Comments:
Conditions of Approval: Project is subject to all conditions of the Preliminary/Final Plat for this
property as approved by City Council. The City's failure to specifically identify requirements
in this Certificate of Zoning Compliance does not relieve owner of responsibility for
compliance.
Signage: No signs are approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance.
Landscapin . The Landscape Plan, as approved by David McKinnon on 11/02/01, must be modified
to include the additional trees along the west property line, per the approved site plan
(stamped 8/22/02). In addition to the required trees, all landscape areas must be covered with
shrubs or vegetative groundcover per the approved Landscape Plan. The landscape plan is
not to be altered without prior written approval of the Planning & Zoning Department. No
field changes to site plan permitted; prior written approval of all material changes is required.
Note: All required trees and other landscaping around the west, south, and east property lines
of Darol's Patch Subdivision must be in place prior to occu-ancy of the proposed new
building. A letter of credit or bonding will not be allowed to secure temporary occupancy o
the building. Per the conditions of approval, "all landscaping is to be completed prior to
obtainingc_ ertificates of occupancy
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per
the plans and specifications provided.
Parking_ Off-street parking is approved as shown on the revised site plan. All standard parking stalls
must be 9 x 19, minimum and drive aisles must be at least 25 feet wide. Project engineer shall
certify that the number and configuration of handicap -accessible spaces conforms to the
Americans with Disabilities Act. One van -accessible and two standard handicap stalls are
required per the approved plan.

Handicap -Accessibility: The structure, site improvements and parking must be in compliance with all
federal handicap -accessibility requirements.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development.
Trash Enclosure: All dumpsters must be screened from view and not be visible by the public or from
adjacent properties. Trash enclosure must be built in the location and size as approved by
SSC.
ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as they pertain to
this development. All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall
be submitted to the City of Meridian Planning and Zoning Staff for approval prior to the issuance ofa
building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy.
Plan Modifications: The approved Site Plan and Landscape Plan are not to be altered without prior
written approval of the Planning & Zoning Department. No significant field changes to the
site or landscape plans are permitted; prior written approval of all changes is required.

The following responses address the concerns regarding the site design for the subdivision
noted above.
1. A parking calculation table has been added to the site plan to compare with the
requirements.
2. A 5'-0" landscaping strip has been added to the plans on the west side of the property
between the back property line and the building.
3. One of the handicapped parking spaces at the front of the building has been modified to be
van accessible.
4. ADA County Highway District (ACHD) has approved the curb cuts to the building from
Commercial Street. Attached with this response is a copy of the approval letter from
ACHD
It is believed that these were all the concerns that were discussed. Please call if the concerns need
to be clarified further or if you have any further concerns or other questions.

1. SEVEN GATES INDUSTRIAL PARK s a 4 -lot commercial subdivision on 4.94 -acres. This site is located at the
southwest comer of Commercial Street and Machine Avenue.
2. Seven Gates Industrial Park preliminary plat is being submitted concurrent with the final plat. District staff will
pull the final plat from the agenda if all preliminary plat conditions have not been met by the November 17`h
meeting date.
3. The preliminary plat is anticipated to be approved on NOVEMBER 10, 1999, as a staff level. All conditions of
the preliminary plat have been satisfied.
RECOMMENDATION:
1. Approve the final plat of SEVEN GATES INDUSTRIAL PARK SUBDIVISON and authorize the President to
endorse.

