Signage: All signage is subject to design review and shall require a separate permit. No signage is
permitted in ACI1D right-of-way. No temporary signs shall be permitted.
Lighting All lighting shall be down shielded, hooded or of the forward throw variety, so as not to
directly illuminate or cause glare to spill onto any adjacent property or roadway.
Parking,: All parking spaces and areas of circulation shall be improved with a hard surface as required
per meridian City code. Parking shall be striped as shown on the approved site plan.
ADA Requirements: All construction and site improvements shall meet the minimum requirements
of the Americans with Disability Act.
Landscaping_ All landscaping shall be installed as submitted on the approved site plan and attached
addendum. No substitutions shall be permitted without the written consent of the Planning
and Zoning staff. All dead or diseased plants shall be replaced.
Underground Irrigation: The underground irrigation system shall be designed to provide 100%
coverage and shall be installed as submitted.
Completion of Construction: All required improvements must be completed, installed or bonded for
prior to utilizing the parking lot. A certified check, cash, a letter of credit or other certified
funds in the amount of 110% of the cost of the remaining improvements (including paving,
striping, landscaping, and/or irrigation) will be required prior to allowing any parking on site.
Plan Modifications: The approved Site Plan and Landscape Plan are not to be altered without prior
written approval of the Planning & Zoning Department. No field changes to the site or
landscape plans are permitted; prior written approval of all material changes is

I have reviewed the revised plans for the Meridian Gospel Tabernacle. Please review the following
comments and call me to discuss the outstanding issues. Zc,, 5 pqc+ NV+4&,VWe-*-:
1. Number of Trees: The landscape plan reduces the number of trees from 24 per the approved
CUP to only 14. The missing 10 trees must be added.
v,2. Tree Size: The CUP requires that the size of the trees be 3" caliper. 2" caliper trees are called out
on the plan. 3" trees should be specified on the plan and a reasonable attempt to obtain 3" trees
must be made. If you can document that 3" trees are unavailable, 2-2 '/" caliper trees will be
allowed.
3. Sight Triangles: The maximum height of any shrubs within a sight triangle is 3 feet. The submitted
plan has a few shrubs (ph & dogwood ffiat reach 8-12 feet tall within the sight triangles.
These must be changed to horter � ecies.

The remaining shrubs within the triangle reach approximately 3 feet, but will be on a berm, as per
keynote 9 on sheet 3. Either a note must be added to eliminate the berm within the sight triangle,
or replace the shrubs with a groundcover.
4. Berm: Does the berm along Elm Street and W. First rise at 3:1 from the parking area curb to the
back of sidewalk (see note 9)? This would be similar to Detail 2 of the sidewalk along Meridian
Road on Sheet 1. This would create a berm approximately 3 feet tall. The Findings of Fact on the
CUP mention trying to get the berm to be the height of the car headlights, which this scenario
would accomplish. However, wouldn't this make the sidewalk 3 feet above the adjacent road? If
the berm rises and falls at 3:1 between the parking area curb and the back of sidewalk, the berm
will be approximately 1 % feet tall. Perhaps a detail of this area would help.
5. Species: The main shrub species shown on the plan (Photinia glabra: 70) is not hardy to our
climate. Meridian is a Zone 5 (USDA) and Photinia is a Zone 7. 1 recommend replacing this with
another shrub.
6. Keynotes: The following modifications need to be made to Sheet 3:
• The handicap space with note 14 should be changed to 15.
• The handicap space with note 15 should be changed to 16.
• Delete the note 1 (extruded curb) that is shown in the middle of the drive aisle of Lot 6.
• Modify note 9 to say "shall be planted per the approved landscape plan" instead of "shall be
hydroseeded or sodded".
Note: The other issues previously mentioned, namely drive aisle width, directional arrows, and
irrigation are in compliance.
