Signage: No signs are approved with this CZC. All signs will require a separate sign permit in compliance with the sign ordinance. Landscapirl~: The landscaping is approved as submitted on the site plan dated 11/26/03 existing for the purposes of the subject application. All landscaping must be maintained in a healthy, growing condition at all times per Ordinance 12-13-17. Irr aig tom: An underground, pressurized irrigation system is existing in all landscape areas. Irrigation system should be maintained in conformance with the signed irrigation perfonmance specifications submitted with the application. Fencing: Existing perimeter fencing must be maintained. L~hting: Lighting shall not cause glaze or impact the traveling public or neighboring development. Trash Enclosure: Any dumpsters must be screened from view and not be visible by the public or from adjacent properties, per MCC-11-12-1-C. Handicap-Accessibility:. The structure, site improvements and parking must be in compliance with all federal handicap-accessibility requirements. ACHD Acceptance: Applicant shall be responsible for meeting the requirements of ACRD as they pertain to this development. All impact fees, if any, shall be paid prior to the issuance of a building pen?nit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning and Zoning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to .obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by r a providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remainuig improvements. A bid must accompany any request for Temporary Occupancy. No occupancy will be granted until the final plat for the property is recorded. Plan Modifications: The approved Site Plan, stamped. 1 i/26/03 is not to be altered without prior written approval of the Planning & Zoning Department. No significant field changes to the site or landscape plans are permitted; prior written approval of all changes is required. Flood Plain Classification: The subject property is located in the floodplain. The following section of the Meridian City Code addressing development in the floodplain is applicable to all development on the subject property: 10-6-5: PROVISIONS FOR FLOOD HAZARD REDUCTION: A. General Standards: In all azeas of special flood hazard, the following standards are required: 1. Anchoring: a. All new construction, including buildings designed with subgrade crawl spaces, and substantial improvements shall be designed and adequately anchored to resist flotation, collapse, and lateral movement of the structure resulting from hydrodynamic and hydrostatic loads, including the effects of buoyancy. b. All manufactured homes must likewise be anchored to prevent flotation, collapse or lateral movement, and shall be installed using methods and practices that mimmixe flood damage. Anchoring methods may include, but are not limited to, use of over the top or frame ties to ground anchors (reference FEMA's "Manufactured Home Installation In Flood Hazard Area" guidebook for additional techniques). 2. Construction Materials And Methods: a. A11 new construction and substantial improvements, including those that have portions of the building below the BFE, shall be constructed with materials resistant to flood damage. This includes not only the foundation walls of the crawl space used to elevate the building, but also all joints, insulation or other materials that extend below the BFE. b. All new construction and substantial improvements shall be constructed using methods and practices that minimi~.e flood damage. c. All building utility systems, including electrical, heating, ventilation, plumbing, air conditioning, ductwork and other service facilities shall be elevated above the BFE or otherwise protected so that floodwaters cannot enter or accumulate within the system components during flood stage. (Ord. 02-991, 12-17-2002) 3. Utilities: a. All new and replacement water supply systems shall be designed to minimise or eliminate infiltration of floodwaters into the system; insurance manual. They must submit for a special rating under the "submit to rate process" by an underwriter familiar with below grade crawl space construction. B. Specific Standards: In all azeas of special flood hazard where base flood elevation data has been provided as set forth in subsection 10-6-3B or 10-6-4C3 of this chapter, -the following provisions aze required: 1. Residential Construction: a. New construction and substantial improvement of any residential structure shall have the lowest floor, excluding approved below grade crawl spaces, elevated to or above base flood elevation. b. Fully enclosed areas, other than allowable below grade crawl spaces, which below the lowest floor are subject to flooding are prohibited, or shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwaters. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following minimum criteria: (1) A minimum of two (2) openings having a total net area of not less than one square inch for every square foot of enclosed azea subject to flooding shall be provided. (2) The bottom of all openings shall be no higher than one foot (1') above grade. (3) Openings may be equipped with screens, louvers, or other coverings or devices; provided, that they permit the automatic entry and exit of floodwaters. (Ord. 02-991, 12- 17-2002) c. The lowest finished floor area of the residential structures, including mobile/manufactured homes, shall be elevated to be no less than twelve inches (12") above the flood elevation. (Ord. 01-928, 9-18-2001) 2. Nonresidential Construction: -New construction and substantial improvement of any commercial, industrial or other nonresidential structure shall either have the lowest floor, including basement, elevated to the level of the base flood elevation; or, together with attendant utility and sanitary facilities, shall: a. Be floodproofed so that below the base flood level the structure is watertight with walls substantially impermeable to the passage of water. b. Have structural components capable of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. c. Be certified by a registered professional engineer or architect that the design and methods of construction are in accordance with accepted standazds of practice for meeting provisions of this subsection based on their development and/or review of the structural design, specifications and plans. Such certifications shall be provided to the official as set forth in subsection 10-6-4C3b of this chapter. d. Nonresidential structures that aze elevated, not floodproofed, must meet the same standards for space below the lowest floor as described in subsection B 1 b of this section. e. Applicants floodproofing nonresidential buildings shall be notified that flood insurance premiums will be based on rates that are one foot (1') below the floodproofed level (e.g., a building constructed to the base flood level will be rated as 1 foot below that level). 3. Manufactured Homes: All manufactured homes to be placed or substantially improved within zones Al-30, AH, and AE shall be elevated on a permanent foundation such that the lowest floor of the manufactured home is at or above the base flood elevation and be securely anchored to an adequately anchored foundation system in accordance with the provisions of subsection Alb of this section. (Ord. 564, 11-19-1991) C. Fooodways: Located within areas of special flood hazard established in subsection 10-6-3$ of this chapter aze azeas designated as floodways. Since the floodway is an extremely hazardous area due to the velocity of floodwaters which carry debris, potential projectiles, and erosion potential, the following provisions apply: 1. Encroachments: Prohibit encroachments, including fill, a new construction, substantial improvements, and other development unless certification by a registered professional engineer or azchitect is provided demonstrating that encroachments shall not result in any increase in flood levels during the occurrence of the base flood discharge. 2. Compliance Required: If subsection C1 of this section is satisfied, all new construction and substantial improvements shall comply with all applicable flood hazard reduction provisions of this section. (Ord. 01-928, 9-18-2001) D. Minimum Increase In Base Flood Elevation: Where base flood elevations have been provided but floodways have not been provided, the cumulative effect of any proposed development, when combined with all other existing and anticipated development, shall not increase the water surface elevation of the base flood more than one foot (1') at any point. (Ord. 643, 4- 19-1994) E. Storage Of Materials And Equipment: Materials that aze buoyant, flammable, noxious, toxic or otherwise injurious to persons or property if transported by floodwaters are prohibited. Storage of materials and equipment not having these characteristics is permissible only if the materials and equipment have low damage potential and are anchored or aze readily removable from the azea within the time available after forecasting and warning. Baltic Place. The project consists of a 6,820 S.F. collision repair shop and an attached 1,536 S.F. office on a 1.34 acres lot in an IL zone. The subject lot is surrounded on all sides by industrial lots. The building is located on the front portion of the lot with five customer parking spaces provided, including one van accessible space, in front of the office. A 395 S.F. grass area is being provided on the south side of the office in front of the customer parking area. There are eleven additional employee parking spaces across the rear of the developed portion of the lot where the pavement ends. There is a 6,600 S.F. area to the west of the paved parking area that is being set aside for a future building. The office portion of the building has a stucco finish with a 25 year Class `B' architectural asphalt shingle roof slate grey in color. The shop area of the building has a CMU exterior wall with a steel roof. The building is well designed and is architecturally appealing. We believe that we are providing a quality project that is in compliance with the various ordinances of the City of Meridian and we are respectfully requesting approval of our project. Written a royal or a stamped site plan from Sanitary Service Company (SSC) indicating PP that the designs of the trash enclosure and access drive are acceptable. A calculations table that shall list the number of parking stalls, building size, lot size, ,..~~ landscaping, open space, setbacks, fencing, screening and coverage. t.~'10.