Facts and Findings:
CITY OF iN UIDLAN,
Commercial Street
A. The Ada County Highway District (ACRD) staff has received the above referenced application
requesting preliminary plat approval for a 4 -lot industrial subdivision. The 4.94 -acre site is
located at the southwest corner of Commercial Street and Machine Avenue. This development is
estimated to generate 100 additional (260 existing) vehicle trips per day based on the Institute of
Transportation Engineers Trip Generation manual.
B. The application and site plan stamped as received by the City of Meridian on September 30,
1999, and submitted to the District on October 21, 1999, have been reviewed by the ACHD
Planning and Development staff and conforms to applicable District standards/policy, or can be
made to conform with the change(s) to the plan described in the requirements stated below.
This is a staff level approval and will not be heard by the ACHD Commission unless the site plan
is changed in such a manner as to not conform with District standards/policy or an appeal of the
Planning and Development staff decision is submitted as described within the Standard
Requirements outlined below.
C. The applicant is resubdividing a developed portion of the Layne Industrial Park from three lots to
four lots. Commercial Street is improved with curb, gutter and sidewalk on the north side of the
street, and curb and gutter only on the south side of the street. The Commission approved the
Final Plat for Layne Industrial Park on May 31, 1995, and did not require sidewalk to be
constricted on the south side of Commercial Street.
The following Site Specific Requirements and Standard Requirements must be met or provided for
prior to ACHD approval of the final plat:
Site Specific Requirements:
Provide a recorded cross access easement among the parcels in the subdivision for access to the
public streets prior to final plat approval.
Constrict 30 to 36 -feet wide curb cut driveways on Commercial Street a minimum of 50 -feet
from public street intersections, and 10 -feet from property lines, unless constricting a shared
driveway. Pave the driveways their full required width and at least 30 -feet beyond the edge of
pavement of Commercial Street.
The existing driveways are approved with this application.
4. Utility street cuts in the new pavement are not allowed unless approved in writing by the District.
Contact Construction Services at 387-6280 (with file number) for details.
As required by District policy, restrictions on the width, number and locations of driveways,
shall be placed on future development of this parcel.
Standard Requirements:
This decision of the Planning and Development Supervisor may be appealed to the Ada County
Highway District Commission by the applicant or by another party within 15 calendar days from
the date of this report. The request shall specifically identify each requirement to be
reconsidered and include a written explanation of why such a requirement would result in a
substantial hardship on r inequity, The request will be heard by the District Commission at an
evening meeting within 20 calendar days of the District's receipt of the appeal letter. The
appellant will be notified of the date and time of the Commission meeting.
2. After ACHD Commission action, any request for reconsideration of the Commission's action
shall be made in writing to the Planning and Development Supervisor within two days of the
action and shall include a minimum fee of S 110.00. Th_e request for reconsideration shall
specifically identi each requirement to he reconsidered ana include written documentation Of
data that was not available o the C ommissinn at the time of it's original decision The request
for reconsideration will be heard by the District Commission at the next regular meeting of the

the date and time of the Commission meeting at which the reconsideration will be heard.
Payment of applicable road impact fees are required prior to building construction in accordance
with Ordinance #188, also known as Ada County Highway District Road Impact Fee Ordinance.

4. All design and construction shall be in accordance with the Ada County Highway District Policy
Manual, ISPWC Standards and approved supplements, Construction Services procedures and all
applicable ACHD Ordinances unless specifically waived herein. An engineer registered in the
State of Idaho shall prepare and certify all improvement plans.
The applicant shall submit revised plans for staff approval, prior to issuance of building permit
(or other required permits), which incorporates any required design changes.

6. Construction, use and property development shall be in conformance with all applicable
requirements of the Ada County Highway District prior to District approval for occupancy.
7. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans, or
other regulatory and legal restrictions in force at the time the applicant or its successors in
interest advises the Highway District of its intent to change the planned use of the subject
property unless a waiver/variance of said requirements or other legal relief is granted pursuant to
the law in effect at the time the change in use is sought.
No change in the terms and conditions of this approval shall be valid unless they are in writing
and signed by the applicant or the applicant's authorized representative and an authorized
representative of the Ada County Highway District. The burden shall be upon the applicant to
obtain written confirmation of any change from the Ada County Highway District.
Conclusion of Law:
ACHD requirements are intended to assure that the proposed use/development will not place an
undue burden on the existing vehicular and pedestrian transportation system within the vicinity
impacted by the proposed development.

v Tie into the existing water line with a 1" angle valve with +h" drain valve:
we will use a 1" unioned double Check valve for the back flow device.
The main line will be 1" PVC, Class 200 pipe.
> A 4 -station outdoor CIoCK will be mounted near our power supply.
> 2 -1" valves will be installed.
v 11 will be a 1" Rainbird valve with a 30 PSI pressure reducer. We will
use 1/:" RAM drip tubing with .9 GPH emitters at 12" spacing for all
shrubs.
D /2 will also be a 1" Rainbird valve with a 30 PSI pressure reducer. Each
tree will have a 5 GPH emitter supplying It with water from a 1/z" poly
pipe.
D An expandable manifold will be Installed on the mainline for future
Irrigation considerations.

The Ada County Highway District (ACRD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that the proposed development will generate less than 10
additional vehicle trips per day (VTD); or improvements exist adjacent to the site and ACHD has no site improvement
requirements attributable to this application.
ACHD policy states that no site related improvements will be required for developments generating less than 10
additional VTD. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are
generated, then ACHD will review the site plan and may issue requirements based on the ACHD Policy Manual.
ACHD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, a permit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACHD
Development Policy Manual. Contact District staff at 387-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are collected in accordance with Ordinance #195, the Ada County Highway District Road Impact Fee Ordinance.
