Conditions of Approval: Project is subject to all current City Ordinances and conditions of approval
for the St. Luke's Heliport. The issuance of this permit does not release the applicant from
any requirements of the approved Conditional Use Permit (File No. CUP-03-015) issued for
this development.
Sim No signs are approved with this CZC. All signs will require a separate sign permit in
compliance with the sign ordinance.
Landscapin>;: The Landscape Plan is approved per the plan stamped 7/22/03. The approved
landscape plan is not to be altered without prior written approval of the Planning & Zoning
Department. No field changes to site plan permitted; prior written approval of all material
changes is required.
Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per
the specifications provided.
Fencin :Fencing will be required as shown on the landscape plan.
Curbin :Per Ordinance 12-13-7-9, all landscape areas adjacent to driveways, parking lots, or other
vehicle use areas, must be protected by curbing, wheel stops, or other approved protective
devices. Curbing may be cut to allow for storm water runoff.
Protection of Existing Trees: Any existing trees on site must be protected in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per Ordinance 12-13-13-4,
coordinate with the Parks Department Arborist (Elroy Hui for approval of protection
measures prior to construction. Any severely damaged tree must be replaced in compliance
with Ordinance 12-13-13-6.
Parkin. Off-street parking is approved as shown on the approved site plan. All standard parking
stalls must be 9 x 19 minimum and drive aisles must be at least 25 feet wide (MCC II-I3-5).
Project engineer(architect shall certify that the number and size ofhandicap-accessible spaces
conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have
signage in accordance per ADA.
Sidewalks: All sidewalks shall be constructed as submitted and in accordance with the Meridian City
,Code requirements (MCC 12-S-2.K.}. Sidewalks shall be constructed prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully
vegetated, and shall be designed in compliance with the Meridian City Code.
Li htin :Lighting shall not cause glare or impact the traveling public or neighboring development.
Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all
federal handicap-accessibility requirements.
ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACHD as they
pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a
building permit. If any changes must be made to the site plan to accommodate the ACRD
requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning
staff for approval prior to the issuance of a building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a
Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by
providing surety to the City in the form of a Letter of Credit or cash in the amount of 110%
of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy. No occupancy will be granted until the final plat for the property is
recorded.
Plan Modifications: The approved Landscape Plan, stamped 7/22/03 is not to be altered without
prior written approval of the Planning & Zoning Department. No significant field changes to
the site or landscape plans are permitted; prior written approval of all changes is required.

In response to your request for comment, the Ada County Highway District (ACRD) staff has reviewed the
submitted application and site plan for the item referenced above. It has been determined that the Right-of-
Way and Development Services Department does not have any site specific requirements for you at
this time due to the fact that:
• Roadway improvements currently exist abutting the site.
If the site plan or use should change in the future, ACRD will review the site plan and may require
improvements to the transportation system at that time.
A traffic impact fee may be assessed by ACRD and will be due prior to the issuance of a building
permit. Contact ACRD Planning & Development Services at 387-6170 for information regarding impact
fees.
Prior to the construction or installation of any roadway improvements (curb, gutter, sidewalk, pavement
widening, driveways, culverts, etc), a permit or license agreement must be obtained from ACRD.
In accordance with ACHD's standard requirements, the applicant shall:
• Meet District drainage requirements,
• Replace or repair any damaged curb, gutter and sidewalk (as determined by
Construction Services),
• Bear all costs for the relocation of utilities associated with improving street frontages,
• Contact the District's Utility Coordinator or Construction Services Department in
regard to all utility street cuts to determine if the pavement is less than five years old.
These provisions are in accordance with the Ada County Highway District Policy Manual, ISPWC Standards,
Construction Services policies and procedures as well as all applicable ACRD Ordinances. If you should have

CZC Landscaue Plan Submittal Requirements
Plan Size & Scale: The landscape plan must have a scale no smaller than 1 "=50' (1 "=20' is preferred) and be on a
standard drawing sheet, not to exceed 36"x48" (24"x36" is preferred). A plan which cannot be drawn in its entirety on
a single sheet must be drawn with appropriate match lines on two or more sheets.

Landscape Plan Preparation: Preparing a landscape plan requires special skills. Landscaping involves more than a
simple arrangement of plants with irrigation; plants are not haphazardly placed in a way that fills up leftover space.
Landscape plans should be artfully and technically organized in a way that conveys coherence, design, and
organization. The landscaping should enhance the physical environment as well as the project's aesthetic character.
Also, requiring plans prepared by a landscape professional minimizes the likelihood of trees dying or interfering with
