no site related improvements should be required for developments generating less than 10 additional VTD. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are generated, then ACRD will review the site plan and may issue requirements based on the ACRD Policy Manual. ACRD policy requires that before any improvements of any kind are constructed or installed within the public right-of- way, apermit or license agreement permitting the improvements must be obtained. All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACRD Ordinances unless specifically waived in writing by the District.
