The school will be used for "students who by their actions on or in District property have been expelled from the District's regular educational facilities...." The site is located on the southwest corner of the entrance to Canna Lily Estates Subdivision. Current zoning of the property is R-4. Staff fmds that the project is not eligible for a CZC and must be approved through the Conditional Use Permit (CUP) process. This determination is based on the following findings: 1. Canna Lily Estates Subdivision was approved as asingle-family residential subdivision and no other uses are permitted per the plat. 2. The proposed Alternative School is not the traditional public school envisioned by the Zoning Ordinance. Therefore, the Schedule of Use that allows public schools in R-4 as a permitted use does not apply to this application. 3. Due to potential impacts of the project on the surrounding residential neighborhood, the residents of Canna Lily Estates Subdivision should be given a chance for input and questions regarding the project. To date, no neighborhood meetings have been held per our conversation this morning. In addition, we advise you to check the Covenants, Conditions & Restrictions of the subdivision to see if there are any covenants that would prohibit such a use. Further, we ask if you have considered the extent of structural upgrades that may be needed to bring the house into compliance with Uniform Fire & Building Codes for such a project. Watertower Lane, Ste. 202 Meridian, Idaho 83642 RE: Certificate of Zoning Compliance Alternative School at 930 Pine Street Ms. Stiles: Meridian Joint School District No. 2 is requesting a Certificate of Zoning Compliance approval for an Alternative School at 930 West Pine Street. The site if located on the southwest corner of the entrance to Canna Lily Estates Subdivision. The site is currently zoned R-4. Educational facilities are an allowed use in a R-4 zone. The existing house will be used to provide educational instruction as required by a Federal Mandate to District students who by their actions on or in District property have been expelled from the District's regular educational facilities and qualify for this Federally Mandated program. At this time and for the beginning of the next school year there are no District students enrolled in this program. Historically, the total number of District students per session has been well below the projected number of eight (8). The school will have two (2) sessions. The morning session will be for middle school age students and the afternoon session will be for high school age students. The maximum total number of students per session will be eight (8) with two (2) administrative /instructional personnel. All students using this facility will arrive by bus. The buses will drop the students off at the sidewalk on Pine Street in front of the house. There will be a concrete walk from the existing sidewalk onto the District's property. The new sidewalk will connect the front and rear entrances to the house. In this manner students attending the Alternative School will not have to walk up the sidewalk along N West 9~'. None of the students will be allowed to drive to this facility so there is no requirement for parking of student vehicles. The only parking of vehicles needed is for the two administrative /instructional personnel. The exteriors of the existing house and garage will remain basically as they appear now. There will be a ramp installed at the front entrance deck to provide access to meet both A.D.A. and UBC 1997 Edition accessibility requirements. The interior of the house will be remodeled to provide an A.D.A. accessible restroom facility. The existing laundry room will be remodeled into the accessible restroom. The front bedroom will have a new mandoor installed in the wall which is common with the entrance vestibule. This office will be for the director of the Alternative School. Carpet will be installed over the hardwood floor in order to provide protection to the existing floors in the current living and dining rooms. The existing lighting will be removed and new fluorescent lighting will be installed. The rest of the existing house will remain as it currently is laid out. The garage will be divided down the middle with a stud and gypsum board wall which will have a mandoor in it for access between the two (2) areas. One area will be used for storage for the Alternative School program while the other area will be used for District storage of records. The site is currently totally landscaped with grass, trees, shrubs, and bark. The District is not planning on removing any of the existing landscaping nor adding to the current landscaping plan other than to install the new sidewalk and ramp. The existing driveway at the back of the site will provide parking for three vehicles. The hours of operation will be the normal school hours. There will be no night classes or after- hour activities which would have an affect on the residents of the area nor require additional p~'~g• There is no work planned to be done in the Right-of--Way on either Pine Street or N 9~' West.
